The trustees who are also directors of the charity for the purposes of the Companies Act 2006, present their
report with the financial statements of the charity for the year ended 31 March 2023. The trustees have
adopted tlie provisions of Accounting and Reporting by Charities= Statement of Recommended Practice
applicable to charities preparing their accouiits in accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland (FRS 102) (effective l January 2019).
OBJECTIVES AND ACTIVITIES
Principal Activities and Future Development
The Principal activity of the company is to increase the capacity of senior citizens, groups in North Belfast to
iiifluence all types of public service which impact on tlie quality of life of older people, to encourage and
empower local senior citizens, organizations to develop tlieir own activities and function as self lielp groups.
Public benefit
Tlie public beiiefits that flow from this purpose are
decreased financial and social exclusion through our benefits outreach service.
Increased access to educational services through provision of classes, especially IT, wliich lessens the
digital divide.
Reducing tlie risk of poverty through increasing older people's access to statutory and community
anti-poverty programmes.
Improving tlie healtli aiid well-being of older people through facilitation of healthy ageing prograinmes.
Reducing social isolation through promotion of social activities for older people.
These benefits are evidenced through the nuinbers of older people accessing our services, fe¢dback from
clients and the ainouiit of money claimed by our advice service users.
The benefiaries of our purpose are elderly people within the North Belfast area. There is no harin or private
benefit from our purpose.
FINANCIAL REVIEW
Financial position
The compaiiy had net outgoing resources for the year of £1,321 (2022.. net outgoing resoLirces of £1,484
which reflected the coinpletion of projects during the year. Unrestricted funds increased by £5,784, while
restricted funds decreased by £7,105. Fund balances at 31 March 2023 were.. Restricted fund £9,978 and
Unrestricted fund £24,600.
Reserves policy
The Charity is reliant on income from funding bodies. The charity raises unrestricted income from
fundraising activities. The reserve policy 15 to have in place three months running costs.
FUTURE PLANS
The directors continue to explore other funding opportunities. The main focus of the charity continues to be
to deliver on the needs of senior citizen's in North Belfast.

Governing document
The charity is controlled by its gov¢rning document, a deed of trust, and constitutes a limited company,
limited by guarantee, as defined by the Companies Act 2006.

Governance of the Charity
During the period under review the directors met Inonthly. Trustees/directors are appointed by nominations
made in writing by any existing director. At tlie General Meeting nominated directors are appointed by
election.
Risk management
The directors have assessed the major risks to which the charity is exposed, in particular those related to the
operations and finances of the charity, and are satisfied that the systems are in place to mitigate any exposure
to the major risks.The principles of good governance are embedded witliin all aspects of North Belfast
Seiiior Citizens Foruin operations with management and staff being keenly aware of the Boards
responsibility of ensuring that the organisation protects itself from fiiiancial exposure and reputational
damage, A close working relationship is maintained between the Board and manageinent to ensure that
operationally staff are aware of the staiidards required of tliein by the Board and the Board are always in a
position to provide guidance and support to management in the dftscharge of their duties. This two way
relationship is the key feature of North Belfast Senior Citizens Forum goveriiance arrangements and is a key
strength in the company.
A conscientious approach to ensuring that contractual project requirements are achieved has been maintained
at all tiines both in the accounting period being reported on and since North Belfast Senior Citizens Forum
establishment. Very tight financial controls on expeiiditure and all financial commitments are maintained at
all times and project staff have been trained and have become experienced in budgetary controls.ln both
these areas ie Project delivery and financial controls management all staff have established close working
relationships with fuiiding organisations to ensure all mandatory standards are consistently achieved. Board
representatives also actively eiigage witli fuiiding bodies.
The Board, manageinent and staff are fully aware that the nature of the work in whicli North Belfast Senior
Citizens Forum is involved can bring with it a high level of scrutiny to ensure that all activities are fully
coinpliaiit with funding requirements and,therefore, beyond reproach.The Board of North Belfast Senior
Citizeiis Foruin is, tlier¢fore, greatly reassured of the company's coinpl lance with the highest of standards of
governance on the basis that all monitoring and evaluation of project delivery deinonstrates achievement of
all fuiid¢rs objectives and that funders, audits and vouching of financial exp¢nditur¢ aiid th¢ ind¢peiident
examiners report confirm compliance with both probity and regularity in the use of monies received.

Respective responsibilities of charity trustees and examiner
As the charity's trustees (and also the directors for the purposes of company law) you are responsible for the
preparation of the accounts in accordance with the requirements of the Companies Act 2006.
Having satisfied myself that the charity is not subject to audit under company law and 15 eligible for
independent examination, it is illy responsibility to-

Basis of the independent examiner's report
I liave examined your charity accounts as required under Section 65 of the Charities Act and my examination
was carried out in accordance with the general Directions given by the Charity Commission for Northern
Ireland under Section 65(9)(b) of the Charities Act. The exainination included a review of the accounting
records kept by the charity and a comparison of the accounts presented with those records. It also included
consideration of any unusual items or disclosures in the accounts, and seeking explaiiations from you as
charity trustees concerniiig any sucli matters.

