Lisbarnett & Lisbane CommunilyAssocialion Limited ILLCAI is a registered charity committ to working together for the benefit of all local residents and businesses. 11 comprises a Community House and a Community After School & Holiday Club. Structure, Governance and Management LLCA was formed in September 1999 and is governed by a Memorandum and Articles Association. 11 is constituted as a charitable company limited by guarantee and is registered with the Charities Commission for Northern Ireland and Companies House. The elecle.a Executive Committee (The Commilleel consists of eight local people and meets regularly lo deal with management issues antj user group needs. LLCA currently employ five part lime membersof staff and workswilh community development groups and slalulory agencies. It is a member of the Rural Community Network, NICVA, Early Years and Playboard. Trustees for the year 202412025 were Pam McKibbin, Margaret Finlay, Violet Spence and Company Secretary, Noel Mills. Objectives and Activities LLCA objectives are lo create and promote benef il to the inhabitants of the districts of Lisbane and Lisbarnelt and their environs in Co Down without distinction of age, sex, nationality. ethnic origin, political or religious or other opinion, by associating with the statutory authorities, voluntary organisalions and residents, in a common effort to advance education, relieve poverty, and improve mental health and well being. The Committee strive to maintain the facility in a way that provides a neutral and fit for purpose space that anyone in the community can access and utilise. Our vision statement is for Lisbane to be "a vibranl, inclusive and welcoming village where everyone comes logellier in sale and Secure shared spaces lo improve village life for residents and visitors alike LLCA Dffers services to a wide range Df people within the local area, from children of pre-school age, to retired members of our community. To further these purposes and for public benefit, during the period Oc12024- Sep 2025, LLCA facilitated a variety of classes.. Bridge, Art Club. Pilates, Yoga, Sewing, Embroidery and Speech & Drama. LLCA continued to run the Afterschool and Holiday Club activities for
children aged 4 -11. These activities allow our community to inleracl and socialise and to stimulale discussion and interest. All activities are run at a break even cost lo make them accessible to all. LLCA premises were also available for use by members of the public for birthday parties, rneetings and other family or business events. During the period the charity ran a series of Art workshops for all, using local artists as facilitators, and aiming at all age range and abilities. The cost was kept to a minimum with grant funding received from Ards Borough Council. This was a very successful and enjoyable six week series. This was followed by a six week period of art workshops aimed at the over 60's delivered in the Community Hall, led by local artist Bernice Anderson, which was set up and funded Ards Borough Council. A Craft Fair was held in Dec 2025 with local crafters, bakers and food producers, displaying and selling their works and products. This event was tree to allend, with refreshments and snacks available for all. Most importantly we had a Santa's grotto available for children lo vist and receive a present. When we run an event like this we aim lo be inclusive and want to make sure no child, or person, is excluded due to Gosl. We ask for donations and always receive more than our costs. As expected we received good support and interaction with the community was very pleasing. LLCA also ran numerous community fund raising events during the period, including bus trips, bottle stalls al the local primary school, and collection boxes in the local shops. These fundraising events enable community volunteers lo inleracl as well as helping us to raise vital funds whilst promoting the existence and aims of the charity. From Oc12024- Sep 2025 we ran Aflerschoolcarefor three days out of five based on demand. We plan to increase as and when the numbers allow. We are also exploring the viability of offering pre school care in 2026. The Committee acknowledge a number of grants received and note their thanks for these as they provide a lifeline to the charity.. O Grants from Ards Borough Council enabled the Committee lo meet a portion of our operating costs, such heating and light, / A grant from Ards Borough Council provided funding to enliven the village with floral displays both in the summer months and al our Christmas events, O A grant from Ards Borough Council enabled a series of art workshops, O A grant from the Department of Agriculture, Environment and Rural Affairs IDAERAI enabled us to upgrade our IT equipment, / A Brighlstart grant assisted us with Afterschool facilities. Achievements and performance The Trustees are pleased to report that in the operational yearended 30 Sep 2025, the primary objectives of the Community Association have been met. The Committee have closely monitored activities and spending in year, noting the challenging environment of rising costs and a reduction in availability of grant funding. They will continue lo monitor on an ongoing basis, to ensure that LLCA continues lo meet the objectives of the association. The Truslees are pleased to report that there were no major incident reports in the operational year.
Financial Review.. _ LLCA operates on a small budget with the aim ofcovering all costs ofthe CommunilyAssociation through communityusage and community grants. Ouraim is to make the Community House services and Afterschool care, available lo all al an affordable price. We operate to provide benefit to the community and do not operate for profil. In the year ended 30 September 2025, LLCA generated income of £43,723 down frt £54,548 in 2024. This income was derived from users of the AflerSchcK)IIHoliday Club and Community House. LLCA received grant income of £14,724 in 2025, down from £15,362 in 2024. (note that grant income in both 2025 & 2024 includes a figure of £6.636 which relates to the benefit derived from our long leasehold building. and is an accounting adjustment rather than a cash inf lowl. Debtors at 30 September 2025 were £3,3261£8,665 in 20241. We are pleased lo report that all outstanding monies were received in the first quarter of the new f inancial year. Creditors (money owed by LLCAI at this dale amounted to £6,765. with £6,636 pertaining to the Capital Grant in relation to our leased premises. Al a total level, our statement of Financial Activities show a net outgoing resource position of £4,134, resuming in a decrease lo our accumulated funds, from £41,376 10 £37,242. This was a challenging year for LLCA as we continued to make changes in our Aflerschod offering. Committee have discussed options for continuing activities and are looking forvarious ways to compete in the challenging environment. The Committee work hard to keep income and expenditure under review and will conlinue lo do so in these uncertain limes. Pay and Remuneration No payment was made to any Truslee during the financial year ended 30th September 2025. Compliance with Public Benefit The Trustees have caref ully considered the guidance on public benef il issued by Charities Commission for Northern Ireland to ensure that the activitie5 entered into dLJring the year help, not only lo achieve the Charity's objectives and aclivilies, bLAI also provide public benef il to the people of Lisbane and the surrounding area. Statement of Trustee's Responsibilities The Trustees are responsible for preparing ihe Trustee's Report arsd the Statement of Financial Activities and Balance Sheet as of 30 September 2024 in accordance with the applicable law and regulations. The Trustees are responsible for keeping accounting records that are enough lo record and explain the transactions with the Association, and lo disclose with reasonable accuracy at ary time the assels and liabilities of the Association. They are also responsible for safeguarding the assets and liabilities of the Association, and for taking reasonable steps lo detect and avoid f raud and other irregularities.
