TRUSTEES REPORT   01/04/2023 to 31/03/2024 

**Summary of Charitable Purpose** - to promote the development of young people in achieving their physical, intellectual and social potential as individuals and as responsible citizens by the provision of education and leisure time activities using a nautical theme. 

**Charity Constitution** – The Unit is affiliated to the MSSC (registered in England and Wales 313013 and in Scotland SC037808) and must, as a condition of affiliation, adopt the standard constitution set by the MSSC Council for the management and administration of Sea Cadet Corps units from time to time (the Standard Constitution). 

**Financial Review** – The Trustees of Larne Sea Cadets report that the existing unrestricted funds and reserves are sufficient to enable the Unit to operate for a minimum of 12 months. 

Larne Sea Cadets received funding from The Northern Ireland Education Authority, Marine Society & Sea Cadets and Mid & East Antrim Borough Council.

**Administrative details** – 

Trustees/Unit Management Committee (UMC) Mrs Ruth Verner Mr J Somerville Mrs C Todd Mr R Alexander 

There are 18 adult volunteers led by Officer in Charge CPO J Somerville, who reports to the UMC but is not a Trustee 

The UMC members are elected annually at the Annual General Meeting (AGM). UMC members are elected from the membership of the Sea Cadet Unit which is drawn loosely as being those with an interest in the unit. In the event of a vacancy arising during the year the UMC have the power to appoint a new member. The UMC member appointed will serve until the date of the next AGM after which the post will be filled by election.

Dixon Hall was left to the community by the Dixon family in 1964. Larne Sea Cadets hold a lease on the community building and use it for the charity’s purposes. It is also maintained and administered for use by the local community.

## **Public benefit statement –** 

a. The purpose of this organisation is to promote the development of young people in achieving their physical, intellectual and social potential as individuals and as responsible citizens by the provision of education and leisure time activities using a nautical theme. 

b. The direct benefits which flow from this purpose include: 

i. Improved the physical & mental health of young people. 

ii. Embedding life skills into young people through nautical themed activities 

iii. Young people attain qualifications through provision of education, training, learning opportunities and resources. 

iv. Increased community cohesion and social interaction 

c. These benefits are evidenced through: 

- i. Increased sea cadet numbers 

- ii. Numbers of sea cadets on training courses 

iii. Number of sea cadets obtaining training qualifications. 

- iv. Record of Achievements for sea cadets 

- v. Number of persons using cadet forums. 

- vi. Research 

vii. Increased partnership opportunities to enhance sea cadets experience. 

d. The purpose of our charity may lead to the following harm. In organising activities there is a risk of harm or injury on the activities provided. We can show that this harm is outweighed by the benefits through appropriate risk assessments carried out. 

e. The charity’s beneficiaries are young people aged between 10 and 18 years of age throughout Northern Ireland. 

f. The only private benefit flowing from this purpose is that volunteers can obtain training qualifications and skills which are transferable to other settings however, this private benefit is incidental and necessary to ensure that benefits are provided to our beneficiaries.

**Public benefit declaration –** 

All Trustees of Larne Sea Cadets are aware off the Charity Commission’s Public Benefit requirement statutory guidance. 

## **Public benefit report –** 

The young people take part in many activities throughout the year, during the winter months the activities include classes of instruction on navigation, knots and lines, first aid, VHF radio procedure and Seamanship Meteorology and fun activities. There are many qualifications in these subjects they can obtain, Through-out the year the Cadets interact with many of the local community groups and support many events run by Mid and East Antrim Borough Council, 

January and February all staff and cadets take part in maintenance and remedial work on our water born craft, to make them ready for the summer months, when the young people are active in water sport, these range from Kayaking, Canoeing, Sailing and Power boating etc. The cadets train on these events and earn qualifications from RYA and British Canoeing & British Rowing Association. 

## **Qualifications** 

Cadets obtained numerous qualifications during the year, including Cadet training programme. 

Adult staff also obtained qualifications ensuring good governance and improving the unit’s ability to deliver training. 

## **Dixon Hall (community engagement)** 

The facility at Dixon Hall is also used by various community organisations.
