The trustees present their report and financial statemonts for the year ended 31 March 2023.
Background
CDM Community Transport (CDM) was established in 2013 as a result of the merger of Cookstown Rural
Community Transport and Dungannon and Dlstrict Community Transport.
CDM Communlty Transport Ss a company limited by guarantee with charitable status that has been established to
provide the transport services, previously carried on by organisations in Cookstown and Dungannon. The new
company will also act as lead body to administer DFI funding to the existing Magherafelt organisation Out and
About Community Transport.
CDM Community Transport operates on a 10b pemiit. Only registered members can avail of the transport services.
Structure• governance and management
The organlsatlon is a company limited by guarantee and does not have share capital. The company is a registered
charity with the Nl Charities Commission from the 15 December 2015 (charity number: NIC 103418).
The company was established under a Memorandum and Articles of Association. which ?stablished the objects and
powers of the charitable company, and is governed under its Articles of Association.
CDM Community Transport has a cross-community focus and is managed by the trustees who are elected annually
and representatives must be elected from both council areas.
The appoinlment of trustees is in accordance with the charity's Artides of Association. whereby each member will
be entitled to nominate one person only in writing not less than seven days before the date of the Annual General
Meeting.

Objectlves and actlvltles
The objects and activities of the charity are:
1. To provide safe, accessible door-t041oor transport to members, especially the most disadvantaged members
Ilving in the rural areas of Mid Ulster.
-providing an accessible vehicle which can co118Ct people from their homes and take them to the required
destination
-training drivers to the MIDAS standard in order to provide a quality service
-raising the profile of CDM Community Transport in various hamlets and villages in the Mid Ulster Area in an effort
to increase participatlon in the project
-ensuring that staff who deal with disabled members are trained in Customer Care and Passenger Assistance
-utilising the most costéffective vehicle in the provision of demand led rural transport services
-making the small vehicle available to families who have a disabled family member.
2. To provlde a door-to4oor Servi￿ to members living in rural areas where there is little or no other form of suitable
transport available:
-increasing the database of volunteer drivers who are willlng to give up their spare time for the benefit of others
-provide disability awareness training and First Aid to suitable volunteers
-raising awareness. especially in rural villages and hamlets
-CO-ordinating volunteer availability with demand in specific areas of the district
-providing regular support. training and infomiation for volunteer drivers
-liaising with other community and voluntary activists in service provision to disadvantaged groups and individuals.
3. Increase the efficiency and effecliveness of local transport resources wilh a one-stop-shop:
-providing inforrnation and advice lo members on variou5 Suitable modes of transport
-building up relationships with private operators and taxi owners in the district
-working closely with neighbouring Rural Transport Partnerships in preparation for the restructuring of local
Councils
-providing a feeder service to the Public Transport
-providing infonnation on training available to other voluntsry organisations. especially those who operate thelr own
transport.
4.CDM Communlty Transport have been provldlng Disability Action Servlces from April 2013.
Achievements and perforniance
The company has during the year endeavoured:
-to provide Dial a lift services to registered members living in wral areas of Mid Ulster who have no access to public
transport,
-to provide free or /3 fare travel (up to April 2021) to members who have a verified smartpass,
-to continue to provide group hire on either a %vith' or'without driverf basis.
At present CDM Community Transport have 366 group memberships, 1,396 indlvidual members and 333 DAT
members.
The directors are satisfied that all grants, including the RTF and COVID Relief (Resource) Funding have been used
solely for the purposes intended and in accordance with each of the terms and conditions.

Flnanclal Revlew
The company moets its day to day running costs via a revenue grant from the Department of Infrastructure. This
grant is normally mad8 for a 12 month period and guarantees funding for that period. As a result of the ongoing
political instsbility in Northem Ir8land and lack of a functioning Assembly, the company have only received a letter
of offer from the Department for funding to 31 July 2023. There has been no offer of funding from the Department
regarding the rest of the next financial year. Thls creates a material uncertalnty over the abilty of the company to
continue as a going concern.
The Trustees are in constant contact with the Department and have no reason to believe that funding will not be
achieved. In the interim the Trustees have sought new sources of funding and started a process of cost reductions
to ensure that the Gompany can continue as a going concem.
The trustees will conduct annual reviews of the appropriate level of unrestrlcted reserves. The purpose of this
reserve is to provide stability for the charity to ensure that it is able lo honour existlng contractual obligations, to
upgrade existing capltal equipment. to cover unforeseen events beyond the company's control and to enable it to
continue its operations in the unlikely event of a significant fluctuation in expenditure or income. The board has an
ongoing programme of capital replacement due to high maintenance and running costs.
The committee aim to build reserves to at least 3 months of annual expenditure. to meet financial commitments. to
meet capital repayments for vehicles purchased on Hire Purchase and also to build in a provision for redundancy
for all staff in the unlikely event that funding would cease. The committee currently estimate the provision for
redundancy to be £83,000. This may be achieved by increasing eamed income or reducing expenditure. The
present level of reserves available to the charity is £266,832 and this is considered
satisfactory. Of this amount. £63.000 is held in cash at bank and in hand.
Audltor
David Lyttle + Co Ltd were appointed auditor to the company and in accordance with section 485 of the Companies
Act 2006. a resolution proposing that they be re-appointed will be put at a General Meeting.
Statement of disclosure to audltor
So far as the trustees are aware, there is no relevant audit information of which the company's auditor are unaware.
Additionally, the trustees have taken all the necessary steps that trustees ought to have tsken as trustee in order to
make themselves aware of all relevant audit infomiation and to establish that the companls auditors are aware of
that infomiation.

