The trustees present the annual report and statement of Re￿[pts and Payments and Assets and Liabilities for St
Luke's Parish Church, Mullaglass for the year ended 31" December 2023.
Objectlves and Activlties
The charitable purpose of the Church of Ireland is the advancement of religion.
The principal function of St Luke's Church of Ireland Parish is to support the advancement of the Christian religion by
promoting, through the work of St Luke's Parish Church the whole mission of the Church, pastoral, evangelistic,
social and ecumenical. Being open to and engaging with society 3s a whole and offering support for those needing
hel p are fundamental to the practical delivery of the benefits of Christianity,
As a result of activity in the pursuit of the advancement of the Christian religion, the St Luke's Church of Ireland
Parish has custody of property and of records, materials and artefacts of significance to the cultur21 and religious
heritage and maintenance of which is undertaken by the select vestry of the St Luke's Church of Ireland Parish.
Achievements, Performance & Public Beneflt
St Luke's Parish Church, Mullaglass normally meets each Sunday morning at 10am for worship.
During the year we were able to celebrate the coronation of His Majesty King Charles111 and with the help of a grant
from Newry, Mourne and Down District Council we were able to mark the occasion with a special Church Service and
a celebratory lunch afterwards in the Church Hall.
190 years ago, In Ortober 1833, our church was officially dedicated to St. Luke the Evangelist. To mark this
nd
momentous occaslon, we held a special service on Sunday 22 October 2023. The service wa5 followed by a
historical exhibitlon of the Church and the local Mullaglass area from 1833 to the present day which proved to be
very i nterestl ng.
Fund ralsing this year came in the form of a vinted afternoon tea, BBQ & quiz, antique fair and the Christmas
wreaths making a grand total of £5,361.04 for Church funds.
We also raised £440 for CMS at our big breakfast on Easter Sunday. After the suffering in Turkey & Syria due to the
earthquake, an appeal was put out from the Bishops, as always our parishioners were very generous and we raised
£455 for this noble cause.
Wlth regard to the dlsabled access and repainting of the Church, the Select Vestry are stlll exploring grant funding to
help with this as we would be unable at this moment in time to fund this ourselves.
On a sad note, we were sorry to lose two of our esteemed members Mr John Templeton and Mr Gordon Sutton,
they will be sadly missed from our Sunday Services.
May God Bless each and everyone in the Parish and may he continue to guide Alan and his ministry team in the way
they deliver God's word to us all. Again we would like to thank you all for everything you do for the Parish either by
Your help, your thoughts, your prayers and most of all just the fellowship we all share together in the parish with
God and each other.
The Parish has given careful consideration to the Charity Commission for Northern Ireland's guidance on public
benefit to ensure that the activities entered into during the year have helped to achieve the Parish's objectives and
activitles, as well as providing public benefit.

Flnancial Review
With the continued support of all our parishioners and friends in our community who help to Support us either by
weekly giving or by attending our fund-raising activities our income for the year was £38,871.19. We made
charitable donations of £3475.00. Our expenditure for the year was £32,016.18 and our bank balance at the end of
the year was£27,976.72. More detail can be seen in the receipt and payments account after the auditor's report.
GolnE Concern
The trustees have reviewed the budgets for the year ahead and are satisfied that there are adequate funds In place
to ensure that the Parish can continue its activities and the financial statements for the year end 31, December 2023
can be signed off as a going concern.
Structure, Governance and Management
Governing Document and Constltutlon of the Charlty
Chapter111 of the Constltution of the Church of Ireland governs Parishes and Parochlal Organisation. The Select
Vestry members are the Charlty Trustee5.
Recrultment and Appolntment of Select Vestry
All members of the Church of Ireland who are over the age of 18 and are either resident wlthln the parish or live
elsewhere but have been accustomed members of the congregation for at least three months, may register as
member5 of the general vestry of the parish, allowing them to attend and vote at meetings of the general vestry and
to stand for election to the select vestry. Meetings of the general vestry are held at least once a year. The Select
Vestry is elected as part of thls General Vestry meetlng. The Select Vestry will hold their posltions for a period of one
year. Select Vestry members may be re-elected annually and there is no limit on the number of terms which may be
served.
Pay and remuneratlon
Where the incumbent of the Parish stipend is paid dlrectly by the Parish, provide information that the incumbent
recelves a stlpend in accordance with figures approved by the General Synod of the Church of Ireland and detalls of
office and locomotory allowances.

