Charitable purpose

The purpose of 1[st] Hillhall Scout Group is to actively engage and supports young people in their personal development, empowering them to make a positive contribution to society.

Charity’s constitution

The constitution of 1[st] Hillhall Scout Group is aligned to the constitution of the National Scout Association, of which it is a part. The provides a framework as to how the group is run including the aims, the programme, the structure of the Association and key policies such as child protection and safety amongst others. The constitution also states how the group is managed as well as how the Group Executive Committee is elected.

Activities during 2018/19

The group has four sections:

mixture of games and crafts interspersed with scouting skills such as simple backwoods cooking and knot tying. There were several trips during the year including Sir Thomas and Lady Dixon park and Beaver Rally Day. The annual Beaver camp was again the highlight of the year for many of the Beavers. This years camp was even more special as it was the centenary of the Scout group so both first and second year Beavers were invited.

Public Benefit

The benefit, which flows from our purpose is that young people are empowered to make a positive contribution to society through being engaged and supported in their personal development, including physically, intellectually, socially and spiritually. The group operates on a Wednesday night and is open to all members of the public within the defined age limits. The group always endeavors to accommodate all of the children who wish to attend and, through

recruitment of more leaders, all of the children where accommodated this year. The children who attended further developed their skills in areas such as cookery, knot tying, camping and working as a team. These skills will help the members throughout their lives and will, hopefully, also help the members make a positive impact in their communities; preparing young people to be active citizens; embracing and contributing to social change. The success of the programme is shown by the number of children within the group. Scouting operates within a framework of safety to enable young people to take part in adventurous activities safely. The group follows the best practice guidance provided by the National Scout Association to ensure this is the case. The Trustees are not aware of any private benefit received by anyone, even as an incidental benefit. In planning the programmes for the different sections for the year consideration has been given to the guidance provided by the Charity Commission for Northern Ireland to help ensure that the charity’s purpose is met.

Governance

1[st] Hillhall Scout Group is governed by the rules of the Scout Association of which it is a part. The Scout Group has now merged with 1[st] Hillhall Squirrel Drey.

Review of the Financial Year

During 2022/23 1[st] Hillhall Scout Group had expenses totaling £8981.49. The largest expense was the capitation fees paid to the district at £3120.5, paid to the Scout Association via Lisburn District to cover expenses including liability insurance. Other large expenses were the camp costs £1603.35, uniform and badges at £1432.2.

Funds were raised by annual subscriptions, camp fees and a small donation totaling £9593. This lead to a small surplus of £611.51 1[st] Hillhall Scout Group finished the year with funds of £3452.67 available. The Trustee feels these funds are sufficient to support the Scout Group and enable it to operate in the forthcoming year.
