The Youth Centre aims to broaden the horizons and lrfe expectations of our children and young people and assist em in reaching their full potential as active citizens in their communtty. The management committee have paid due regard to guidance issued by the Charity Commission in deciding what activities the charity should undertake. ROSARIO YOUTH CENTRE MANAGEMENT COMMirrEE REPORT (CONTINUED) FOR THE YEAR ENDED 31 MARCH 2024 EA Local area-based funding specffication: The EA Local Area-Based Funding Specification for the Upper Ormeau Area was awdrded to the youth centre for the pertod ofApril 2024-March 2025. All targets and pmgrammes contained thin the award were achieved and reported on, with the 3 moderations that took place as a result achieving good. or outstsnding through the EA moderation process. EA Local Project funding: The EA Local Project funding specification for the Botanic DEA was awarded to the youth centre in parthership th St John Vianey and St Malachy's Youth Cnntre's for the period ofApril 2024kMarch 2025. All targets and programmes contaned wtthin the award were successfully achieved and reported on. Financial review The results are set out in detail on pages 13 to 26. The charity retumed net outgoing resources for the year of £13,780 (2023 - £29,10S) leaving unrestricttsd funds of £56.039 (2023 - £47.351) and restricted funds of £210.592 (2023 - £233.040}. In the year 2019 the charity received a legary from the Estate of Eleanor Mulholland. The committee has designated £30,421 for the purposes of the Charity's objectives. The unrestritted funds are considered to be essential to provide sufficient fvnds to cover any unforeseen o)sts which may arise and fvlfil legal obligalions of the charity in the event that CUTrent levels of tncome are not maintained. The charity uses faalities at 4S9 Ormeau Road. Belfast, BT7 3GR. These are owned by Down and Connor Diocese who 211ow the charity to use the faCIleS rent free. The management committee estimate that the value of this donation is apprornately £20,000 per annum. The management commtttee has assessed the major risks to which the chanty is exposed, and are satisfied that systems are in place to mrfogate exposure to the major risks. It is the policy of the charity that unrestricted fvnds which have not been designated for a specific use should be maintained at a level equivalent to three to six months expenditure. The management committee considers that reserves at this level will ensure that, in the event of a signfficant drop in funrfing, they wll be able to continue the charity's current activities while consideration is gtven to ways in which additional funds may be rased. This level of reseNes has been maintained throughout the year. The management commtttee have assessed the major risks to whith the charity is exposed, and are satisfied that systems are in pla to mitigate exposure to the major rtsks.
