area by associaling the slatulory authorities, community and voluntary organisations and tl)e inhabitants in a
commoft effort to advance education, and to provide facilities in the interests of social welfart for recreation
and other leisure time occupation, with tlie object of improving tlic conditions ol lifc and IN partÉcular_'
