The charity is a public benefit 8ntty and a r8gister8d charity in Northern Ireland and is
unincorporated. The address of the principal office is Ardnavelley Scout AGtivity Centre, 109 Old
Milltown Road. Belfast, BT8 7SP.

These financial statements have been prep8red in complianc8 With FRS 102, 'Th8 Flnancial
Reporting Standard applicab18 in the UK and the Republic of Ireland,, the Statement of
Recommended Practice applicable to charities preparing thèir accounts in ac¢ordan¢e with the
Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities
SORP (FRS 102)) and the Charttles Act (Northern Ireland) 2008.

The financial statem8nts have been prepared on the hlstorlcal cost basls, as modlfled by the
revaluation of certain financial assets and liabilities and inv8Strn8nt prop8rt18s measur8d at fair
value through income or expenditure.
Th& financial stat8ments ar8 pr8pared in sterling, which is the funCt￿nal currency of the entSty.
Going concern
There are no material uncertalnties about the charitys ability to continue.
Disclosure ex8mptlons
The entity satisfies the criteria of being a qualifying entity as deflned In FRS 102. As such,
advantage has been taken of the ft)Ilowing disclosure exemptions available under paragraph
1.12 of FRS 102: (a) No cash flow statement has been presented.
{b) Disclosures in respect of financial instruments have not been presented.
Judgèmonts and koy 8ourca8 of a8tlmatlon uncertainty
The preparation of the financial statem8nts r8quires management to make Judgements,
estlmat85 and assumptions that affect the amounts reported. These estimates and judgements
are contlnually revlewed and are based on experlence and other factors, including expectstions
of future events that are believed to be reasonable under the circumstances.
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees to further any of the
charity's purposes.
Designated funds are unrestricted funds earmarked by the trustees for particular future project or
commitment.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or
through the terms of an appeal. and fall into one of two sub-classes: restricted income funds or
endowment funds.

Incoming resources
All incoming resources are included in the statement of financial activities when entitlement has
passed to the charity- it is probable that the economic benefrts associated with the transaction
will flow to the charity and the amount can be reliably measured. The following specific policies
are applied to particular categories of income:
income from donations or grants is recognised when there is evidence of entitlement to the
gift, receipt is probable and its amount Can be measured reliably.
lagacy income is recognised when receipt is probable and entitlement is established.
income from donated goods is measured at the fair value of the goods unless this is
impractical to measure reliably, in which case the value is derived from the cost to the donor
or the estimated resale value. Donat8d facilities and services are recognised in the
accounts when received if the value can be reliably measured. No amounts are included for
the contribution of general volunteers.
incom8 from contracts for the supply of services is reco9nised with the delivery of the

Tangible assets
Tangible assets are initially recorded at cost. and subsequently stated at cost lass any
accumulated depreciation and impairment losses. Any tsngible assets carried at revalued

accumulated depreciation and subsequent accumulated impairment losses.

An increase in the carying amount of an asset as a result of a revaluation, is re¢ognised in other
recognised gains and losses, unless it reverses a charge for impairment that has previously been
recognised as expenditure within the statement of financial activities. A decrease in the carrying
amount of an asset as a r8suIt of revaluation. is recognised in other recognised gains and losses,
except to which it offsets any previous revaluation gain. in whiGh case the loss is shown within
othor recognised gains and losses on the statement of financial activities.
Deprociation
Depr8ciation is calculated so as to write off the cost or v81uation of an asset. less its residual
value, over the useful 8conomic life of that asset as follows:

Impaimient of flxed assets
A review for indicators of impaimient is carried out at each reporting dat8, Wtth the recoverable
amount being estimated where such indicators exist. Where the carrying value exceeds the
recoverable amount, the asset is impaired accordingly. Prlor impaimients are also revlewed for
possible reversal at each reportlng date.
For the purposes of impairment testing, when it is not possible to 8Stimate the recoverable
amount of an individual assèt. an estimate is mada of the rècoverable amount of the
cash-gen8rating unit to which th8 asset belongs. The cash-generating unit is the smallest
identifiable 9roup of assets that includes the asset and generates cash inflows that largely

For impairm8nt testing of goodwill. the goodwill acquired in a business combination is. from the

Government granls
Government grants are recognised at the fair value of the asset re￿iVed or recelvable. Grants

Where the grant does not impose specified future performanGe-related conditions on the
recipient, it is recognised in income when the grant proceeds are received or receivable. Where
the grant does iTnpose specified future performance-related conditions on the recipient, it is
recognised in income only when the performance-rel8ted conditions h8ve been met. Where
grants re￿iVed are prior to satisfying the revenue recognition criteria, they are recognised as a
liability.
Flnanclal Instruments

Basic financial instruments are initially recognised at the amount receivable or payable including
any related transaction costs.
Current assets and current liabiltties are subsequently measured at the cash or other
consideration expected to be paid or received and not discounted.

reliably, the inv8Stm8nt is subsequently measured at fair value with changes in fair valu8

Other financial instruments, includlng derivatives, are initially recognised at fair value, unless
paymènt for an asset is defe￿ed beyond nomial business tenns or financed at a rate of interest
that is not a market rat8, in which case the asset is measured at the present value of the future
payments discounted at a market rat8 of int8r8St for a similar debt instrument.

Financial assets that are measured at cost or amortls8d cost are reviewed for objecttve evidence

impairment loss is recognised under the appropriate heading in the ststement of financlal

For all equity instruments regardless of significance. and other financial assets that are

D•flned contributlon plans
Contrlbutlons to defined contribution plans are recognlsed as an expense in the period In whlch
the related servlce Is provided. Prepaid contrlbutlons are recogni5ed as an asset to the extent
that th@ prepayment will18ad to a reduction in future payments or a cash refund.
Wh8n contributions are not expected to be settled wholly within 12 months of the end of the
reporting date in which the employees render the related service. the liability is measured on a
discounted present value basis. The unwinding of the discount IB recognised as an expense in
the period in which it arises.
