Strueture, Governance ond Management
Governing Documenl and Cohslilulion ofihe Charity
Chapter III of the Constitution of the Church of Ireland governs Parishes and Parochial Organisation.
The Select Vestry members are the Charlty Truslees
Recruilm¢nl andAppoinlthen¢ ofseleci Vulry (Truslees)
All members of the Church of Ireland who are over the age of 18 and are either resident within the
parlsh or live elsewhere bul have been accustomed members of the congregation for at least three
months. may register as members of the general vestry of the parish, allowing them lo attend aii(I vole
at meetings ofthe general veslry and to sland for eleclion to the select vestry. Meetings of the general
vestry are held al leasl once a year. The Sele¢t Vestry is elected as part of ihis General Vestry meeling.
The Select Vestry will hold their positions for a period of one year. Select Vestry members Jnay be re-
elected annually and there is no limit on the number of terms which may be served.
Pay and remuneralion
The Incumbent of the Parish stipend is paid directly by the Diocese, which is in accordance with
rigures approved by th¢ General Synod of the Church of Ireland together with approved office and
locomotory allowances.
Organisaliomal Slruclure
The Select Vestry is responsible for the day to day managemenl of Ihe parish. The select vestry
consists of the member of the clergy serving in the parish. the churchwardens, the glebe wardens and
generally not more than twelve other members of the general veslry elecled al the Easter Veslry.
The Select Vestry is chaired by the incumbent or other member of the clergy officialing in the parish.
Selecl Vestry members are responsible for making decisions on matters of general concern and

The sel￿t Vestry meels at times fixed by tlie members or by the diocesan synod. Special meelings
may be coiivened at any time by the chairperson or the ¢hurchwardens. In 2023 the Select Vestiy met
3 times during the year and the average attendance was 67%.

religion by promotlng, through the work of Ardstraw Parish Church tlie whole mission of the Church,
pastoral, evangelistic, social and ecumenical. Beii)g open to and engaging with society as a whole and
offering support for those needin8 help are fundamenlal to the practical delivery of the benefits of
C1￿1$11anIty.
As a i'esult of activity fftn the pursuit of the advancement of the Christian religion, Ardslraw Parish
Churoh has custody of property aiid of record5, Jttaterials and artefacls of significan¢e to Ilie culthral
aiid religious heritage and mminlenance of which is undertaken by the Select Vestry of Ardstraw Parish
Church.
Aehiev¢ments, Performanee & Public Beneflt
The Parish of Ard5traw exi5t5 for ihe purpose of the advancement of the Christian religion An the
Newtownstewart area. To implement this purpose. we provide many servicey to our local communlty.
The main function of the Parish is to provide opportunities for parishioners and other members of the

community lo worship God, Sunday by Sunday. To Illis end, the Parish provides a regular Sunday
morning worship service each Sunday ai I I.00am. This enables members of the community to partake
in the sa¢rament of Holy Communion which is celebrated on the first Sunday ofeach month, and to be
taught from the Bible every Sunday. Of course, our worship is open lo anyone who wishes to come,
from all backgrounds and all faiths or Jione. In recenl times we have wel¢oined not only people from a
Christian background, bul also those ofother faitlis including Baha'i. Buddhist and those who have no
belief at all. We are, of course, welcoming lo those of all races, genders and orientations. In practice
the vast majority of our worshippers are from a Church of Ireland background, but our Cliurch
welcornes all to the Lord's Table in the sacrament of Holy Communion. On other Sundays the main
service is"Morning Prayerf, which ts a more simplified servlce of readings, hymns and prayers.
Pastoral care 18 provided by the Rector, asststed by the parishioners. This includes home visits.
hospital visits, counselling where needed, and a listening ear where someone just need.s to talk.
Parishioners and others are regularly rejnembered in prayer. Pastoral care is provided al times of
diffi¢ulty e.g. bereavement and al l&mes of celebration e.g. a marriage or baptisjn. Our Chuwh has an
open, welcoming non-judgemenlal attithde to baptism in that we welcolne all who come lo be
baplised aiid refrdin from attaching conditions to their parti¢Apation in the sacrament, as some
Cliurches do.
Mffission and outreach include a Youth Fellowship group which meets on Thursday evenings during
term lime and is open lo the enllre community and is geared towards teenagers. Usually around a
dozen young people attend this group each week. There is also * Confimialion class, which is held on
Thui'sday evenings. A similar number of young people attend this group.
Both of thes¢ groups are aimed at oulreach io teenagers and young people in order to share the faith
with them and encourage them in this important stage of their life. The Mother's Union is an outreach
group comprised of the ladies of the Cliureh (although il is open to men also). In practice our branch
in ¢ommon wilh most branches ha5 an entirely female membership. As well as supporting the families
of the parish. tlie Moihers. Union supports th¢ wider communily in varlous ways. Members knit
"Trauma Teddies" for use when children are admitted to hospital. A child is

