The Trustees present the Annual Report: Statements of Receipts and Payments. and Assets Liabilities
for th¢ Parishes of Ballymoyer and Belleek for the Year Ended 31" D¢cemlKr 2019.
Objectives and Activiti
The charitable purp)se of the Church of IT¢land is the Advancemcnl of Religon.
The principal function of the Parishes of Ballymoyer and Belleek ￿e to suP￿rt the advancement of the
Christian Religion by promoting, through the work of the Parishes the whole mission of the Church..
Pastoral, Evangelistic. Social and Ecum¢nical. Being o￿n to and engaging with society as a whole and
offering support for those n¢¢th'ng help are fundamental to the practs'cal delivery of th¢ benefits of
Christianity.
As a result of activity in the pursuit of the advancement of the Christian Religioo the Parishes of
Ballymoyer and Belleek have custody of property and of re￿r{l5. materials and artefacts of significance to
the cultural and relI￿ouS heritage and maintenance of which in undertsken by the Select Vesty of
Ball)Tnoyer and Bell¢¢k.
Achievements, Performance and Public Benefrt
The Parishes of Ballymoyer and Belleek exist primarily, and atK)ve all else. as places of Christian Worship.
Setvices of Public Worship are held on each Sunday throughout the year.
Holy Communion is also held on holy days such as Christmas Day. and Evening worslll'p is held to celebrat
other Christian Festivals such as Harv¢st.
During the week we provFd¢ ￿aStoral care and suptK)rt to ￿pIe of all ages and at a]1 seasons of life in th¢
Ball)Thoyer and Belleek aTe&s of County Arniagh, particularly through home and hospilal visits, especially
in times of illness. ber¢avemenL chall¢ng¢ or distress. We SUPPK)rt mission and outreach work in this county
and overseas by providing financial assistancc.
Each Sunday from September to June Sunday School is open to all clll"Idren in th¢ P￿IsheS between the ages
of 4 and 14.
We have mitigaled any potential harm from the activiti¢s by upholding the standards of the Church of
IT¢land's Child Protection Policy-"Safeguarding Tn￿t. which includes a risk assessment of Rooms.
Buildings, Supervisors and Events.
The Parishes have giv¢n careful consideration to the Chanty Commission for Northern Ireland's guidance
on public benefit to ensure these activities fulfil our objectives and charitable purpose and provide public
benefit. Through our activities we aim to contribute not only to the Spiritual Well-Being of people but their
Physical. Practical, Social and Emotional needs also Our activities are o￿n to all and are free at the point of
use. There are no fees charged. Our chan'ty is fund¢d by voluntary donations and contributions.
Financial Review
The charity had a deficit of £2048.18 for the year ¢nded 31" Decernl￿r 2019. This was in part du¢ to
outstanding accounts for the year ending 31" December 2018. Although the charity continues to be in a

reasonably healthy financial state as of 31" December 2019 with tolal cash fimds of £80.016.69. With the
continued support of all our priskn'oners and fn.ends in the community who help to support us either by
weekly givin& donations OT attending our activities we are able to. after paying out all our running costs and
charitsbl¢ donations we are left with a bank balance on the 31112119 of £39.986.30. Full details can be seen
in the Receipts and Paymenls Accounl. The Charity aims to retsin sutTici¢nt reserves to meet its expected
future expenditure requir¢m¢nts as well as rK)tential future capital projects.
Going Concern
The trustees have review¢d the budgets for the year ahead and are satisfied that there are adequate fimds in
place to ¢nsure that the Parish can continu¢ its activities and the fijwicial slatements for the year ended 31°
December 2019 can b¢ signed off as a going concern.
Reserve Policy
The Select Vesty's p)licy is to retain a level of free reserves or general reserves which match¢s its needs at
the current tirne and in the foresc¢abl¢ firture. The main r￿On for holth.ng res¢rves is to ensure that the
charity has enough resources to fund its prowme and to hold sutTici¢nt resources to meet its
ommitmenls. Th¢ Trustees believe tIHt tkn's reserve ￿lIcY is botb reswnsible and prudent.
Strneture, Governance and Management
Governing Document and Constitution of the Charity
Th¢ Parish is administered in accordance with the Constitution of the Church of Ireland published by the
General Synod of the Church of Ireland. Chapter ItI of the Constitution of the Church of Ireland governs
Parishes and Parochial Organisation. Th¢ Select Vesty members ar¢ th¢ Charity's Trustees.
Reeruitment and Appointment of Select Vestry (Trustees)
All m¢mb¢rs of the Church of Ireland who are over the age of18 and ate either resident within the Parish or
live els¢where but have been accustomed members of the congregation for at least three months. n]ay
register &$ members of the G¢n¢ral V¢sty of the ParislL allowing them to attend and vote at meetings of the
General Vesty and to stand for election to the Select Vesty. Meetings of the General V¢sty are held at
least once a year. The Select Vesty is elected as wt of the General Vesty meeting. The Select Vestry will
hold their positions for a period of one year. Select Vestry n]embers may be r¢<lected a1￿UallY and there is
no limit on the numb¢r of tenns which may be served.
Pay and Remuneration
The Rector of the Parish's StI￿nd is paid diredly by the Parish in accordance with figures approv¢d by the
General Synod of the Church of Ireland Jncluth'ng th¢ d¢tsils of office and locomotory allowances.
The T￿￿teeS do not receive r¢muneratioo reward or any other private benefit for carrying out th¢ir Trustcc
resFK)nsibilities.
Organisational Struetsre

