Structure, Governance & Management
Tobin Centre (Moortown) Ltd is constituted as a charitable company registered with the Charity Commission in April 2012 under charity number NIC103623.
Organisation Structure
Tobin Centre’s Directors are responsible for the general control and management of the charity. The Directors give their time freely and receive no remuneration or other financial benefit.
The Directors meet as a body monthly and are responsible for all decisions taken in relation to running the Youth Centre.
Recruitment and Appointment of Directors
The existing Directors are responsible for the recruitment of new Directors. In selecting new Directors, we seek to identify people who regularly attend events and activities organised by the charity and are willing to volunteer to help in the delivery of all youth activities. Potential Directors are invited to attend Director’s meetings as observers and are given more details of the charity’s aims and activities and, if they agree, they are then proposed as new Director at the subsequent Director’s meeting. This process allows due consideration of the person’s eligibility, personal competence, specialist knowledge and skills.
Induction and Training of Directors
Following appointment, new Directors are introduced to their new role and given copies of the Articles of Association and a guide to the policies and procedures adopted by our Charity. A number of publications from the Charity Commission are also provided include the guidance on charities and public benefit. This ensures that new Directors are aware of the scope of their responsibilities under the Charities Act. Initially, new Director’s work with an existing Director assisting on particular activities and projects run by the charity. After satisfactory feedback from existing Directors, they are then given the task of leading a particular activity or project, reporting progress at Director’s meetings.
Risk Management
The Directors have assessed the risk the charity faces and have drawn up a risk matrix which identifies the major risks by area of activity, the nature of those risks, the likelihood of the risks happening, and the measures taken to manage them. The Directors review this risk matrix regularly at their meetings. The Directors are satisfied that systems are in place, or arrangements are in hand, to manage the risks that have been identified. In particular, insurance cover is in place and finances of the Centre are kept under review. Appropriate Access NI checks, supported by regularly reviewed policies, are made for all those who work with children within the Centre.

Objectives and Activities
Mission Statement
Ensuring a vibrant Centre that provides inclusive, innovative, and sustainable programmes and services improving individuals and communities educational, physical, mental and emotional health and wellbeing.
Our Aims
The objects of the charity are set out in the Company’s articles of association and are as follows:
To act as a resource for babies, toddlers, young people and their parents and guardians living in Moortown and its surrounding areas (the “area of benefit”) by providing advice, assistance and support and organising programmes of physical, educational, and other activities as a means of:

Provides an environment which encourages education and social development for babies and toddlers (children under four) whilst providing a friendly and supportive network for parents and carers.

advancing in life and helping young people and their parents and guardians by developing their skills, capacities, and capabilities to enable them to participate in society as independent, mature and responsible individuals.

promoting education and training.

promoting amateur sport and advancing health; and

providing recreational and leisure time activities in the interests of social welfare to improve their conditions of life.
Our Objectives
Our objectives are set to reflect our community aims. Each year the Directors review our objectives and activities to ensure they continue to reflect our aims. In carrying out this review the Directors have considered the Charity Commission’s general guidance on public benefit.
Strategies
We want to make the Centre an accessible and welcoming facility for all young people, both able and less able young people.
We want to make the Centre available to those within Moortown and the surrounding areas. All promotion of activities are distributed through primary schools in Moortown and surrounding areas, to ensure that all families in these areas are made aware of the upcoming activities.
An important part of our strategy is to provide a wide range of youth activities, to promote physical activity, cultural activity, educational activity. Most of our activities do have a charge, however, where grants have been secured this charge is reduced to reflect the grant support.
The Directors recognise that the Centre must be sustainable, they are aware that the Centre has to be run via a sustainable model, with income sourced to meet fixed operational costs coming from surpluses from youth activities, grant applications and fundraising.
Use of Volunteers
Volunteers are an important resource. Volunteers are involved in most of our youth and fundraising activities, and we have over 5 people regularly giving their time. All our Directors also give their time freely. All our Volunteers are Access NI checked. We encourage all parents/guardians of our

members to be involved in voluntary activities and to share their skills to support the sustainability of the Centre.
Activities and Achievements
The charity carries out a wide range of activities in pursuance of its charitable aims. The Directors consider that these activities summarised below, provide benefit to the youth of Moortown and surrounding areas, and their parents, guardians and family members.

Our centre provides a valuable education & recreational resource to all in our local community. A wide variety of activities are organised & take place in our Centre, some are venue hire.

The BASE @ Tobin Activities
B ringing A dditional S upport to E veryone – The BASE @ Tobin runs from Tobin Centre, Moortown. It is a five-year programme funded by The National Lottery Community Fund NI. It is designed to meet the requirements of young people up to 18 years with additional support needs. The programme was launched in January 2020 and at the end of March 2023, there were a total of 165 registered families from across Mid-Ulster.
Between April 2022 and March 2023, the following activities were delivered.

In April 2022, The BASE @ Tobin had two Family Days. A total of 75 children and 49 adults attended.

In May 2022, The BASE @ Tobin delivered four Family Days. A total of 138 children and 85 adults attended.

In June 2022, The BASE @ Tobin had two Family Days. A total of 70 children and 46 adults attended.

In July 2022, The BASE @ Tobin had two Family Days which included a trip to the cinema. A total of 104 children and 59 adults attended.

In August 2022, The BASE @ Tobin had two Family Days which included a trip to Jungle NI. A total of 79 children and 44 adults attended.

In July and August 2022, The BASE @ Tobin delivered two weeks of Summer Scheme. A total of 52 children attended independently.

Financial Review
Reserves Policy
The Directors have reviewed the reserves of the charity. Their policy is to work towards building the reserves to meet 12 months operating costs of the Centre. The Directors are aware that some grants will only be paid post submission of paid invoices, therefore, to avail of these grants they need to have a cash reserve in place.
During lockdown the reserve account was changed to be The Base account, and the reserve funds were transferred to Santander main account.

Plans for Future
Tobin Centre has submitted a grant application to DAERA Social Enterprise Programme to support the establishment of a sensory room at the Centre.
