1 st Hillsborough Scout Group (Yhe Group") s managed by
the Group Executfjve Commitlee, the members ofwhlch are
the 'Charity Truslees, of the Scout Group wh￿h Is an
educats'onal charity. As charity trustees they are responsible
for complying with charity legislation. This includes the
regislration. keeping proper accounts and making returns to
the Charity Commlssion as appropriate.

The Committee consists of 3 independent representsts"ves,
Chair, Treasurer and Secretary together with the Group
Scout Leader, individual section leaders & parent
representats'on and meets every month. Members of the
ExecutNe Committee complete 'Essential Information for
Executive Committee, training within 5 months ofjoining the
committee.
Thts Group Executive Committee exists to support the
Group Scout Leader in meeb'ng the ￿sponsIbl1 ities of the
appointments and is responsible for:
The maintenance of Group propety;
The raising of funds and administration of Group f￿anCe.
The insurance of persons, property and equipment;
Group public occasions;
Assisting in ￿crUItMent of leaders and other adult support;
Appointing any sub committees that may be required:
Appointing Group Administrators and Advisors other than
those who are elected.
Risk and Internal Control
The Group Executive Committee has identified the major
rlsks to which they believe the Group is exposed, these
have been reviewed and systems have been eslablished lo
mitigate against them. The main areas of concem that have
been identified are:
Damage to buildings, propety and equiprnent. The Group
would request the use of buildings, propety and equipment
from neighbouring organisations, churches, community
centre and other Scout Groups. Similar reciprocal
arrangements exist with these organisations. The Group
periodically checks Ihat Hillsborough Scout & Community
Hall has sufficient buildings and contents insurance in place
to mitigate against permanent loss. The Group also has
sufficient equipment insurance to cover permanent loss of
its equipment.

of the main achievements of
the charlty during the year
DeliVe￿d a quality, structured programme of acbvilies using the
framework of The Scout Association, leading to Chief Scout's Awards
and Duke of Edinburgh's Awards.
Youth membership increased from 221 to 234. We have contsnued lo
enjoy the return to post covid nonnality with various camps. rallies and
district events attended in addition to our weekly gathenngs.
Financial Review
Reserves Policy
The Group's policy on reserves is to hold sufficient resources to continue
the charitable activities of the group should income and fundraising actNitses
fall short. The Group Execubve Committee consider5 that the group should
hold a sum equivalent to 4 months running costs. circa £5,000.

approximately £16,567 against this at year end. This is above the level

Membership subscriptions totalled £20,817.
The Group would like to acknowledge ongoing financial support from the
Education Authority amounting to £4,472 for general use, and from Lisbum
and Castlereagh City Council amounting to £500. towards a King's
coronation commemorative planting scheme within Ihe rear garden of
Hillsborough Scout & Community Hall.
Two loan repayment instalments of £5,633.50 each were received from
Hillsborough Scout & Community Hall Group this year which means that
there is no longer an outstanding balance. 1st Hillsborough Scout Group
intends to use these payments to further develop facilities al Hillsborough
Scout& Community Hall specifically for the benefit of scouting but also for
eneral use b the local communi