Parishes of Ballymoyer and Belleek
The S¢l¢ct Vesty is reswnsible for the day to day management of the Parish. The Select Vesty consists of
the Rector, the Church Wardens, the Glebe Ward¢ns and other m¢mkrs of the General Vesty elected at the
General Vesty.
The Select Vesty is chaired by the Rector and the Select Vestry members are reswnsible for making
decisions on matters of general conttrn imw)rtant to the Patish including deciding how Parish fimds ar¢ to
be applied.
The Select Vestry meets regulaTly at time fixed by the members. S￿1&1 meetings may be convened at any
time by the Ch￿rperson or the Church Wardens. In 2019 the Select Vestry met 8 times during the year and
th¢ average attendance was 70 %.
Compliance and Public Benefit
The Parish has ￿V¢￿ careful considetation to the Charity Commission for Northern Ireland's guidance on
Public Benefit to ensure that the activities entered into during the y¢ar have helped to achieve th¢ Parish's
objectives. as well as providing the Public Benefit of religious activities. The expression of the precepts of
the Christian Religion though the ¢ngagem¢nt with the general public and in Exrticular with the
disadvantaged, the sick, the elderly and ihe young to help the Advancement of Religion through all the
fimctions of the Parish holding regular worship. and communicating with and caring for parishioners and
others in the community.
ststement of Trustees, Responsibilities
The Trustees are reswnsible for preF￿ng the TnLStees R¢tx)rt' and the Stalement of Receipts and
Payments. and the Statem¢nt of Assets and Liabilities in accordance with applicabl¢ law and regulations.
The law applicable to charities in Northern Ireland with income of less than £250.(M)O requires the trustees to
prepare a Slatement of Receipts and Payments and a Statemcnt of Ass¢ts and Liabilities for each financial
year.
The Trustees are resp)nsible for keeping accounting records that are sufficienl to show and explain the
Parish's transactions and th'sclose with r¢&wnabl¢ accuracy at any time the Assets and Liabilities of the
Parish. They are also r¢sponsible for safeguarding th¢ Assets of the Parish and h¢nce for taking reasonable
steps for the prevention and detection of ftaud and other irregularities.

Accounting Policies
Set out above ar¢ the principle accounting ￿lIcIeS which have been adopted in the compilation of the
Receipts and Payments Account (See stat￿nent of Accounts) and the Statement of Assets and Liabilities
(S¢e Statement of Assets and Liabilities).
4. Receipts and Payments Account
All items of income and expenditure )￿luded within th¢ Re￿Ipts and Payments Account have been
accounted for on a cash r¢ceipt Ixsis. Voluntary income is received by way of donations and gifts
and is included in full in the ststemenl of financial activiti¢s when receivable. The value of s¢rvices
ptovided by volunteers h&s not been included.
The Parish generally meets its day lo day working capital requirements from its annual income
unfortunately this was not the cas¢ this year. The Trustees have obtained and revi¢wed cash flow
forecasts for the coming year and based on these are sthsfied that the PaTishes have resources to
provide a reasonable expectstlon that it can meet its financial obligations as they fall due for the
foieseeable future. Therefore these financial statements hav¢ been prepred on a going concern basis.

These are deemed to be Heritage Assets as defined by the Charities SORP {FRS 102). Thes¢
Heritage Assets are included in the statement of &ss¢ts and liabilities while the infonnation of
the cost or valuatt.on is not currently available &s such inforniation cannot be obtained at a
cost commensurate with the benefit to the us¢rs of the accounts and to the Church. However
the valuations listed for the fixed assels refers to the 2016 valuation figures.
Investments
Fix¢d asset Investments comprising investment prO￿leS. investtnent in equities (Ordinary
Shares) and investment in RCBICIT Unit Trusts are initially recorded at cost and ar¢ then
subsequently ststed at fair value at each year ¢nd date. Investments in unquoted investments
are recorded at cost and are assessed annually for impaimient.
Transactions with the Trustees
Th¢Te were no transactions with the Tn￿S during the year ended 31" December 2019.
No Trustee or any person relat¢d to a trustee had any prrsonal inteTCSt in any contract 01 tratwction ¢nt¢red
into by the Charity during the year.
