 (b) to advance education and the development of children through the provision of high quality and affordable childcare, development and play facilities and facilities for the recreation and education of children \tout-of-school hours and during school holidays and, in addition, to provide care and educational development to those children under statutory school age in the interests of social welfare so as to develop their physical, mental and emotional capacities;  (c) to promote or assist in the promotion, facilitation and organisation of community capacity building programmes and projects for the benefit of the inhabitants within the area of benefit who have need of such \tassistance as a result of their youth, age, disability or infirmity, or social and economic circumstances, in an effort to increase the abilities, skills and self-confidence of such inhabitants;  (d) to provide training for parents and carers of children in child development, family learning, parenting and other appropriate subjects;  (e) to relieve unemployment through the provision of high quality and affordable childcare, training, learning and employment initiatives;
