and its environs ("the area of benefit") who are in need of such a service because of age, si¢kn¢ss or disability
(mental or physi¢al), or poverty, or because of a lack of availability of adequate and safe public passenger
services, without distinrtion of sei race or politicaL religious or other opinion as set out in Section 75 of the
Northern Ireknd Act 1988

We review our aims, objectives and activities each year. This review looks at what we achieved, and the
outcome of our work in the previous 12 months. The review looks at th¢ success of each key ￿tivity aud th¢
benefrts they have brought to those individuals and groups of people we are set up to heEp. The review also helps
us ensure our ainL objectives and activiti¢s remained focused on our stated purposes. We have refe￿ed to the
guidance contained in the Charity Commission's genernl guidance on public benefit when Teviewing our aim alld

Our main activities and who we ty to help are described below. All our charitable activities focus on the
provision of accessible and affordable transport in the South Ajitrim am to indiTriduals alld wups living in
South Antrim and its environs ("the area of benefit"), particularly people with reduced mobility.

South Antrim Community Transport is a membership only organisation which provides an affordable,
accessible transport service to individuals and groups from within our designated area that have ditYi¢ulty
accessing ¢onventional fornis of transport.
For the year April 2023 to March 2024, South Antrim ConJnunity Transport provided the following servi¢es.'
- Dial-a-lift s¢rvice for our individual servic¢s.
- Community Wheels service, allowing 3ndividuals to travel outside the operntional area.
- Group Transport Service
- Door-to-Door service on behalf of Disability Action in the urban towns of Antrim and Larne.
- Motability (to enhance our current Diat-a-lift serviee), from JUEY 2023.
We achieved this with th¢ financial s¢rvic¢s from Department of Infrastructure (DFI), the Departn￿nt of
Agricultilre, Enviromnent and Rural Affairs (DAEIL4), Disability Action (DA), and The National Lott¢ry
Community Fund for Northern Treland and The Motability FovndatioJL
During the financial year, we Provided these services with the assistance of volunt¢¢r dTivers who have
registered with us to provide transport for our clients. Equal access to our services is an important issue for us.
We have monitored access to our services by recording gender, disability, marital status, ethnicity, sexual
ori¢ntation and religion of our clients. We believe equal access to our s¢rvAces És vital to our success. AIE
infornmtion provided by our cllents is ¢over¢d by the Data Protectloll Act 1988.
Financial Review
Ow ¢(mtinued success in the past year bas been due to the continued sound financial management and the
support of botb staff and volunteers. The directors are responsible for keeping adequate accounting records that
are sufficient to show and explain the company's Iransa¢tions and disclose with reasonable a¢curacy at any tim¢
the financial position of the company aad enable them to ensure that the fjnancial statements coJnply with the
Companies Act 2006. They are responsibIe for safeguarding the assets of the company and hence for takmg
reasonabl¢ steps for the pr¢vention of fraud and other irregularittes. The directors have secured new fimdxng for
the year 2024 - 2025 as outlined b¢low.
The directors can confirm the Deparnnent for Infrastsuth grant has been used solely for the Pu￿OSe$ for
which it was provided.
Princi
Aside from the income generated by our Group Transport Smice provisio￿ the Directors have secured fi￿ding
from the Department for Ittfrastn￿t￿re until Mard) 2025. In addition to this, funding has also been secured from
Disability Action, a subsidy from the Departnmlt of Agriculture Ellvironment and Rural Affairs (DAERA). We
also r¢ceive knding fro￿ The National Lottery Convnullity F￿d foT Nothern freland, and we have a new
fimding Stream from Motability UK from July 2023 to June 2026.
Reserves Polie
The Managetllent Committee has examined the charits4s requiremènts for reserves in llght of the main risks to
the organisation. It has established a policy whereby the uwestricted fimds not committed or Invested in tsngible
fixed assets held by the charity should be 3 months. These reserves are needed to meet the Working capttal
requirements of the ¢I￿lty and the Managem¢nt Committee is confident that at thi5 level they would be able to
continue the current activities of the charity in the event of a significant drop in fulld7ng.
The r¢serves required in March 2025 are £285,477. Our net &8sets on 31st March 2024 are £539.906.

acc¢ssing conventional fonns of transport
To achieve these alms we propose the following goals in order to adapt our services to me¢t the changes that
challenge us all while contAlluFng to provAde a valuable service to our CUTrent n)embers.
For the year April 2024 to March 2025 South Antrim Community Trausport will again provide a Dial-A-Lift
service on behalf of the DFI and DAERA through tbe smart pass scheme. The Community wheels project is
fi￿ded by the National Lottery until Jun¢ 2025. We have succesfully been amrydrded fi￿d]llg frojn The
Motability Foundation from Juue 2023 to Jun¢ 2026 which will infftase our service provision for persons with a
disability throughout our schemes.
Other services to be provided include Group Services for members and South Antrijn Commullity TraJ)sport
have a service level agreement wtth Disability Action to provid¢ an urban 'Door to Door Service. for the Antrim
and IArne areas.

The organisation is a clwitable company limited by guarantee, Inco￿orated on 3rd June 2004 and recognis¢d as

Association which established the objects and powers of the charitable company and is governed under its

If upon winding-up or dissolution of the Company there remains, after the satisfaction of all itg debts and
liabilities, any propety wthatsoever, the same shall not be paid to or distributed among the memb¢rs of the
company, but shall b¢ given or transferred to some other charitable institirtions having objects similar to the
objects of the Company, and which shall prohibit the distribution of its or th¢ir income and propety to the
ext¢nt at least as great as is imposed on the Company under OT by virtue of Clause 5 h¢reof, such institution or
instithtions to be deterniined by the members of tbe Company at or before the time of dissolution, and insofar as

The directors of the company are also charity 1Th￿te¢S for the purpose of charity law and under the eornpanys
Articles ar¢ known as D￿MberS of the Managemeftt Con]mittee. Under the requir¢ments of the Memoratt(h
and Articles of Association the mernbers of the Management Commiltee are el¢ctsd to serve for a period of
three years after which one third of the directOTS shall retir¢ froEll office but can put themselves forward for
re*election on a rotational basis. All members of th¢ Manag¢m¢nt Conllnittee give their time voluntiily and
received no b¢nefits from the charAty. Any expenses reclaim¢d from the charty are set out in not¢ io to the
accounts.

Company law requires the trnstees to prepare fuianeial statements for each fmancial year. Under rompany law

The trnstees are responsible for keeping proper accounting records that can disclose with reasonable accuracy at

comply with the Cotnpani¢s Act 2006. They are also responsible for safeguarding the assets of the charitsble
company and henc¢ for tsking reasonable Steps for the prevention and detsction of fraud and other I￿egUlarlties.
