STRucfuRE AND MANAGEMENT
The Kirk Session
The charity trustees of the congregation are the members of its Kirk Se55ion. Under the congregation's
governing document, The Code, the book of the constitution and government of the Presbyterian Church in
Ireland, the Kirk Session seeks to watch over and promote the spiritual interest of the congregation and of
persons not connected with any congregation who are within its bounds. It ensures pastoral care is in place
in the congregation and seeks to further the contribution of the Church to Christian witness and service in
the local community. The Kirk Sessions has delegated to its Congregational Committee the temporal affairs
of the congregation including administering all funds and property belonging to the congregation.
Members of the Kirk Session are ex-off icio members of the Congregational Committee.
The Kirk Session consists of the ordained minister and the ruling elders of the congregations. ASI members
are entitled to propose, speak and exercise equal votes at meetings, except that the Moderator, the
ministers in active duty in the congregation, has no deliberative but only a casting vote.
Stated meetings of the Kirk session are held a number of times each year or as appropriate.
To be chosen forthe office of the eldership in the congregation a person must be a voting member and
regular attendant on its ordinances. The selection of those proposed to be
called to the office can be either by the congregation or by the Kirk Session. Members are elected if thev
obtain two-thirds of those who vote.
Presbytery
Underthe Presbyterian Church in Ireland form of governance the corporate oversight of a congregation is
the responsibility of a Presbytery which superintends generally the spiritual and temporal affairs of the
congregations assigned to it by the General Assembly of the Presbyterian Church in Ireland. Tartaraghan
congregation of the Presby(erian Church has been assigned to the Armagh Presbytery of the Presbyterian
Church in Ireland. The membership of the Presbytery consists mainly of the active ministers of
congregations assigned to it by the General Assembly, minsters who have retired from active duty and an
elder appointed by the Kirk Session of the congregation.

The General Assembly
The General Assembly is the supreme court of the Church, representing in one body the whole Church and
acting as its supreme legislative, administration and judicial authority, in dealing with all matters brought
before it. The General Assembly is normally constituted during the first week in June for worship and to
conduct its business. At the end of business, It is dissolved. The membership of the General Assembly
consists mainly of the active ministers of each congregation, retired minsters and a representative elder
appointed by the Kirk Session of each congregation.
DESCRIPTION AND PURPOSE
The charitable purpose of the congregation is the advancement of religion.
Tartaraghan congregation of the Presbyterian Church is a congregation of the Presbyterian Church in
Ireland. The Presbyterian Church in Ireland, as a Reformed Church within the wider body of Christ is
grounded in the Scriptures, and exists to love and honour God through faith in His Son and by the power of
His Spirit, and to enable her members to play their part in fulfilling God's mission to our world.
The congregation's mission purpose 15 by the grace of God, to help people of all ages become fully devoted
followers of Jesus Christ. Our vision is, by the grace of God, to be an inclusive, welcoming community of
Christ's people of all ages, which:
is increasingly characterised by love for God, and love and concern for others;
is committed to the historic Christian gospel as revealed in the Bible;
is relevant to people of this time and place.
The congregation aims to live out its Mission and Vision as a family of God's people by being..
A Covenant Community.. where our relationships are rooted in the promise5 of God by living faithfully
toward him and toward one another
An Intergenerational Community.. where adults intentionally take the lead to engage with. encourage
and nurture younger members to maturity in Christ.
An Outward looking Community: where we want the blessings of God that belong to us in the gospel to
become blessings for others beyond the bounds of our community.
As a congregation of the Presbyterian Church in Ireland. we believe that the Bible is the supreme
authority over all we do, and that the Westminster Confession of Faith, along with the Larger and
Shorter Catechisms set out what we understand the Bible teaches on key matters of Christian faith and
practice

ACTIVITIES AND OBJEcfivES
The congregation meets for worship every Sunday and visitors are welcome to join. Children's Church and
Crèche run concurrently. The Sacrament of the Lords Supper is observed on several occasions during the
year and all those who have been baptised and who have made a profession of faith in the Lord Jesus
Christ are admitted to the Lord's Supper. The congregation ho5ds regular bible study meetings and has a

ACHIEVEMENTS AND PERFORMANCE
Worship and prayer
The congregation normally meets for worship each Sunday at 10.30am and monthly (September to June) at
6.30pm. During the week the Discipleship Groups provide an opportunity for members to meet together
for fellowship, to study the scriptures and for a time of prayer. Prayer meetings are also held on Sundays in
person and Friday mornings online.
As well as our regular seNices during 2023 we acknowledged God's gift of new life at 2 Sacraments of
Baptism.
At 31 December 2023 there were 103 communicant members and 150 families connected with the
congregation. Average attendance at morning services was 160. Average at monthly evening services was
120.
Pastoral care- Members of the congregation who are unable to attend church due to sickness or age are
visited on a regular basi5 by the minister, elders or by either of the two Pastoral & Community Outreach
Workers. CD and DVD recording5 of services are produced and made available to those who are unable to
attend, or acce55 online.

