Charity Purpose: The Association was established to promote the benefit of the inhabitants of Barcroft Park, Raymond Kelly Park, Loanda Crescent, Ardgreen Drive, Altmore Gardens, Hillside Terrace, Balinlare Court, Springmartin, Doran's Hill, Balinlare Cottages, and surrounding environs (hereinafter called the "area of benefit") without distinction of age, gender, sexuality, nationality, ethnic origin, political or religious opinion, by associating with the statutory authorities, voluntary organisations and the inhabitants in a common effort to relieve poverty, advance education and to provide or assist in providing facilities in the interests of social welfare for recreation or other leisure time occupation, with the object of improving the living conditions of the said inhabitants and in particular:

a) To maintain and manage a community centre for activities promoted by the association.

Public Benefit Statement : The trustees of Barcroft Community Association confirm they have complied with their duty under section 4 (b) of the Charities Act 2011 to have regard to the Charity Commission Northern Ireland guidance on public benefit. The public benefit requirement has shaped the activities of Barcroft Community Association in the period covered by this report. In evaluating public benefit, the trustees note that membership is open to all residents in the area of benefit. We provide a range of activities inclusively.

Chairpersons Report

During the 2021-23 period, the Board met on 24 occasions. During this time, our members delivered a range of inclusive programmes for the benefit of our community. We are grateful to all the organisations who showed confidence in the Barcroft Community Association by awarding varying levels of financial assistance.

The outstanding voluntary work conducted by our Board members provided an impressive range of activities for residents of Barcroft and neighbouring estates within our area of benefit. The management of the community centre is a credit to our volunteers and is crucial for the delivery of our service level agreement in partnership with Newry, Mourne and Down District Council.

The council closed the community centre in February this year for essential renovation work and did not fully reopen until the first week in July. Whilst it was great to get the improvements to the building, it reduced our capacity to deliver projects and generate income. We are grateful to Thomas Davis GFC for allowing us to hire rooms at their Hub to run some of our key activities. The technical assistance provided through the Newry Neighbourhood Renewal Partnership, particularly the invaluable expertise of the Confederation of Community Groups and the Council’s NR Coordinator. Other long-running partnerships continued to flourish with the Education Authority, Newry Felons Association, Supporting Communities NI, and Community Restorative Justice.

The pandemic presented residents with social & financial difficulties. During the past 18 months this situation has been compounded by massive rises in the cost of living. We received a range of grants, including funding for emergency help for residents with food and fuel costs. We have also eased some financial burdens by providing a range of social activity programmes for all age groups. We will continue to identify avenues of support to help all residents. We reiterate our intentions to pursue community centre-based projects and continual partnerships with organisations and agencies in the voluntary, statutory, and private sectors.

It has been my privilege to serve as Chairperson of the Board. I would like to thank my fellow members for their hard work in running the Community Association, they have been an invaluable help as well as a constant source of encouragement.

Treasurer’s Report

Financial Performance : During the periods 1 April 2021 to 31 March 2022 and 1 April 2022 to March 2023 Barcroft Community Association sourced funding from the Education Authority, (Extended Schools and Youth Services) with continuing financial assistance from the Department for Communities through the Newry Neighbourhood Renewal Partnership. Newry, Mourne, and Down District Council awarded grants and Running Costs for the management of Loanda House. Income generation between 1 April 2021 and March 2023 were reduced due to NMDDC closures of the community centre due to the pandemic and extensive renovations.

Assets & Liabilities: Trustees of Barcroft Community Association currently hold no assets and have not identified any liabilities moving forward.

Financial Management

Barcroft Community Association maintains strong financial systems and has good financial management practices in place. Two out of three appointed signatories must sign all cheques. The Community Association has successfully managed several grants and other financial assistance and always fulfilled all accounting, reporting, and monitoring requirements. Our annual accounts are independently examined.
