Structure, govemance and management
The management t(iard nomially consists of eight Trustees that meet regulaty to oversee
governance, provido a financial oversight and approve activities of the Charity. Any policy decision,
exceptional expenditure or expendf(ure above a pre-determined level require prbor approval by the
board. The Charity is governed on a day to day basis by a Manager who reports to the Trustees.

Objectives and activities
The Charity's objectives are to promote the advancement of the heatth and wellb8ing of those living in
Northern Ireland and the Republic of Ireland.
The Charity tries to meet these aims by providing an holistic and integrated approach to the provision
and delivery of services and programmes in order to improve health for people in its area from birth to
death.
Beneficiaries can participate in a wide range of programmes, services and activrties that are delrvered
in an expert and enthusiastic manner by the Charity and its staff and volunteers.
We have referred to the guidance cortained in the Charity Commission's general guidance on public
benefit when reviewtng our ams and ot4ectives and in pkanning our future activities.
Achievements and performan¢0
2024 continued to be another busy but productive year for the Charlty faced with the continuing
pressures of a post parKlemic world struggling with economic and social problems.
The Charty continued to provide a wealth of serrficEs for people Itving and worf(ing across the rural
Ards Peninsula. In particular, the Charity's work focused on helping to tackle health inequalities and to
improve health and wellbeing in the widest sense.
Once again the charty was faced with increased demands on ts resources and without the receipt of
grants from statutory authorities, it would not be able to provide these seNices to any meaningful
degree.
Flnanclal review
The overall income of the Charty during the year ended 31 st March 2024 increased by £51.823 to a
total of £237,899.
This increase in income was met by an increase in expenditure of £24,226 to £218,589 vthich
accounted for the subsequent surplus for Ihe year of £19,310 compared to a deficii in 2023 of £8,287.
Net funds Éher8fore increased to £230,643 from £211,333 in the preceding year.
The Charity has sufficient reseNes a￿1 liquid assels lo continue its objecttves for the foreseeable
future, but is heavily reliant on continuiThJ support from a WKle range of investors. particularly those
withln Ihe public sector.

Partnership ￿Mited (Yhe charity,) for the year ended 31 March 2024.
Respo.nsibilities and basis ot report
As the trustees of the company (and also its directors for the purposes of company law) you are
responsible for the preparation of the financial statements in accordance with the requirements of
Charities Act (Northem Ireland) 2008 (the '2008 Act.) and the Companies Act 2006 ('the 2006 ACY).
You are satisfied that the accounts of the company are not required by charty or company law to be
audited and have chosen instead to have an independent examination.
Having satisfied myself that the accounts of the company are not required to be audited under Part 16
of the 2006 Act and are eligible for independent examination, I report in respect of my examination of
the Charty's financial statements as carried out under section 65 of the 2008 Act. In carrying out my
examination I have tollowed the general Directions given by the Charity Commission for Northern
Ireland under section 65(9)(b) of the 2008 ACL

I have completed my examination. I confirm that no matters have come to my attention in connection
with my examination giving me cause to believe that in any material respect:
accounting records were not kept in respect of the charity as required by section 386 of the
2006 Act; or
the financial statements do not accord with those records; or
the financial statements do not comply with the accounting requirements of section 396 of
the 2006 Act other than ary requiremenl Ihat the accounts give a 'true and fairf view which
is not a matter considered as part of an independent examinalion; or
Ihe financial statements have not been prepared in accordance with the methods and
principles of the Statement of Recommended Practice for accounting and reporting by
charities applicable to charities preparing their accounts in accordance with the Financial
Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

General information
The charty is a wblic benefit entity and a private company limited by guarantee, registered in
Northern Ireland and a registered charty in Northem Ireland. The address of the registered office
is Kircubbin Communty Centre, 4 Church Grove, Kircubbin, BT22 2SU.
Stalemenl of compllance
These financial statements have been prepared in compliance with FRS 102. The Financial
Reporting Standard applicable in the UK and the Republic ol Ireland., the Statement of
Recommended Practic8 applicable to chartties preparing thair accounts in accordance with the
Financia] Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities
SORP {FRS 102)) and the Companies Act 2006.
Accounting pollcles
Basls of preparation
The financial slatements have been prepared on the hlstorical cost basis, as modified by the
revaluation of c8rtain financia] assets and liabilities and investment properties measured at fair
value through income or expenditure.
The financial statements are prepa￿ in sterling, which is the functional currency of the enlty.
Golng concern
There are no material uncertainlies alxiut the chartys abilty to continue.
Disclosure exemptions
The entity satisfies the criteria of being a qualrfying entity as defined in FRS 102. Its financial
statements are consolidated. into the financial statements of (enter name of group financial
statements) which can be obtained from (enter detail). As such. advantage has been taken of the
following disclosure exemptions available under paragraph 1.12 of FRS 102:
{a) No cash ffow statement has been presented for the company.
(b) Disclosures in respect of financial instruments have not been presented.
Judgements and key sources of 88timatlon uncertainty
The preparation of the financial statements requires management to make judgements,
estimates and assumptions that affect the amounts reported. These estimates and judgements
are continuaily reviewed and are based on experience and other factors, including expectations
of future events that are believed to be reasonable under the circumstances.

