FINANCIAL REVIEW
Risk Revieiv
review of major risks has been undertaken by the Trustees and systems and procedui'es implemented to mai)age
identified risks. Tlie priiicipal risks are in relation to tlie likelihood of i'epulational damage and financial risks associated
with the expectation of ongoing financial support from members. These risks are mitigated by the Ti'iistees, and the
Congregational Committee, regularly monitoriiig the various activities of the congi'egation at slated meetings and by
encouraging membei's ii) their I'egular giving.
FUTURE PLANS
The Chiirch plans continuing the activities outlined within the Annual Report in the forthcoming years.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Tlie Kii'li Session
The charity trLlStees of the congregatioi) Ri'e the members of its Kii'k Se55ion. Undei. the congregation's governing
document, The Code, the book of the conslitiition and government of Ihe Presbyterian Chuirh in Ireland, the Kirk
Session seeks to watch over and promote the spiritiial interest of the congregation and of peisons iiol connected with
any congregation who are within ils bounds. It ensui'es pastoral care is in place in the congregation and seeks to further
the conli'ibutioii of the Chui'ch to Christian witi)ess and sei'vice ii) tlie local community. The Kirk Sessioi) monitors and
overviews at each nieeting conipliance with its child protection aiid safeguarding procedui'es ai)d approves all leaders
withiii church organisations. The Kii'k Session has delegated to ils Coiigi'egational Committee tlie teniporal affairs of
the congi'egation including adininistering all funds and propeity belongii)g to the congregation. Membei'5 of tl)e Kirk
Sessioii al'e ex-officio niembei's of the Congregalional Comniittee.
The Kirk Session coiisisls of the oi'dained ministers and the ruling elders of the congi'egations. All meinbers are entitled
to propose, speak and exercise equal votes at meetings, except that the Moderatoi.. Ilie ministei's in active duty in the
congregation, has no deliberative but only a casting vote.
Stated meetings of the Kirk session are nornially held at 7.30pm at the church on the first Wednesday of each n)onth
(save usually in January, Jiily and Aiigiist), and additionally when requii'ed.
To be chosen foi. the office of the eldership in Ilie coiigregation a pei'son miist be a votiiig member atid a I'egular
attendant on its oi'dinai)ces. The selection of tl)ose proposed lo be called to the office can be either by the congregation
or by the Kirk Session. Members are elected if they obtain two-thirds of those who vole.
Presbytei'y
Undei. the Presbyterian Chui'cli in Ii'eland forni of governance the corporate oversight of a congregation is the
responsibility of a Presbyteiy which superintends genei'ally tlie spii'itual and temporal affaii's of the congregation5
a55igned to it by the Genei'al Assenibly of the Pi'esbytei'ian Chui'ch iii Irelaiid. First Holywood Coi)gregation has been
assigned to the East Belfast Presbytery of the Presbyterian Chui'¢h in Ii'eland. The membership of Ilie Pi'esbytery
consist5 niainly of the active niinistei's of congregations assigr)ed to it by the General Assembly, minsters who have
relired from active duty and an elder appointed by the Kirk Session of each Congregation.
The General Assenibly
The General Asseinbly is the supreiiie court of the CIILlI'ch, i'epresenting in one body tlie wliole Chui'ch and acting as its
supreme legislative, administrk]tion and judicial authority, in dealing with all Inatlei's biought befoi'e it. The General
Assembly is iioi'mally constituted dui'ing the fii'st week in June for worship and to condLlCt its biisiiiess. At the end of
blisiness it is dissolved. The menibership of the General Assembly consists niainly of the active ministers of each
congregation, retir¢d miiisters and a representative elder appointed by the Kirk Session of each congregation.
