The provision of funds for first aid care for people living in the area of benefit who cannot afford medical treatment. This may also include theprovision of funds for mosquito nets, or for other preventative measures to minimise or reduce the need for medical treatment. 4 To assist in the advancement of community development programmes for people living in the area of benefit which will enhance their future opportunities and conditions of life. 5.
