## **Trustee’s Report** 

Friends of Millquarter PTA For The Period Ended 31st March 2023 Charity Number NIC 104249 Address: Millquarter Primary School 139 Crosskeys Road Toomebridge Road Co. Antrim BT41 3PY 

We the Trustees of Friends of Millquarter PTA are all together in agreement that at all times we must have regard to the Commission’s Public benefit requirement statutory guidance. 

We are all aware that we are legally obliged to have regard to the Commission’s guidance in regards to the Public Benefit requirement. 

We have a model constitution. 

The Trustees of Friends of Millquarter PTA are as follows:

## **Summary of the charity’s main activities to further its purposes for the public benefit:** 

## **Purpose 1: Improved relationships between home and school.** 

The benefit which flows from this purpose includes funding for additional resources for the school and links built with the local community. This is demonstrated through having an active PTA that works in partnership with the school and engages parental support. 

This purpose does not lead to harm.

The benefit is for children at Millquarter Primary school. 

Charity trustees (PTA committee members) are usually also parents at the school which their children attend and hence gain benefit in the same way as all other beneficiaries. This benefit is incidental and necessary to ensure the benefit is provided to all beneficiaries. 

## **Purpose 2: Advancing the education of pupils in the school.** 

The benefit which flows from this purpose includes increased educational progress and attainment of pupils in the school and links built with the local community. This is demonstrated through pupils having access to resources, events, activities and links with the local community that are not available through direct school funding. This purpose does not lead to harm. 

The benefit is for children at Millquarter Primary school. Charity trustees (PTA committee members) are usually also parents at the school which their children attend and hence gain benefit in the same way as all other beneficiaries. This benefit is incidental and necessary to ensure the benefit is provided to all beneficiaries. 

We are a PTA which was primarily formed to help fundraise and supplement the current school budget, with all funds going directly back into school resources for the children's education. Many essential items such as iPads, whiteboards, Chromebooks and Playground items have been purchased for the school through our activities. 

Our PTA is made up of a group of elected parents and staff. All parents and staff are invited to share their skills and help at our events. We run a programme of events throughout the school year, which are available to pupils, their family and friends and the wider community. Every year we have fundraisers, our Christmas fair and sports day grand prize draw. Our organisation is made up of a group of elected parents, guardians and staff. As a group we strive to ensure that all parents and staff are actively involved in our operation. We do this by seeking regular feedback on events and operation, looking for parental / staff skills to assist with running clubs and helping at events. We believe that good communication is key and that is why we publish regular newsletters and keep parents updated. We also work closely with the other local schools and their PTA's to help improve the local area and build awareness and communication links between us for the betterment of all the children in the locality. Alongside the school we agree the expenditure of funds in that they will always be used to purchase educational resources or equipment for all pupils in the school. 


## **Plans for Future Period** 

As this year progressed it became apparent that fundraising was still slower than usual given the recent pressures on families and that a lack of community events in the years impacted by Covid has had an impact on support. Also given the cyclical nature of a school community, many of those parents who were contributing via standing

order no longer have children attending Millquarter and those standing orders have finished. However, funds from the summer draw and some continued standing orders leave a current balance of £7.592. These funds will hopefully be added to in 2023. Currently plans are underway for an Easter event and to build up community spirit and support as 2023 progresses. 


The fundraising group is proud to support Millquarter Primary school in its vision to encourage each child to develop to their full potential. We thank the previous committee and trustees for their hard work and dedication to the pupils of Millquarter, especially during such turbulent times.

## **‘FRIENDS OF MILLQUARTER’ PARENT AND TEACHER ASSOCIATION** 

## **ANNUAL CHAIR’S REPORT 2022-23** 

Hello Everyone, I hope that you are all well. 

This is my first report for the PTA as I undertake the role of Chairperson. I thank Aidan Neeson for all his hard work as Chairperson in previous years.  I would like to take the opportunity to restate the objectives of our PTA and the importance it has to the education and wellbeing of the children at Millquarter Primary School. 

I will also outline our current financial position and explain the fiscal circumstances that we currently operate within. 

