Risk Revieiv
A review of major risks has been undertaken by the Triislees and systems and procedures impleinei)led to manage
identified risks. The prii)cipal risks al'e in relation lo the likelihood of reputational damage and financial I'isks associated
with the expectation of ongoing financial suppoi't froni members. These I'isks are mitigated by the Trustees, and the
Congregational Committee, I'egularly monitoring the various activities of the congregation at stated meetings and by
encoui'aging Inembei's in theii. regiilai. giving.

STRUCTURE, GOVERNANCE AND MANAGEMENT
The Kii-k Session
The cliai'ity trustees of the congregation are the members of ils Kii'k Session. Under the congregation's governiiig
document, The Code, tlie book of the constitution and government of Ihe Presbyterian Cliurcli in Ireland, the Kirk
Session seeks to watch over and proniote the spiritual interest of the congregation and of persons not connected with
any congregation who al'e within its bounds. It ensures pastoi'al cal'e is in place in the congregatioii and seeks to fiirther
the conti'ibution of the Chiii'ch to Chi'istian witness and service in Ilie local conimunity. Tlie Kii'k Session nionitoi's and
overviews al each nieetiiig compliaii¢e willi its child protection and safeguarding procedui'es and approves all leader5
within church organisalions. The Icirk Session has delegated to ils Coiigregatioiial Committee the teniporal affaii's of
the congi'egatioii including administei'ing all funds and propeity belonging lo the congregation. Menibers of the Kirk
Session are ey-officio niembei's of the Congi'egational Committee.
Tlie Kirk Sessioi) consists of the oi'dained ministers and the ruling elders of the congregations. All meinbers are entitled
to propose, speak and exei'cise equal votes at nieelings, excepl Il)at ihe Moderatoi., tlie ministers in active duty in the
congregation, has no deliberative but only a casting vole.
Stated meetings of the Kirk 5essioi) are normally held at 7.30pm at the church on the first Wednesday of each month
(save iisually ii) Januaiy, Jlily ai)d August), and additionally when requii'ed.
To be chosei) for the office of the eldei'ship in the congi'egation a person musl be a voting member and a regular
attendanl on its ordinances. Tlie selection of those proposed to be called to the office can be either by the congi'egation
or by the Kirk Session. Membei's are elected if they obtain two-thirds of those who vote.
Presbytei'y
Undei. the Presbytei'ian Chui'ch in Irelai)d foi'ni of govei'i)ance the corpoi'ale ovei'sight of a congregation is the
responsibility of a Presbyteiy whic5) 5uperinlends generally tlie spiritual and temporal affairs of Ihe congregations
assigiied to it by the Genei'al Assembly of the Presbyteriaii Cliui'ch iii li'elaiid. First Holywood Congregation has been
assigned to the East Belfast Presbytery of the Pi'esbylei'ian Chiii'ch in Ii'eland. Tl)e i)ieinbei'ship of the Presbytery
coiisists i)iainly of the active mii)isters of congregation5 assigned to it by tl)e Gei)eral Assembly. minsters who have
retired froni active duty and an elder appointed by tl)e Kirk Session of eacl) coi)gi'egalion.
The General Assembly
The Genei'al Asseinbly is the suprei)ie coui'l of the Chiii'ch, representing in one body the wliole Chiii'ch and acliiig as its
supi'eme legislative, adniinistratioii aiid judicial authority, in dealing with all mallei's broiight before it. The Genei'al
Assembly is noi'ty)ally constiluted during the first week in June for worship and to Condiict its business. At the end of
business it is dissolved. The membersl)ip of the General Asseinbly consists Inainly of tlie active niinistei's of each
congregatioii, I'etired miiistei's ai)d a repi'esentalive elder appointed by the Kirk Session of each congregalioii.
