The trustees present the annual report and statements of Receipts and Payments and Assets and Liabilities for
the Church for the year ended 31 Decernbw 2022
Objectives and Activities
The charitable purpose of the Church of Ireland is the advancement of religion.
The principal function of St Matthias, Church. Ballyeglish is to support the advancement of the Christian religion
by promoting, through their the whole mission of the Church, pastordl, evangelistic. social and ecumenical.
Being open to and engaging with society as a whole and offering support for tho* needing help are fundamental
to the practical delivery of the beneffts of Christianity.
As a result of activty in the pursuit of the advancement of the Christian religion, St Matthias. Church, Ballyeglish
has custody of propety and of records. materials and artefacts of Significan￿ to the cultural and religious heritage
and maintenance of which is undertaken by the select vestry of St Matthias, Church, Ballyeglish.
Achievements, Perforniance & Public Benefit
The Parish holds public worship at a variety of services each week throughout the church year - Holy
Communion, Moming Prayer, Baptisms, Marriages and Funerals. There are services focusing on Advent,
Christmas, Lent, Easter, Harvest etc. Our VVhatsApp services continue each week for those unable to attend and
every morning our rector continues to support parishioners with a da1￿ Bible reading and prayers.
Sunday School has been able to meet since September 2022.
At all times we keep In mlnd our Safe Guardlng Trust policy, Health and Safety requirements and regulations.
The purpose of our charitable fund raising is not only for our own costs, but also for a variety of need (see
donations list note 9). This is a tangible demonstration of our mission and outreach - a reach that covers both
home and abroad.
The Parish has given ca￿fUl consideration to the Charity Commission for Northem Ireland's guidan￿ on public
benefit to ensure that the actives entered into during the year have helped to achieve the Parish's objectives and
activities, as well as providing public benef
Financial Review
The results for the year are set out on page 8, which the Trustees consider to be satisfactory.
The reserves of the Parish are held for the advancement of its charitable purp¢)se, other than restricted
reserves which are hekl for a designated purpose - see note 10.
Going Concem
The trustees have reviewed the budgets for the year ahead and are satisfied that there are adequate funds in
pla￿ to ensure that the Parish can continue its activities and the financial statements for the year ended 31
De￿mber 2022 can.be signed off as a going con￿rn.

Structure. Governance and Management
Goveming Document and Constitirtknn of the Charity
Chapter111 of the Constitution of the Church of Ireland govems Parishes and Parochial Organisation. The Select
Vesty members are the Chartty Trustees.
Recruitment and Appointsnent of Select Vesty (Trustees)
All members of the Church of Ireland who are over the age of 18 and are e[￿er resident within the parish or live
elsewhere but have been accustomed members of the congregation for at least three months, may register as
members of the general vestry of the parish, allowing them to attend and vote at meetings of the general vestry
and to stand for election to the select vesty. m￿tingS of the general vesty are held at least once a year. The
Select Vestry is elected as part of this General Vesty meeting. The Select Vestry will hold their positions for a
period of one year. Select Vesty members may be reelected annually and there is no limit on the number of
tenns which may be served.
Organisational Structure
The select vestry is responsib18 for the day to day management of the partsh. The select vesty conslsts of the
member of the clergy serving in the parish. any curate assistsnt (°the curate"), the Ghurchwardens, the glebe
wardens and generalty not more than twelve other members of the general vesty elected at the General Vesty.
The select vesty is chaired by the incumbent or other member of the clergy officiating in the parish. Select vestry
members are responsible for making decisions on matters of general concem and importance to the parlsh
including deciding how parish funds are to be applied.
The select vestry meets at times fixed by the members or by the diocesan synod. Special meetlngs may be
convened at any time by the chalrperson or the churchwardens. In 2022 the Select Vestry met 6 times durlng
the year and the average attendan￿ was 87%. Routine issues have atso been discussed and dealt with in the

Compliance wlth Public Benefft
The Parish has given careful consideration to the Charity Comrni&8ion for Northern Ireland's guidance on public
benefit to ensure that the actives entered into during the year have helFed to achieve the Parish's objectives and
activities, as well as providing public benefit
Statement of Trustees. Responsibilities
The trUSt￿S are responsible for preparing the Trustees, Report and the statement of receipts and payments and
st*ment of assets and liabilities in accordan￿ with applicable law and regulations.
The law applicable to charities in Northem Ireland with Income of less than £250.000 requires the trustees to
prepare a statement of re￿[pts and payments and a statement of assets and liabilities for each financial year.