Mission and outreach
At a local level the congregation have been effective in connecting with the surrounding community
through the d ifferent organisations, catering for all age groups.
There is 3150 adult evangelism through personal friendships, literature distribution, and evangelistic
services/meetings.
Involvement in overseas Mission has been developing, and this was enhanced by our congregational
connection with Awake Ministries working in northern Portugal: the Loney family IAcrel working in
southern Portugal. Also locally, the Charis Youth Club, Dungannon.
The congregation supports the United Appeal for Mission which is a central fund of the Presbyterian
Church in Ireland. This fund enables congregations to support the wider mi55i0n of the denomination and
to do mission and outreach on a denominational basis beyond what the congregation could do on its own.
The United Appeal Fund provides financial support for mission personnel at home and overseas, assists
congregations with the deployment of locally based staff, enables church planting, provides grant support
for the upkeep of church premises, assist with the running costs of Union Theological College, the Church's
training college for ministry students, and financially supports congregation in the areas of worship,
discipleship, global mission, outreach, leadership and pastoral care.
The congregation also contributes to the denomination's special appeals.
Presbytery
The congregation is represented at the regular meetings of Presbytery by our minister and / or one of the
elders. This provides an important link between the congregations and the wider structures of the church.
General Assembly
The minister and one of our elders are nominated to attend the meeting of the General Assembly of the
Presbyterian Church in Ireland held in Assembly Buildings, Belfast, in June.
Property
During the year there has been ongoing repair and maintenance of property and grounds.
There were no major repair or refurbishment projects in 2023.

Organisations
Sunda
School- Meet each Sunday 9.30- 10.20am, September to June. Sunday School plays a vital role in
the life of our congregation. Our aim is to introduce children to Jesus and to teach them what it means to
be a Christian; through Bible based lessons, songs, memory verses, worksheets and other activities all
within a safe and relaxed environment. There are three classes and we welcome all children between 4 and
12 years of age. Average attendance: 55
Bible Classe5- Are a follow-on from Sunday School and meet each Sunday 9.30- 10.20am, prior to the
morning service. Average attendance: 17
Famil
L4 - Meet 4- 6pm, first Sunday of each month (October to May) and is for the whole familv
whether children are toddlers or teenagers. Activities include me55y crafts, bible stories and an evening
meal. Average attendance: 80
Women's Kee
Fit- Meet Monday evenings 7.30- 8.30pm. Set up to encourage women from the
congregation and the local area to meet together and socialise while improving their physical well-being.
Women's Bible Stud - Meet on alternate Tuesday mornings, 10.15- 11.15am, September to June, to study
God's Word in an informal setting. For all ages. Average attendance: 15
Girls. Bri
ade- Meet 6.30- 9.30pm on Tuesday evenings in the church hall, September- March. There are
four groups: Explorers, Juniors, Seniors and Brigaders. Our aim is to help girls to become followers of the
Lord Jesus Christ, and through self- control, reverence and a sense of responsibility, to find true enrichment
of life. Average attendance: 105
Youth Club- Meet on Friday evenings 8.00- 10.00pm. September- June and is for the age range P7 and
older offering a fun and safe place for young people to meet. There are plenty of games and sport5 to try
like pool, table tennis, football and dodgeball or a chance to relax in the coffee bar and chat with friends.
Each evening there is opportunity to hear a bible or gospel me55age. Average attendance: 35
Youth Fellowshi
is all about young people meeting together to learn more about Jesus. IV5 a great
opportunity to study God's word in an informal setting with friends and to have a chance to chat over
issues facing them. There are also times of fun, food and fellowship at the meetings as well as an annual
weekend away. Meet fortnightly on Sunday evenings at 7.00pm, jointly with youth from Loughgall
Presbyterian Church. Average attendance: 18
Mothers and Toddlers Grou
Meet each Wednesday, 10.00- 11.45am. The children enjoy themselves
with various toy5 and games in a safe environment while carer5 have fellowship and a chat over a cup of
tealcoffee. Average attendance: 15 children + carers

s- are small groups who meet together regularly to learn more about the bible, grow in
their faith and also become better disciples of Jesus. Meet in homes and in church hall. There are presently
three groups, one meeting on Tuesday evening and the other two meeting on Wednesday, all at 8.00pm.

