Public Benefit
Th¢ Charity Commission for Northern Ireland has published guidan¢¢ to charity trustees in the health sector and provided
8uidan¢e on the principles of public benefit to the advancement of health and the sawng of lives. The trustees have considered
the relevant guidance andare satisfied that all th¢ charity's charitsble activiti&8 fall wthin Tts objectives and result in considerable
benefii to ihe pllblic, as demonstrated inthe secrion ofthi5 rw>rtdealing with achievements and wformance. Particularattention
i8 drawn to the following services proyided free of cost to the end wer.
St John Ambulance supported on average annually 570 ￿dets (Ilk18y¢ars) and 199 badgers (7-10 years) providing varied
developrnent progrdmmes in diverse subj¢¢ts ranging from fitst aid and care compet¢ncie5 to principles of radio communications
to good citizenship. This represented a considerdble r¢du¢tion from previous years, mainly due to the cancellation of all face-
lfrface activity in MaToh 2020. as a result of Covid -19. and the swilch to 'online' aciivtty- Memb¢rship of young volunteers
between the ages of 10 and 25 wds maintained ai around 878 at 31 De¢¢mber 21Y20.
Emergency planning and resilience
Our fleet of ambulpn¢es, iIRVs, 4 x44 and trained volunteers ar¢ atthe disposal of the statutory emergency services in ihe eyent
of a Province wide, orlo¢al emergency. Deploymentof these resources is rapid to protectthe public atno Charge irt ¢ireumstan¢es
wh¢r¢ 5UPPOrt is needed io re4)ond to aircraft alerts and other incidents. For example, in 2020 our volunteers were ready 24n io
provide ¢s5enlial'back-up' &8 required.
First aid event ¢ov¢rng¢
Th¢ provision of direct ￿l￿tance in frst aid and pre-bospital care at public ¢vents Continues to be one of the primary ways in
which we deliver charitable objeciiv¢s. For many events which att small, or organised especially for e charitable pulpose, we
provide ¢over for no Charge. For other events we ¢haTge the event organiser wilh a vi¢w io recovering the cost of provision. In
all cases ihere is no charge to rnembers of the publi¢ who are treated. In 2019 the volunteers responded magnifi¢¢ntly to support
the Portrush Air SIK)w, the North Wesi 2(NJ. Ulster Grand Prix, the Ulster Rally, Council public ¢v¢nts, Equestrian Ev¢nts.
AgriCul￿ra1 Shows, Super Cup Nl, Municipal events and Ulster Rugby dc. however, in 2020 the majority of publie events were
can¢¢lled due to Covid-19. W¢ remain ready to provide the Dece$5ary ¢ov¢r in 2021. when social distancing restrictions are
lifted.
Patient transfers
Prlor to 2019 St John Ambulance (Nl) had 2 s¢rYice agreement in place with NtAS io provide patienl trdnsport services by our
Volunt￿ cr¢w5 at times when ihe statutory ￿Ty]CeS are unable to respon¢ and we also restxinded to short terni demands
providing the ambulance services with #d¢gree of flexibility to react to winter pr¢ssi]res and other demand factors. This contract
was105t in March 2017, but r¢-¢Stablished partially in November 2018 by rn¢ans of a Single Tender Action. and restored fully
with ¢ff¢¢t from l November 2019. when we successfully wott back not just the lost contra¢L but all 12 patient iransfer contrdcts
for Nl. Whilst there is no charg¢ w the rxipientof our services, our fees to the twsts are intended to cover the direct and indirect
Costs that are incurred, Trllcluding a contribution to central overheads.
Other initiatives
SJA {Nl) in partnership with the PSNI and the Commissioner for Older People introduced a Trial 'First Responder, S¢h¢m¢ for
vulnerable elderly P¢Tsons in the Ards and NoTth Dowi4 and Lisburn and C&silereagh Council areas. We are pro-active in
encouraging the widesprvdd availability of defibrillators in Northern treland and to ihis end participate ￿llY in the NIAS led
CPRIAED Working Group.