Fund accounting
Unrestricted funds are available for use at the diSCre￿n of the trustees to further any of the
charity's purposes.
Designated funds are unrestrtcted funds eamiarked by the trustees for particular future project or
commitment.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or
through the temis of an appeal. and fall into one of two sutrrflasses: restrtcled income funds or
endowment funds.
Incoming resources
All incoming resources are included in the statement of financial activities when entitlement has
passed to the charty" Èt is probable that the economic benefits associated with the transaction
will flow to the charty and the amount can be reliably measured. The following specific policies
are applied to particular categories of income:
income from donations or grants is recognised when there is evidence of entitlement to the
gift, receipt is probable and its amount can b8 rneasured reliably.
legacy income is recognised when receipt is probable entitlement is established.
income from donated goods is measured at the fair vatue of the gocmjs unless this is
impractical to measure reliabty, in which case the value is derived from the cost to the donor
or the estimated resale value. Donated facilities and services are recognised in the
accounts when received if the value can be reliably measured. No amounts are included for
the contribution of general volunteers.
income from contracts for the supply of services is recognised wrth the delivery of the
contracted service. This is classified as unrestricted funds unless there is a contractual
requirement for it to be spent on a particular purpose and relumed if unspent, in which case
it may be regarded as restricted.

ExpendÈture is recognised on an accruals basis as a liabilty is incurred. Expenditure includes any
VAT which cannot be fully recovered, and is classified under headings of the statement of

Impalrment of fixed assets
A review for indicators of impaimient is carried out at each reporting date, with the recoverable
amount being estimated where such indicators exisL Where the carrying value exceeds the
recoverable amounL the asset is impaired accordingly. Prior impaimients are also reviewed for
possible reversal at each reporting date.
For the purp)ses of impairment testing. when it is not possible to estimate the recoverable
amount of an individual asset, an estimate is made of the recoverable amount of the
cash-generating unit to which the asset belongs. The cash4Jenerating untt is the smallest
identifiable group of &￿ets that includes the asset and generates cash inflows that largely
independent of the cash inflows from other assets or groups of assets.
For impaimwnt testing of goodwill, the goodwill acquired in a buslness combination is, from tho

Government grants
Government grants are recognised at the fatr value of the asset received or receivable. Grants
are not recognised until there is reasonable assurance that the charity will comply with the
conditions attaching to them and the grants will be recerved.
Where the grant does not impose specrfied fuiure perfomiance-related conditions on the
recipient, it is recognlsed in income when the grant proceeds are received or receivable. Where
the grant does impose specffied future perfrjrmance-related conditions on the reciplent, it is
recognised in income only when the perfomiance-related conditions have been met. Where
grants received are prior to satisfying the revenue recognition criteria, they are recognised as a
liability.

A financiai asset or a financial liability is recognised only when the charity becomes a paty to the
contractual provisions of the instrumenL
Basic financial instruments are initially recognised at the amount receNable or payable including
any related transaction costs.
Current assets and current liabilities are subsequently measured at the cash or other
consideration expected to be paid or receNed and not discounted.
Debt instruments are subsequently measured at amortised cost.
Where investments in shares are publicly traded or their fair value can otherwise be measured
reliably, the investment is subsequently measured at fair value with changes in fair value
recognised in irKome and expenditure. All other such investrnents are subsequently measured at
cost less impairment.
Other financial instruments, including derivatives. are initially recognised al fair value. unless
payment for an asset is defe￿ed beyond nomial business terms or financed at a rate of interest
that is not a market rate, in which case the asset is measured at the present value of the fLJture
payments discounted at a market rate of interest for a similar debt instrument.

Any reversals of impairment are recognised immediately, to the extent that the reversal does not
resuEt in a carying amount of the financial asset that exceeds what the carrying amount would
have been had the impairment not previously been recognised.
Defined conlrlbutlon plans
Contributions to defined contribution plans are recognised as an expense in the period in which
the related seryice is provided. Prepaid contributions are recognised as an &sset to the extent
that the prepayment will lead to a reduction in future payments or a cash refund.
When contributions are not expected io be settled wholly within 12 months of the end of the
reporting date in which the employees render the related service, the liability is measured on a
discounted present value basis. The unwinding of the discount is recognised as an expense In
the period in which it arises.

The amount induded as deferred income relates to sums totalling £109,117 received as
government capilal grants during the years ended 31 March 2014. 2015 and 2017. Such grants
are reviewed annually and are released to income on a consistenl basis according to factors
such as the temis of the indrvidual grant, the period lapsed since their re￿Ipt and the likelihood
of their repayment being necessary.
During the year an amount of £9,642 (2023: £9,642) was released to irwme as shown in Note 8
on Page 13. This means that at 31 March 2024 a cumulative total amount of £33,860 (2023:
£24,218) had been released to the Income & Expenditure Account to date.