Men's Grou

For men of all ages. Meets second Wednesday of each month at 8.00pm,
September- May. Each meeting usually consists of a praise time, ice breakersi games, personal
testimonies, food and teaching from God's word. Particular emphasis is placed on what how God's word
relates to men and how this can be applied to everyday life. Average attendance.. 18
Women's Grou
PW - Meet second Thursday of each month at 8.00pm for a time of fellowship,
encouragement and discipleship; seeking different fun and exciting ways of reaching women for Christ. In
addition to this, various missions at home and overseas are sUPPOrted. Average attendance: 35
Senior Fellowshi
Grou
meet on a monthly basis on the third Thursday of each month at 2.30pm. The
aim is to meet for fellowship, have a chat and cup of tea and also hear something of how God is working in
people's lives. The programme each month is varied with interesting Christian speakers from different
walks of life. The group also have an outing twice a year. Average attendance: 20
Bible Club- An annual event held at the end of June. Average attendance: 90
Men
10.30- A time of friendship and fellowship at 10:30am each Monday in the Church Hall. These
informal drop in sessions are an opportunity to meet up and enjoy board games, darts, craft, bowls, table
tennis and other activities along with a short Bible Slot. Refreshments are available. Open to men of all
ages. Average attendance: 18
Volunteers
The Trustees wish to acknowledge their deep appreciation of those who give freely of their time by serving
on committees and helping with organisations and other church activitie5. Our organisations involve
around 40 leaders/teachers. not counting others who help with Crèche, Children's Church and the annual
Bible Club.

PUBLIC BENEFIT STATEMENT
The Presbyterian Church in Ireland meets the public benefit requirement by providing benef it to it5
members and the general public by making known the Christian Gospel of the Lord Jesus Christ through the
advancement of religion,
The direct benefits which flow from the purposes of the Church include the gaining of an understanding in
Christian beliefs as set out in the Bible and in the Church's subordinate standards (the Westminster
Confession of Faith and the Shorter and Larger Catechisms) leading to spiritual and moral development and
opportunities for response to Bible teaching. In turn, this framework leads to practical expressions of
Christian beliefs and standards in the local community such as through the care of those in need (including
the sick, disabled and bereaved).
Generally the above benefits are delivered locally by congregations and their members, or are facilitated
through presbyteries or are organised and delivered centrally. Local delivery is facilitated by central
resources in almost all cases. Public access is made known through the use of noticeboards, printed
material, press advertisement, websites, and social media or in other ways.
The benefits are demonstrated through regular evaluation of the services and informal and ad-hoc
feedback from members, their families, and members of the public.
The purpose does not lead to harm. The only private benefit flowing from our purpose is related to
Ministers, M issionaries, Deaconesses, Irish Mission workers and Lay Agents who receive benefits as a result
of their holding office or employment. However, thi5 is incidental and necessary in order to further our
charitable purpose. There are no other private benefits. The beneficiaries of this purpose are members,
their families, other individuals that the Presbyterian Church in Ireland is in direct and indirect contact with,
the community in which pastoral services are provided and other communities throughout Northern
Ireland, the Republic of Ireland, and worldwide which benefit from our engagement with and support for
both Christian and other Secular organisations, charities and individual members of the public. The Kirk
Session has had regard to the Charity Commission's Public benefit requirement statutory guidance.

FINANCIAL REVIEW
The congregation's main source of income is members, contributions through the Weekly Freewill Offering.
There were 93 contributors during the year donating a total of £103,0821£95,093 in previous year, 2022)
Total Income of the congregation during the year was £151,306, compared to £152,453 in the previous
year, 2022. Total expenditure decreased from £101,469 to £72,120.
STATEMENT OF TRUSTEE RESPONSIBILITIES
The Trustees are responsible for preparing the annual report and the financial statements of the
congregation in accordance with applicable law and generally accepted accounting practice.
As the congregation's total income doe5 not exceed £250,000, the Trustees have elected under Section
6413} of the Charities Act (Northern Ireland) 208 to prepare a receipts and payment account and a
statement of assets and liabilities.
The Trustees are responsible for keeping adequate accounting records that are sufficient to show and
explain the congregation's transactions and disclose with reasonable accuracy at any time its financial
position. They are also responsible for safeguarding the assets of the congregation and hence for taking
reasonable steps for the prevention and detection of fraud and other irregularities.

I have examined your charity accounts as required under sectlon 65 of the Charities Act and my examination was
carried out in accordance with the general directions given by the Charity Commission for Northern Ireland under

BASIS OF FINANCIAL ￿ATEmENTs
As the total income of the congregatlon is less than £250,000 the con8re8ation have elected in accordance with the provi5ion5 in The Charlties
IAccounts and Reports Re8ulations (Northern Ireland) 2015 to prepare its accounts on a recelpts and payments basls.
FUND ACCOUNTING
Endowment funds are funds, the capital of which must be retained either permanently or at the congregation'5 discretion. the income derived
from the endowment is to be used either as restrlcted or unrestrirted income funds depending upon the purpose for which the endowment
was established in the first place.
Restritted funds comprise lal income from endowments which is to be expended only on the restricted purposes intended by the donor and
Ibl revenue donation5 or grants for a specific congregational activity intended by the donor. Where these funds have unspent balances,
interest on thelr pooled investment Is appDrtioned to the individual lunds on an average balance ba51S.
Unrestrirted funds are income funds which are to be spent on the congregatlon's general purposes.
Designated funds are general funds set aslde by the congregation'for use In the future.