The trusteas are responsible for preparing the financial statem8nts in accordance with applicable law and
regulations.
Company law r8quir8s the trustees to prepar8 financial statements for each financial year. Under that law the
trustees hav8 elected to prepare the financial statements in accordance wilh United Kingdom Generally Accepted
Accounting Praclice (United Kingdom Accounting Standards and applicable law). The financial statements are
required by law to give a true and fair view of the state of affairs of the charity and of its incoming resources and
application of resources, including its net income and expenditure for the year.
In preparing those financial statements, the trustees are required to:
select suitsble accounting policies and then apply them consistently;
make judgements and estimates that are reasonable and prudent:
prepare the financial ststements on the going concem basis unless it is inappropriate to presume that the charity
will continue in business.
The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any
tlme the financial position of the charity and enable them to ensure that the financlal statements comply with the
Companies Act 2006.They are also responsible for safeguarding the assets of the charity and hence for taking
reasonable steps for the prevention and detection of fraud and other irregularities.

We have audited the financial statements of CDM Community Transport (the 'company') for the year ended 31
March 2023 which comprise Ihe statement of changes in equity and notes to the financial statements, including
significant accounting policies. The financial reporting framework that has been applied in their preparation is
applicable law and United Kingdom Accounting Stsndards. including Financial Reporting Standard 102 The
Finanual Reporting Standard applicable in the UK and Republic of Ireland (United Kingdom Generally Accepted
Accounting Practice).
In our opinion the financial ststements:
give a twe and fair view of the state of the company's affairs as at 31 March 2023 and of its deficit for the year
then ended;
have been properly prepared in accordance with United Kingdom Generally Accepted Accounting Practice., and
have been prepared in accordance with the requirements of the Companies Act 2006.
Basls for oplnlon
We conducted our audit in accordance with International Standards on Auditing (UK) (ISAS (UK)) and applicable
law. Our responsibilities under those stsndards are further described in the Auditor's responsibilities for the audit ol
the financial statements section of our report. We are independent of the company in accordance with the ethical
requirements that are relevant to our audit of the financial statements in the UK. including the FRC'S Ethical
Standard. and we have fulfilled our other ethical responsibilities in accordan￿ with these requirements. We believe
that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.
Material uncertainty related to going concern.
We draw attention to Note 1.2 in the financial statements, which indicates that the company has not achieved its
core funding for the next financial year. As stated in Note 1.2. these events or conditions. along with other matters
as set forth in Note 1.2. indicate Ihat a material uncertainty exists that may cast significant doubt on the company's
ability to continue as a going concem.
Our opinion is not modified in respect of this matter.
In auditing the financial statements, we have concluded that the directors, use of the going con￿rn basis of
acwunting in the preparation of the financial statements is appropriate. Our responsibilities and the responsibilities
of the directors with respect to going concem are described in the relevant sections of this report.

The other information comprises the infomiation included in the annual report other than the financlal ststements
and our auditorfs r8POrt thereon. The directors ar8 r8sponsible for th8 other information contained within the annual
report. Our opinion on the financial statements does not Cover the other information and, except to the extent

audit, we have not identified material misstatem8nts in the trustees, report.
We have nothing to report in respect of the following matters where the Companies Act 2006 requires us to report

adequate accounting records have not been kept, or returns adequate for our audit have not been received
from branches not visited by us. or
the financial statements are not in agreement with the accounting records and retums; or
certain disclosures of directors. remuneration specified by law are not made. or

the directors were not entitled to prepare the financial statements in accordance with the small companies

CDM Community Transport Is a private company limited by guarant88 incorporated in Northem Ireland. The
registered office is Unit 4, Derryloran Business Centra, Cookstovm. Co Tyron8, BT80 9LU.
1.1 Accountlng conventlon
The financial statements have been prepared in accordance with Accounting and Reporting by Charities..
Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the
Financial Reporting Stsndard applicable in the UK and Republic of Ireland {FRS 102) effective 1 January
2015) - (Charities SORP {FRS 102)), the Financial Reporting Standard applicable in the UK and Republic of
Ireland (FRS 102) and the Companies Act 2006.
CDM Community Transport meets the definition of a public benefit entity under FRS 102. Assets and liabilities
are initially recognised at historical cost and transaction value unless otherwise stated in the relevant
accountsncy policy note{s). The financial statements are prepared on a going concem basis.
1.2 Golng concern
The company meets its day to day running costs via a revenue grant from the Department of Infrastructure.
This grant is normally made for a 12 month period and guarantees funding for that period. As a result of the
ongoing political instability in Northem Ireland and lack of a functioning Assembly, the company have only
received a letter of offer from the Department for funding to 31 July 2023. There has been no offer of funding
from the Department regarding the rest of the next financial year ending 31 March 2024. This creates a
material uncertainty over the ability of the company to continue as a going concem.
The Trustees are in Constant contact with the Department and have no reason to believe Ihat funding will not

