ROSARIO YOUTH CENTRE MANAGEMENT COMMIThEE REPORT FOR THE YEAR ENDED 31 MARCH 2023 The management committee present their annual report and financial ststements for the year ended 31 March 2023. The financial statements have been prepared in accordance with the accounting policies set out in nole 110 the financial statements and comply with the charity's Constitution, the Charits'es Act 2011 and "Accounting and Reporting by Charities= Slatement of Recommended Practice applicable to charities preparing Iheir accounls in accordan with the Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 102) (effective 1 January 2019)" Objectives and activities The charity's objects are Ihe provision, mainlenance and promotion of facilities and activities of a social. spiritual, educational and recreational nature with the objective of improving the conditions of life of children and young people without distinction of sex, polilical, religious or other opinion. The Youth Centre aims to broaden the horizons and lrfe expectstions of our children and young people and assist them in reaching their full potential as active citizens in their communty- The management commitlee have paid due regard to guidan issued by the Charity Commission in deciding what activities the charity should undertake. Achievements and perforniance During the year Ihe centre undertook a number of outcome-based programmes aimed at broadening the educational. social and recreational development of it members. The staff were involved in the following training= Intentionality Iraining Quarterly reflective practice Adverse Childhood experiences training Mentoring Suicide prevention Global development training First Aid Training Safeguarding Peer mentoring training C.S.E Mentoring Mental health and Well-being Education Authority Local Area Based funding strearn April 2021-March 2023". The EA local area-based funding specification which was secured by the centre in April 2021 came to an end in March 2023. All targels and programmes contained wtthin the award where achieved. with the 8 moderations thal took place as a result achieving good or outstanding through the EA moderation process.

The charity retumed net outgoing resources for the year of £29,106 12022 £12,352) leaving unrestricted funds of £47,351 (2022 £53,746} and restricted funds of £233,04012022 - £255,751). In the year 2019 Ihe charity received a legacy from the Estate of Eleanor Mulholland. The committee has designated £30,421 for the purposes of the charity's objectives. The unrestricted funds are considered to be essential lo provide sufficient funds lo cover any unforeseen cosls which may arise and fulfil legal obligations of the charity in the event that current levels of income are not maintained. The charity uses facililies at 469 Omieau Road, Belfast, BT7 3GR. These are owned by Down and Connor Diocese who allow the charity to use the facilities rent free. The management commrttee estimate that the value of this donation is approximately £20,000 per annum. The management committee has assessed the major risks to which the chartty is exposed, and are satisfied that systems are in place to miligale exposure to Ihe major risks. It is Ihe policy of the charity that unreslricted funds which have nol been designated for a specific use should be maintained at a level equivalent to one month expenditure. The rnanagement committee considers that resetves at this level will ensure that. in the event of a significant drop in funding. they will be able to continue the charity's current activities while consideration is given to ways in which additional funds may be raised. This level of reserves has been maintained throughout the year. The management committee have assessed the major risks to which the charity is exposed, and are satisfied that systems are in place to mrtigale exF)osure to the major risks. Structure, governance and management The charity is a registered charity for laxalion purposes. The law applicable lo charities in Northem Ireland requires the management committee lo prepare financial statements for each financial year which give a true and fair view of the slate of affairs of the charity and of the incoming resources and application of resour$ of the charity for Ihat year. In preparing these financial statements. the management committee are required to.. select suitable accounting policies and then app them consistentty.. observe the methods and principles in the Charities SORP 2019 {FRS 1021., make judgements and eslimates thal are reasonable and prudent., stale whelher applicable accounling standards have been followed, subject to any material departures disclosed and explained in Ihe financial slatements.. and prepare Ihe financial stslements on the going concem basis unless it is inappropriate to presume Ihal the charity will continue in operation. The management committee are responsible for keeping adequate accounting records that disclose wilh reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statemenls comply with the Charilies Act {Northem Ireland) 2008, the Charity (Accounts and Reports) Regulations {Northem Ireland) 2015 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hen for taking reasonable steps for the prevention and deteclion of fraud and other irregulartties. Disclosure of infonnation to auditor Each of the management committee has confied that there is no infomiation of which they are aware which is relevant lo the audil, but of which the auditor is unaware. They have further confirmed that Ihey have laken appropriate steps to identify such relevant infomiation and to establish that the auditor is aware of such information.