The trustees are responsible for I￿pIng accounting records that are sufficient to show and explain the Parish's
transactions and disclose with reasonable accuracy at any time the &8sets and liabiltties of the Parish. They are
also responsible for safeguarding the assets of the Parish and her￿ for taking ieasonable steps for the
prevention and detects'on of fraud and other I[￿ular1ties.

I report on the accounts of the Trust for the year ended 31 December 2022, which are set out on pages 8 - 14.
Respective responsibilities of charity trustees and examiner
As the charty's trustees, you are responsible for the preparation of the accounts in accordan￿ with the Charities
Act (Northern Ireland) 2008.
It is my responsibility to:
. examine the accounts under section 65 of the Charities Act
. follow the procedures laid down in the general Directions given by the Commi&%ion under section 65(9)(b) of
the Charities Act
. state whether particular matters have come to my attention.
Basis of independent examinevs report
I have examined your charity accounts as required under section 65 of the Charikn'es Act and my examination was
carried out in accordance wth the general Directions given by the Charity Commission for Northern Ireland under
section 65(9)(b) of the Chariti'es ACL
My examination included a review ofthe accounting records kept by the charity and a comparison of the accounts
presented with those records. It also included consideration of any unusual items or disdosures In the accounts,
and seeking explanations from you as charity trustses conceming any such matters.
My role Is to state whether any material matters have come to my attention gNing me cause to belleve:
1. That accounting records were not kept in accordance wlth section 63 of the Charities Act
2. That the accounts do not accord with those accounting records
3. That the accounts do not comply with the accounting requirements of the Charilies Act

1. Accounting policies
Set out below are the principal accounting policies which have been adopted in the compilation of the Receipts
and Payments Account and the Statsrnent of Assets and Liabilities
(a) Receipts and Payments Account
All items of income and expenditure inGluded within the ReGeipts and Payments AcGount have been.
accounted for on a cash receipts basis.
{b) Staternent of Assets and Liabilities
The congregation has reviewed the basis on which it has prepared its accounts and in order that these are
prepared on a strict receipts and payments basis it has eliminated from its fund balan￿ any funds which are
not held in bank or cash balances. Any other funds, which the congregation holds, in particular investments, are
disclosed on the St*ment of Assets & Liabilities.
(l) Assets retalned for the Parfsh's own use
The assets of the Parish, retained for its own use comprise:_
Church Buildings and Graveyard
Church Store & Toilet
Glebe land
The Church Building and Graveyard are deemed to be Heritage assets as defined by the Charities SORP
{FRS102). These Herttage assets are not induded in the statement of assets and liabillties as infonnation
on the cost or valuation is not available and such infomiation canrK)t be obtained at a cost commensurate
with the benefit to the users of the accounts and to the parish.
The Church store and toilet VRS built in 2013. It is recognised at cost of construction. No depreciation
has been provided on the store and toilet block as the current estimated residual value is not less than
its carrying value and the remaining useful life currently exceeds 50 years.
Glebe land has been valued as 1 acre at agricultural value of £10,000 per acre.
Il) Investments
Fixed asset investhients comprTsing investment properties, investrnents in equftles (ordinary shares) and
investment in RCBICIT Unrt Trusts are initially recorded at cost and are then subsequently stated at fair
value at each year end date. Investments in unquoted investrnents are recorded at cost and are assessed
annually for impainnent.

13. Transactions with the Trustees
The Par￿h paid a contribution of £1,416.44 towards the running costs of Moneym0￿ Rectory which Is occupled
by the rector. There were no transactions with the trustees during the year. No trustee re￿iVed any
remuneration or reirnbursement of expenses during the year. other than Mr Stephen Wallace who re￿iVed
£1200 as an honorarium for his role as the Parish caretaker and Parish groundsman. No trustee or a person
related to a trustee had any personal interest in any contrdct or transaction entered into by the charity during
the year.
14. Governance Costs
Governance costs of £318 were incurred during the year of which'£318 relates to fees paid to the independent
examiner. Governance costs are included within Administration costs in the Receipts and Payments Accounts.
