It is appreciated that it is difficult by the nature of our purkX)se. and with the necessary attention to personal priwdcy. to articulate
perforwance and achievements. We have attempted to do so later in this ￿pOrt ￿ the cwde measure of the numbers of public
benefit services and activtties provided. the extent of volunteer participation and the level of attendante and partitipation bv

1.3 Governance and ManaÈèmÈnt Stnthre
The Board ol Twstees of Whiteabbey Presbyterian Churth IWPC) is referred to in the Presbyterian Church context as the Kirk
Sesslon which is made up of the ordained minister and the Ruling Elder5. Ruling Elders are elected by congregational vote based on
list prepared by the Session of persons nominated by the congregation. The present EldeT5. and past Elde￿ who served during the
reporting year. are listed above. The KI￿ Session is chaired Imoderatedl by a Teaching Elder who 15 normally the Ordained Minister
called to the Church.
Under the Presbyterian Church in Ireland IPCII form of govemance the corporate overS￿ht of WPC is the responsibility of the North
Belfast Presbytery which superintends the splritual and temporal affairs of the congregations a&si8ned to it by thè General Assembly
o* PCI. The Presbytery consists of the attNe mrnisters of congregations wrthin the Presbytèry. retired ministers. one elder appointed
bythe firk Session of eath congregation and other Ind[￿dUal% allowed by the Code of PCI.
Whilst the ultimate guide for WPC is the Bible. the Code (or Constitution Documentl of the PCI (latest amendment in 20221, fomis
the Bovernance document through which we seek to meet our obligations to church members. the publlc and our statutory
obligations and good practice aspirations under the Charities and other le8isL3tion.
At WPC a cle￿ of Session is elerted from amongst the elders. The Kirk Session meets at least six times each year. Several Kirk
Session Ministry Grovps have been set up to expedite the vmrk of the ￿Tk Session and each ￿portS, and submits proposals, to Kirk
Session on a regular ba￿5.
Whilst the firk Session has overall responsibility for the 80vernan￿ of the thurth, selected tasks a￿ delegated to the
Congregational Commtttee ICCI and the day to day m3nagernent to the Staff Ministry Team. To facilitate communication and
onsi5tent deusion making all members of Kirk Session are ex-officio members of the CC. the Committee is chaired by the Minister
and the CC rninutes are a fixed rtem on the Kirk Session 3genda. stsff team members are invited to attend Kirk Sesslon meetirgs.

The Trustees are aware of the importance of achiewng public benefft as described In the WPC entry on the CCNI Register and
welcome the guidance given in the CCNI documents. We consider that working ft)T the public benefft h3s been a core activity of
WPC Sin￿ it5 foundotion in 1833 and it fits easity wtthin our current wsion. tt is a continuous thread in discussions and decision
rnaking at governance meetings.
In addition to the essential work of our nine hjll and part-time paid employees, unpaid volunteers contribute a siBnlficant numl2r of
hours per week in delivering a wide range of artivtties and services.
This is the source of energy through which Our public benefft is delivered. and the TTU5tees express their sincere thanks to all our
stafF and volunteers.

The Kirk Session recognise5 its responsibiltty for the management of iisk.

The organisation has in ￿ate a well-estsblished system of internal controls that govern fts operètions. These controls have been
designed to provide 8 reasonable assuran￿ against risks.

In setting our objectives and planning our activities for the year ihe trustees have given carefvl consideration to the Charity

purpose and provide a benefft to the ￿nefi￿arles. No hami and no prrvate benefft llowed from the purposes of the charity.
FINANaAL REVIEWand RESERVES POUCY
The Elders believe that the Organisation Should hold financial reserves because=

It requires the ability to be able to take advantage of change and opportunities to further its objectives.
The Elders believe that the level of unrestricted reserves ￿presented by investments and net current assets should be the
equivalent of between three and preferably SIK months, operdting costs calculated and reviewed annually. Reserves should be bullt
up to the desired level in stages tonsi5tent with the charitvs overall finanaal position alld its need to maintain and develop it5
charitable act4Vities.
The level of totsl unrestrirted reserves stands at £121.67412022. £107,735) represented by investments and net current a55et5.
Operating costs lon unrestricted funds ontyl currentty amount to approximately £285.CIXI per year, this would rnean a target
reserve balance of between £71,250 and £142,5C(s. The current level of reserves therefore is within the terms of the Reserves
Policy.
Details of the Chartws funds are shown in Note 15. An anatysis of the Charitys net assets be￿een the fijnds is given in Note 13.
The Elders consider that sufficient fewurces a￿ held in an 3ppropriate forni to enable each fund to be applied in accordance with
ny restrirtion imp05ed.

The Charrty aims to be an or￿n1$¥t10n that employees enjoy worknig for and Whe￿ they feel supported and developed. Employees
are kept fully informed aboirt its strJte8y and obiectwes. as well a5 day to day news ènd events. ReBular information about the
organisation is availab￿ through meeting% and È-mai15. All employees are encouraBed to grve their viÈws and su8gestions on
performance and strategy.
INDEPENDENT EXAMINERS
Diamond & Sktllen Chartered Accountants were appointed as the chaw¥Vs independent examiners.