Organisational Structure
The Select Vestry is responsible for the day to day management of the parish. The Select Vestry consists of the
member of clergy serving in the parish, the churchwardens, the glebe wardens and generally not more than twelve
other members of the General Vestry elected at the General Vestry.
The select vestry was chaired by our Rector Rev Alan P S Synnott. Se5ect Vestry members are responsible for making
decisions on matters of general concern and importance to the parish including deciding how parish funds are to be
applled.
The select vestry meets at times fixed by members or by the diocesan synod. Special meetings may be convened at
any time by the chairperson or the churchwardens. In 2023 the Select Vestry meetings had an average attendance of
85%.

Statement of Trustees, Responsibillties
The trustees are responsible for preparing the Trustees, Report and the statement of receipts and payments and
statement of assets and l iabi IltSes in accordance with appllcable law and regulatlons.
The law applicable to charities In Northern Ireland with incorne of less than £250,[M￿ requires the trustees to
prepare a statement of receipts and payments and a statement of assets and liabillties for each financlal year.
The trustees are responsible for keeping accounting records that are sufficient to show and explain the Parish's
transactSons a nd disclose with reasonable accuracy at any time the assets and liabilities of the Parish. They are also
responsible for safeguarding the assets of the Parish and hence for taking reasonable steps for the preventlon and
detection of fraud and other irregularities.
Independent Examiner
The examiner Noel Conn FCA has indicated his willingness to continue in office, and a resolution concerning his
reappointment will be proposed at the Annual Easter Vestry Meetlng.

As the charity's trustees you are responsible for the preparation of the accounts in accordance with the Charltles Act
(Northern Ireland) 2008.
It is my responsibility to:
examine the accounts under section 65 of the Charltie5 Act

have examined your charity accounts as required under section 65 of the Charltles Act and my examination was
carried out In accordance with the genera5 Directions given by the Charlty CommSsslon for Northern Ireland under
section 6519llbl of the Charities Act.
My examination included a review of the accountlng records kept by the charlty and a comparlson of the accounts
presented with those records. It also included consideration of any unusual items or disclosures in the accounts, and

Accounting policies
Set out below are the principal accounting policies which have been adopted in the compilation of the Receipts and
Payments Account and the Statement of Assets and Liabilities
a) Receipts and Payments Account
All items of income and expenditure included within the Recelpts and Payments Account have been
accounted for on a cash receipts basis.
b) Statement of Assets and Liabilities
Assets retainedfor the Parish's own use
The assets of the Parish, retained for its own use comprise:_
Church Bullding and Graveyard
Parish Hall
Glebe House
The Church Bullding and Graveyard are deemed to be Heritage assets as defined by the Charities
SORP I FRS1021.These Heritage assets are not included in the statement of assets and I Sabil ities as
Information cannot be obtained at a cost commensurate with the benefit to the users of the
accounts and to the parish.
The Parlsh Hall is recognlsed at cost of construction, being the estimated fair value of the property at
31,12.22. No depreciation has been provided on the parish hall bulldings as the current estimated
residual value is not le55 than its carrylng value and the remaining useful life currently exceeds 50
years.
Investments
Fixed asset Investments comprising investment properties, investments in equities {ordinary shares} and
investment in RCB/CIT Unit Trusts are initlally recorded at cost and are then subsequently started at fair
value at each year end date. Investments in unquoted investments are recorded at cost and are assessed
annually for impairment.

5. Transactions with the Trustees
The parish paid expenses of £675.00 relating to the running costs of the glebe house which is occupied by the rector.
The Church does not own thls property but pays a share as part of the parish grouping.
No trustee recelved any remuneration or reimbursement of expenses during the year.
No trustee or a person related to a trustee had any personal interest in any contract or transaction entered into bv
the charity duri ng the year.
6. Governance Costs
Governance costs of £1043.00 were incurred during the year of which £216.00 relates to fees paid to the
independent examiner. Governance costs are included within Administration costs in the Receipts and Payments
Accounts.