given one of ihe teddies and this can be a comfort to a scared and ill or injured child in ihe slrange and
intimidating environment of a hospilal ward. Kit bags are also collected and distributed lo hospitals
containing emergency supplies of necessary items such as toothpaste, soap, etc. These air given to
people who have been admitted to hospital suddenly and do not have such items wilh ihein. In
addition, the Mothers, Union fundraises An support of mission at home and abroad. They provide a
contact centre where children of estranged parents can meet with the parent whom they no longer live
with in a safe And comtorting environment. Mothers, Union provides "Away from it all" breaks or
days out for families whose family life is going through a difficult period. The Parish supports a
number of orphans finanoially as part of the Tyrone Protestani Orphan Society. This provides "no
strings attached" flnancial assistance for children who have lost one or both parents. Grants are
usually received in Au8USt and before Christmas.
Several times each year, the Parfftsh provides a free lunch for seniors and ihose who are prevented from
attending Church due to illness or advancing age. Tran5POrt is provided to and from these events free
of charge by Church members.
Since Easter 2020 we have been financially supporting the community of San Jorge in Cebu City,
Philippines. by provAdin8 donations lo enable food to be purchased and distributed amon8 poor
families in Cebu.
The Parish operates a Charlty Shop An partnership with Cancer Focus. This provides many services to
the commuiiity, not least in providing a place where unwanted ileins c￿] be reused and i'esold lo the
benefil of others. It provides opportunities for people to volunteer their Ilme and talents in the seivice
of ihe wider community. It also provides a place for people to come and chat and meet oilier people.
And not least, of course, the shop raises a substajitial amounl of money which supports Ihe work of
Caiicer Focus.
The Parish is very consctous of ihe duty of care tlial we have lo ihose who partlcipate in oui. events
and use our premises. We have a strict safeguarding policy An place which protecls our Children's
Minisliy. Tliis is regularly reviewed and trainin8 is frequently available An Ihe Parish. The
Safeguarding Policy is reviewed every three years by ihe Diocesan authorities lo ensure Ihat our
young people can participate in all Church aclivilies confident of the prote¢tioii they deserve.
Iii addition, several community groups not aifiliated with the Church use the Parish Hall Ihroughoiil
the week. These include the Day Care Centre on Wednesdays and the local branch of the Women's
Inslithte who meet An our buildlng once every moiilh.

A significanl number of people request access lo the Parish Records emch year. These are held in th¢
Parish oifice and can be Accessed free of ¢har8e by appointmenl wlih the Rector. Church buildin85
can also be accessed al any linie by appointment wilh the Rector or a member of the ¢on8regation.

Compllanee witli Publlc Benefit
The Pai'ish has given careful consideration to ihe Charity Commission for Northem Ireland's guidance
oil public benefit to ensure that the activities entered inlo during the year have helped to achieve the
Parish's objectives and aclivilies, as well as providing public benefit in whatever way we can. We
hope lo continue to do so for many year5 to come.
rilnancial Review
Total income of the Parish during the year was £61,045 (2022.. £68,032) and total expenses were
£64.555 (2022: £77.750) leaving a deficil of £3.510 for the year ended 31 December 2023. The PArish
continues lo be in a healthy slate as at 31 December 2023 with total cash funds of £31,842.
A detailed analysis of parish income and expenditure is set out on page 8 to the financial stalemenls.
Going Coneern
Tlie trustees have reviewed the budgels for the year ahead and are satisfied that there are adequate
fijnds in place to ensure that the Parlsh can continue ils aolivities and the financial statemenls for the
year ended 31 December 2023 can be signed off as a goAng concern.
StAt¢ment of Trusteesl Responsibilities
The trustees are responsible for preparing the Trnslees. Report and the statement of receipts and
payments and statement of assets und liabilities in a¢¢ordance with Rpplicable law and regulations.
The law applicable lo charities in Northern Ireland wilh liicome of less than £250,000 requires the
Iruslees lo prepare a statement of receipts and payments and a stalement of asset5 and liabilities for
each fiiiancial year.
The lrnslees are responsible for keeping a¢¢ounling records that are suificienl lo show and explain the
Parish's transactions and disclose with reasonable accuracy at any time the assets and liabllities of the
Payisli. Tliey are also respoiisible for safeguarding the assets of the Parlsh and hence for takiiig
reasonabl¢ steps for the prevenlion aiid detection of fraud and other irregularities.

As the charity's In]stees yoii are responsible for the preparation of the financial statements in
accordance with the Charities Act (Nortliern Ireland) 2008. It is our responsibility to:_

Follow tlle procedures laid down in the general directions given by the Charity Commission for
Northern Ireland under se¢lion 65(9)(b) of the Charities Act N) 2008.

Basis of independent examlner's report
We have examined your charity financial slatemenls as required under section 65 of the Charities Act
(NI) 2008 and oui. examination was carried out in accordance wilh the general dirertioiis given by the
Charity Commission for Nortliern Ireland under section 65(9)(b) of the Charities Act (NI) 2008. The
examin#tion included a review of the a¢counting records kept by the charity and a comparison of the
financial statements presented with those records. It also included consideration of any unusual items
or disclosures iii the finat]cial statements and seeking explajiations froni you as charity trustees
coneei'niiig any such matters.
Our role is to state whether any material matters have come lo our attention giving us cause to believe..
l. That accounling records were not kept in accordance with s¢ction 63 of the Charities Act (Nl)
2008.
2. That the financial slalements do not accord with those accounting records.
3. That tlie financial slalemenls do not con]ply wilh the accounting requirements of the Charities
Act (Nl) 2008 and with the methods and principles of the Charilles Siatement of