ACCOUNTING POLICIES
Basis of preparing the financial statements
a) General information and basis of preparatlOD
North Belfast Senior Citizens Forum is constituted as a company limited by guarantee incorporated in
Northern Ireland (N103 7978). In tlie event of the charity beiiig would up, tlie liability in respect of tlie
guarantee is limited to £1 per member of tlie charity.
The charity coiistitutes a public benefit entity as defined by FRS 102. The financial statements have
been prepared in accordance with Accounting and Reporting by Charitics-. Statement of
Recomineiided Practice applicable to charities preparing tli¢ir accounts in accordance with the
Finaiicial Reportiiig Standard applicable in the UK and Republic of Ireland (FRS 102), the Financial
Reporting Standard applicable in the United Kingdoin and Republic of Ireland (FRS 102), the
Charities Act (Northern Ireland) 2013, the Coinpanies Act 2006 and UK Generally Accepted Practice
as it applies froin l January 2015.
The financial stateinents are prepared 011 a going concerii basis uiider the liistorical cost conveiition,
modified to include certain iteins at fair value. The financial statements are presented in sterling
whicli is tlie functional currency of tli¢ charity.
The significant accounting policies applied in the preparation of these financial statements are set out
below. These policies have been consistently applied to all years presented unless otherwise stated.
(b) Funds
Unrestricted funds are available for use at the discretion of the trustees in furtl)¢rance of the general
objectives of the charity and which have not been designated for other purposes.
Designated funds comprise unrestricted funds that have b¢en set aside by tlie trustees for particular
purposes. The aim and use of each designated fuiid is set out in the notes to tli¢ financial statements.
Restricted funds are funds which are to be used in accordance with specific restrictions imposed by
doiiors or which have been raised by the charity for particiilar purposes. The cost of raising and
administering such funds are charged against tlie specific fund. The aim and use of each restricted
fund is set out in the notes to the financial statements.
Further explanation of the nature and purpose of each fund is included in the notes to the financial
statements.
(c) Income recognition
All incoming resources are included in the Statement of Financial Activities (SOFA) when th¢ charity
is legally entitled to the income after any performance conditions have been met, the amount Can be
measured reliably and it is probable that the income will bc received.

Basis of preparing the financial stalements
For donations to be recognised the charity will have been notified of the amounts and the settlement
date in writing. If there are conditions attached to the donation and this requires a level of
performance before entitlement can be obtained then income is deferred until those conditions are
fully met or the fulfilment of those conditioiis is within the control of the charity and it is probable
tliat they will be fulfilled.Voluntary income is received by way of grants, donations and gifts and is
included in full in the Statement of Financial Activities (SOFA) when receivable. Income received
from collections is recognised when reccived.
Donated facilities and donated professional services are recognised in income at their fair value when
tlieir ecoiioini¢ benefit is probable, it can be measured reliably and the charity has control over the
itein. Fair value is determined on the basis of tlie value of the gift to the charity. For example the
amount the charity would be willing to pay in the open market for such facilities and services. A
corresponding amount is recognised in expenditure.
No amount is included in the financial statements for volunteer time in line with the SORP (FRS 102).
Further detail is giveii in tli¢ Trustees, Annual Report.
For legacies, entitlement is the earlier of the charity being iiotified of an impend ing distribution or the
legacy being received. At this point income is recognised. On occasion legacies will be notified to the
cliarity however it is not possible to measure the amount expected to be distributed. On these
occasions, the legacy is treated as a contingent asset and disclosed.
Income from trading activities includes income earned from fundraising events and trading activities
to raise funds for the charity. Income is received in exchange for supplying goods and services in
order to raise funds and is recognised when entitlement has occurred.
Tlie charity receives goveriiment grants which are detailed within the iiotes to these financial
stateincnts. Income from governinent and otli¢r grants are recognised at fair valiie when the charity
has entitlement after any perforinance conditions have been met, it is probable that tlie income will be
received and tlie amount can be measured reliably. If entitlemeiit is not Inet then these aiTJounts are
deferred.
(D) ExpendAtiure reeognition
All expenditure is accounted for on an accruals basis. inclusive of VAT which cannot be recovered
and has been classified under headings that aggregate all costs related to the category. Expenditure is
recognised wliere there is a legal or coiistructive obligation to Inake payments to tliird parties, it is
probable that the settlement will be required and the amount of the obligation can be measured
reliably. It is categorised under the following headings:
Costs of raising funds includes the costs associated with attracting voluntary incomes.
Expenditure on cliaritable activities includes those costs incurred by the charity in tlie delivery of its
activities and services for its beneficiaries. It includes both costs that can be allocated directly to such
activities and those costs of an indirect natur¢ necessary to support them. and
Oth¢r expenditure represents those items not falling into the categories above.
Irrecoverable VAT is charged as an expense against the activity for which expenditure arose.

