Objectives and Activities.. The Charitable purpose of the Church of Ireland is the Advancement of religions. The principal function of Brackaville Parish Church to support the advancement of the Christian. religion by promoting, through the work of Brackaville Church the whole Mission of the Church, pastoral, evangelistic, social and ecumenical. Being open to engaging with society as a whole and offering support for those needing help and fundamental to the practical delivery of the benefits of Ch ristian ity. As a result of activity in the purist of the advancement of the Christian religion, Brackaville Parish Ch u rch has custody or property a nd of records, materia Is and artefacts of signifrcance to the cultural and religious heritage and maintenance of which is undertaken by the select vestry of Brackaville. Parish Church. Achievements, Performance & Public Benefit. Brackaville, Donaghendry and Ballyclog Parish Church are all in the one parochial group under the rcctor-ship of the Rev Matthew Hagan. We provide services of Morning Prayer, Holy Communion, Baptisms, Weddings, funeral and pastoral support including, Hospital visitation, home visitation of the elderly, the sick, the bereaved and the infirm. We run Sunday Club for Children and have a Family service the fourth Sunday in every month. We also run a Senior Citizens Club. We Provide support and premises for Mother's Union, Badminton Club and Bowling Club. We raise fund5 and donate monies to Nl Hospice and Bishops, Appeal and are actively We have Child Protection Safeguarding policy in place, in accordance with the Church of Ireland Guidelines. Financial Review The 2023 Financial year has seen a slight improvement. Church services are back to normal. We have held one fund raising evont this year. The overall income has romained fairly constant over the year, but our expenses have also increased. The F.W.O and donations represented almost 68/0) of the income. The F.W.O and donations were 51iEhtly up compared to 2022 The Investments which are held in RCB Unit Trusts have maintained a reasonable level of income for 2023. The return on the investments income has improved over the year due to the increase in rates of Interest and hopefully this will conknnue to give a healthy return on the investment. The main expense of the charity is the diocesan assessment which accounts for a considerable percentage of the charities overheads and which increases annually and is quite a drain on resources. The organisation affiliated to the Charity namely the Senior Citizens Group is self-financing and did. not receive any funding from us. Over311, the cash fund5 have decreased over the financial year. They still have a considerable amount. Invested which indicates a sound basis for the charity. Structure, Governance and Management Governing Document and Constitution of the Charity Chapter111 of the Constitution of the Church of Ireland governs Parishes and Parochial Organisation. The Select Vestry members are the CharityTrustee5. Recruitment and Appointment of Select Vestry (Trustees) All members of the Church of Ireland who are over the age 18 and are either resident within the parish, or live elsewhere but have been accustomed members of the CongregatTon for at least three months, may register as members of the general vestry of the parish. Therefore allowing them to attend and vote at meetings. The general vestry is held at least once a year. The select vestry is elected as part of this general vestry meeting. The select vestry member will hold their position for a period of one year. Select vestry members may be re-elected annually and there is no limit on the number of terms which may bo served. Organisational Structure The select vestry is responsible for the day-to-day management of the parish. The select vestry consists of the rector, the churchwardens, the glebe wardens and generally not more than twelve other members of the general vestry elected at the general vestry. The select vestry is chaired by the incumbent of the parish. Select vestry members are responsible for making decisions on matters of general concern and importance to the parish including deciding how parish funds are to be applied. The select Vestry meets at times fixed by the members or by the diocesan synod. Special meetings may be convened at any timo by the chairperson or the churchwarden5. In 2023 the Select Vestry met at least 6 times during the year and average attendance of 800/.. The trustee5 have reviewed the budgets for the yoar ahead and are satisfied that there are adequate funds in place to ensure that the parish can continue its activities and the financial Statements for the year ended 2023 can be signed off. Compliance with Public Benefits. The Parish has given careful consideration to the Charity Commission for Northern Ireland's Guidance on public bencfit to ensure that the activities entered into during the year have helped to achieve the Parish's objectives and activities, as well as providing public benefit. Statements of Trustees, Responsibilities The trustees are responsible for preparing the Trustees, report and the statement of receipts and payment5 and statement of assets and liabilities in accordance with Applicable law and regulation5. The law applicable to charities in Northern Ireland with income of less than £250,000 requires the Trustees to prepare a statement of receipts and payments and a statement of Assets and Liabilities for each financial year. The trustees are responsible for keeping accounting records that are sufficient to show and explain, The parish's transactron and disclose with reasonable accuracy at any time the assets are liabilitie5, Of the parish. They are also responsible for safeguarding the assets of th@ Parish and hence for Taking responsible steps for the prevention and detection of fraud and other irregularities.