As we move forward post Covid, we thank the local community for their support and help in fundraising. 

## **Challenge Ahead** 

There has been no First Minister or deputy First Minister in Northern Ireland (NI) since February 2022. This means that the Executive Committee, composed of Departmental Ministers across Health, Communities, Infrastructure, Education, Finance, Economy and Agriculture and Environment has not met, and policy decisions that cut across portfolios and departments have not been made. In addition, funding distributed to NI through the Barnett Formula has not been allocated in accordance with devolved policy priorities. The lack of a functioning devolved government is occurring simultaneously with a period of significant economic crisis caused by inflation, which has caused the cost of essential goods and services to rise significantly. 

Overall spending per pupil for school aged children in NI is falling behind the rest of the UK and the Republic of Ireland.  Amid the collapse of power sharing these swingeing cuts are being imposed by civil servants with minimal input from the UK Government, and little say from NI’s own elected representatives. 

Friends of Millquarter PTA was primarily formed to help fundraise and supplement the current school budget, with all funds going directly back into school resources for your child’s education. Many essential items such as I-pads, Whiteboards, Chromebooks, and Playground items have been purchased for the school with your

help and support. We would like to maintain a PTA that helps the school for years to come. 

Essentially, the PTA is comprised from a group of volunteers and we would welcome help and support from any parent, guardian or community member who would like to join our meetings and planned events. The more people that get involved, the more benefit we can derive for Millquarter PS. 

At the AGM in January 2023, the previous PTA committee stood down and the following members were appointed:

## **Fundraising Activity** 

Due to society recovering from a Worldwide pandemic (Covid-19), fundraising wasn’t viable throughout this financial year. We still managed to carry out the following: 

- Summer draw £ 1775 

- Standing orders £ 80 

- Total- £1855 

## **Thank You** 

I would like to take this opportunity to thank the outgoing PTA committee for all their hard work in establishing a fundraising group that has greatly benefited the children of Millquarter. I would also like to thank the current PTA members for all their time and efforts thus far. We invite all parents, guardians and volunteers to join the PTA to ensure that Millquarter’s children are in good hands for future years. Please join in this rewarding challenge to help with our children’s education in tough times for schools, pupils and wider society. Also, a big thank you must go out to all the local business people who have helped us to date with sponsorship.

## **Financial Review** 

The main source of income was through the summer raffle, raising £1775. One person continued to make contributions via standing order, totalling £80. There were no restricted funds received during this period. Total income for this period for the association was £1,855. 

## **Reserves** 

The Trustees would like to build up the reserves to allow the association to be in a position to comfortably deal with any unforeseen expenditure that may arise. 

## **Statement of the Trustees Responsibilities** 

The Trustees are responsible for preparing the annual report and the financial statements of the association in accordance with the applicable law and generally accepted accounting practice. 

As the association’s income does not exceed £250,000, the Trustees have elected under the 64(3) of the Charities Act (Northern Ireland) 2008 to prepare a receipts and payment account and a statement of assets and liabilities. 

The Trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the association’s transactions and discloses with reasonable accuracy at any time its financial position. They are also responsible for safeguarding the assets of the association and hence for taking reasonable steps in the prevention and detection of fraud and other regularities.

## **Accounting Policies** 

## **1. Charity Information** 

Friends of Millquarter PTA is a registered Charity registered with the Charity Commission of Northern Ireland. 

## **Accounting Convention** 

The accounts have been prepared on a receipts and payments basis, in accordance with the charity's governing document and the Charities Act (Northern Ireland) 2008. The accounts have been prepared under the historical cost convention. 

## **Charitable Funds** 

Unrestricted funds are available for use at the discretion of the trustees in furtherance of  their charitable objectives unless the funds have been designated for other purposes. 

Restricted funds are subject to specific conditions by donors as to how they may have been used. 

## **Incoming Resources** 

Income is recognised when the charity is legally entitled to it after any performance conditions have been met. 

Cash donations are recognised on receipt. 

## **Resources Expended** 

Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably.