Basis of preparing the financial statements
Grants payable to third parties are within the charitable objectives. Where unconditional grants are
offered, tliis is accrued as soon as the recipient is notified of the grant, as this gives rise to a
reasonable expectation that the recipient will receive tlie grants. Where gi'aiits are cond itional relating
to perforniance tlien the grant is only accrued when any unfulfilled conditions are outside of the
control of the charity.
{e) Support Costs 211ocation
Support costs are those that assist the work of the charity but do not directly represent charitable
activities and incliide office costs, governance costs, administrative payroll costs. They are incurred
directly in support of expenditure on the objects of tlie cliarity and include project management
carried out at Headquarters. Where support costs cannot be directly attributed to particular headings
they have been allocated to cost of raising funds and expenditure on charitable activities on a basis
consistent with use of the r¢sourc¢s. Premises overheads have been allocated on ali iiisert detail basis
and other overheads have been allocated on a basis consistent with the use of resources.
Fund-raisiiig costs are those incurred in seeking voluntary Contributions and do not include the costs
of disseminating informatioii in support of the charitable activities.
(D Tangible fixed assets
Tangible fixed assets are stated at cost less accumulated depreciation and acciimulated iinpairment
losses. Cost includes costs directly attributable to making the asset capable of operatiiig as intended.
Depreciation is provided on all tangible fixed assets, at rates calculated to write off the cost, less
estimated residual value, of each asset on a systematic basis over its expected useful lif¢ as follows..

(g) Debtors and creditors receAvable I payable within one year
Debtors and creditors with no stated iiiterest rate and receivable or payable within one year are
recorded at transaction price. Any losses arising from impairment are recognised in expenditure.
(h) Impairment
Assets not measured at fair value are reviewed for any indication that the asset may be impaired at
each balance sheet date. If such indication exists, the recoverable amount of the asset, or the asset's
cash g¢n¢rating unit, is estimated and compared to th¢ carrying amount. Wliere the carrying amount
exceeds its recoverable amount, an iinpairment loss is recognised in profit or loss unless the asset is
carried at a revalued amount where the iinpairinent loss is a revaluation decrease.
(i) Provisions
Provisions are recognised when the charity lias ali obligatioii at the balance sheet date as a result of a
past event. it is probable that an outflow of economic benefits will be required Én settlement and the
amount can be reliably estimated.

Basis of preparing the financial statements
(i) Leases
Assets acquired uiider financ¢ leases are capitalised and depreciated over the shorter of the lease term
and the expected useful life of the asset. Miniinum lease payments are apportioned between the
finance charge and the reduction of the outstanding lease liability using the effective interest method.
The related obligations, net of future finance charges, arc included in creditors.
Rentals payable and receivable under operating leases are charged to the SOFA on a straight line basis
over the period of the lease.
(k) Tax
No provision is required for taxation as the coinpany is defined as a charity for taxation purposes.
The charity is a registered charity and so sucli is entitled to certain tax exeinptions on income and
profits from investineiits and surpluses on any tradiiig activities carried on iii flirtherance of the
charity's primary objectives, if tliese profits and surpluses are applied solely for charitable purposes.
(l) Going concern
The financial statements have been prepared on a going concern basis as the trustees believe that no
Inaterial uncertainties exist. The trustees have considered the level of funds held and the expected
level of income and expenditure for 12 montlis from authorising these finaiicial statements. Tlie
bLidgeted income and expenditure is sufficient with the level of reserves for the charity to be able to
continue as a goiiig concern.
(m) Judgements estimates
The following judgements including those involving estimates that have been made in the process of
applying the above accounting policies that Iiave had the most sigiiificant effect on tlie amounts
recogiiised in tlie fiiiancial statements and that have a significant risk of causing a material adjustment
to the carrying amounts of assets and liabilities within the next financial year..

The estimates and assumptions are reviewed on an ongoing basis considering the current and future
market conditions.

Taxation
The company is a registered charity and so such is entitled to certain tax exemptions on income and
profits from investments and surpluses on any tradiT]g activities carried on in furtherance of the
charity's priinary objectives, if tliese profits and surpluses are applied solely for charitable purposes.
Fund accounting
The Charity has various types of funds for which it is responsible, and which require separate
disclosure. These are as follows:
(i) Restricted Funds
Grants or donatioiis received, which are earmarked by the donor for specific purposes within the
overall aims of the organisation.
(li) Unrestricted Funds
Funds which are expendable at tlie discretion of the Directors in furtlierance of the objects of the
charity. Such funds Inay be held in order to finance capital investment and working capital
Pension costs and other post-retirement benefits
The charitable company operates a defined contribution pension scheme. Contributions payable to
the charitable company's pension scheme are charged to the Statement of Financial Activities in the
period to which they relate.
