Objectives and Activities
The charitable purpose of the Church of Irelaftd is the advancemeni of religion.
The principal function of CuM￿r Upw Parish Church is to support the advancement of the Christian religion
by promoting. through the work of Cknmber Upper Parish Church the whole mission of the ChurelL pastoral,
evangelistic. social and ecumenical. Being open to and engaging with society as a whole and offering support for
those nccding help are fundamentsl to the practical delivery of the bcnefits of Christianity.

Cumber Upper Parish Church is established to be a charAty whose purpose is to advance the Christian r¢ligion
by:
l. Offering regular Servic￿ of worship.
2. Undertaking religious ceremonies such as baptisms weddings and funerals at the church.
3. Providing religious educatio￿ such as Sunday School pr0￿mme5.
4. Prt)viding pastoral care to members to nurture their spiritual development.
5. Providing activities and progrdmmes commonly provided by such organisations to enhance the
community and social experiences of childNI, young people and aduhs who attend them.
6. Providing a safe and secure environment for all ￿nsISt¢nt with the relevant and legally binding health
and safety guidelines and the Church of treland Child Protection policy Safeguarding Trusl.
Financial Review
The Parish held net cash funds at year end of £19.918.33 (2022- £40.562.09).

Chapter UI of thc Constitution of the ClU￿¢b of Ireland governs Parishes and Parochial Organtsations.
The Church is a registered charity - cI￿lty Registration number NICI 04858. The Select Vesty M¢￿berS are
the Charity Trustees.

All members of the Chureh of Ireland who are over the ag¢ of 18 and are either resident within th¢ parish or live
¢lsewhere but have been accustomed members of the Congregation for at least three months may rcgister as
members of the gcncrdl vesty of the parish. allowing them to attend and vote at mtttings of thc gcncrnl vestry
and to stand for election to the sÈle¢t vesty. Meetings of the general vesty a￿ held at least once a year. The
Select Vestry is elected as part of this General Vesty meeting. The S¢l¢ct Vesty will hold their positions for a
p¢riod of one year. Select Vesty member5 may be re-elected annually and there is no limit on the number of
ternis which may be served.

Pay and remuneration
Stipend 15 not paid directly to th¢ incuD)bent from the church. The church pays a parochial assessment to the
diocese, who then pays a stipend to the incumbent.

The select vesty is responsible for th¢ day to day ￿￿￿￿gernent of the parish. The select vesty consists of the
member of the clergy serving in the Paris￿ the ChU￿hWarae￿q. the glebe warde￿4 and other members of the
general w¢sty elected at the General Vesty.
The select vesty is chaired by the clergy officiating the parish. Sele£t v• members are responsible for
making d¢cisions on matters of general ￿ncern and importance to th¢ parish inchmling deciding how parish funds
are to be applied.
Compllumet oflhe Public Benefit
The Parish has given careful considerntion to the Charity Commission for Northern Ireland's guidance on public
benefit to ensure that the activities entered into during the year bave helped to achieve the Partsh's objectives and
activities. as iv¢ll as providing public benefit.
Statement of Tntstees, Ruponsibilities
The trustees are r¢spDnsible for preparlng the Trnstees. Rqjort and the Statement of Receipts and Payments and
Statem¢nt of A￿ts and Liabilities in accordance with app]icable law and ￿gUlationS.
The law applicable to chariti¢s in Northern Ireland with Incom¢ of less than £250,000 requires the trustees to
prepare a Ststement of Receipts and Payrnents aDd a Statement of Assets and Liabilities for each financial year.
The triistées are responsible for keeping accounting records that Are stifficient to show attd explairt the Parish's
transactions and disclose with reasoJJable accuracy at any time the as5¢ts and liabilities of the Parish. Th¢y are
also responsible for safeguarding the assets of the Parish and hell￿ for takin8 reasonable steps forthe wev¢ntion
and detection of fraud and other irregularities.