At the time of approving the financial ststements. the trustees have a reasonable 8xpectation that the
company has adequate resources to continue in operational existence for the foreseeable future. Thus the
dlrectors continue to adopt thè going concern basis of accounting in preparing the financial statements.
1.3 Fund accountlng
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general
objectives of the charity.
Restricted funds are subjected to restrictions on their expenditure imposed by the provider of the funds.
1.4 Tanglble fixed assets
Tangible fixed assets are initsally measured at cost and subsequently measured at cost or valuation, n8t of
d8preciation and any impaimient losses.
Depreciation is recognised so as to write off the cost or valuation of assets less their residual values over their
useful lives on the following bases:

Following a review of depreciation policies during the year it was decided to amend the depreciation rate

1.5 Cash and cash equlvalents
Cash and cash equivalents are basic financial assets and include cash in hand, deposits held at call with
banks, other short-temi liquid investments with original maturities of three months or less, and bank
overdrafts. Bank overdrafts are shown within borrowings in current liabilities.
1.6 Financial instruments
The company has elected to apply the provisions of Section 11 'Basic Financlal Instruments, and Sedlon 12
'Other Financial Instruments Issues. of FRS 102 to all of its financial instruments.
Financial instruments are r8cognis8d in the company's balance sheet when the company becomes party to
the contractual provisions of the instrument.
Flnancial assets and liabilities are oftset, with th8 net amounts presented in the financial statements, wh8n
there Is a legally enforceable right to set off the recognised amounts and there is an intention to settle on a
net basis or to reallse the asset and settle the liability simultaneously.
Ba$lc flnanclal assets
Basic financial assets, which include debtors and cash and bank balances, are initially measured at
transaction price induding transaction costs and are subsequently carried at amortised cost using the
effective interest method unless the arrdngement constitutes a financing transaction, wh6re the transaction is
measured at the present value of the future receipts discounted at a market rate of interest. Financial assets
classified as receivable within one year are not amortised.
Classlficatlon of financial liabilltses
Financial liabilities and equity instruments are dassified according to the substance of the contractual
arrangements entered inlo. An equity instrument is any contract that evidences a residual interest in the
assets of the company after deducting all of its liabilities.
Baslc financial liabilitl•s
Basic financial liabilities, including creditors. bank loans, loans from fellow group companies and preferen
shares that are classified as debt. are initially recognised at transaction price unless the arrangement
constitutes a financing transaction, where the debt instrument is measured at the present value of the future
payments discounted at a market rate of Interest. Financial liabilities classified as payable withln one year are
not amortised.
Debt instruments are subsequently carried at amortlsed cost. uslng the effective interest rate method.
Trad8 creditors are obligations to pay for goods or services that have been acquired in the ordinary course of
business from suppliers. Amounts payable are classified as current liabilities if payment is du8 Within on8 year
or less. If not, they are p￿Sent&d as non-current liabilities. Trade creditors are recognised initially at
transaction price and subsequently measured at amortised cost uslng the effectiv8 int8r8st method.
Changes In the fair value of derivatives that are designated and qualify as fair value hedges are recognis8d in
profit or loss imrnediately, together with any changes in the fair value of the hedgbd asset or liability that are
attributable to the hedged risk.

1.7 Employee benerrts
The costs of short-tenn employee benefits are recognised as a liability and an expense, unless those costs
are required to be recognised as part of the cost of stock or fixed assets.
The cost of any unused holiday entitlement is recognised in the period in which the employee's services are
received.
Termination benefits are recognised immediately as an expense when the company Is demonstrably
committed to terminate the employment of an employee or to provide termination beneffts.
1.8 Retlrement beneffts
Payments to defined contribution retirement benefit schemes are charged as an expense as they fall due.
1.9 Leases
Leases are classified as financ818ases whenever the terms of the lease transfer substantially all the risks and
rewards of ownership to the lessees. All other leases are classified as operating leases.
Assets held under finance leases are recognised as assets at the lower of the assets fair value at the date of
inception and the present value of the minimum lease payments. The related liability is included in the
balance sheet as a finance lease obligation. Lease payments are treated as consisting of capital and interest

12 Charltable status
CDM Community Transport is a company limited by guarantee which has charitable status. The Company is
registered with the Nl Chaiity Commission under registered charity number NIC 103418.
13 Exceptlonal It•ms
In the financial statements for the year ended 31 March 2022 CDM Community Transport had ￿mmItted to
the purchase of a new Electric bus. A deposit and first payment on account amounting to a total of £71,761
had been included withln the prepayment figur8 of th& 2022 financlal statements. In the current financial year
the supplier of the electrlc bus has gon8 into liquidation and there is no Indicatlon that the funds paid by CDM
will be recoverable. For thls reason the financial statements for 2023 show exceptional items for the writing off
of the prepayment and the associated capital grant.
