The trustees who are also directors of the charity for the purposes of the Compantes Act 2006, present their
report with the finaiicial statements of the charity for the year ended 31 March 2024. The trustees have
adopted the provisions of Accounting and Reporting by Charities: Stateinent of Recommended Practice
applicable to charities preparing their accounts in accordance with the Financial Reporting Standard
applicable in the UK and Republic of Ireland (FRS 102) (effective l Janiiary 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
Blackie River Coinmunity Groups is a regist¢r¢d charity which seeks to empower the residents of the
Blackie River by facilitating and developing community developinent activity which enables thein to
celebrate their creativity and culture, develop their skills, enhance their self-est¢¢m, play a full and equal role
in society, and secure the social and economic regeneration of their area.
Significant activities
The Blackie River Community Groups aiins:
To promote the benefit of tlie inhabitaiits of tlie Blackie River area and the environs of the Greater Belfast
area (Iiereinafter described as the 'area of benefit") witliout distinction of age, gender, race, political,
religioLiS or other opinion, by associatioii statutory authorities, voluiitary organisations and inhabitaiits in a
coinmon effort to advance education, relieve poverty and to provide facilities in the iiiterest of social welfare
for recreation and leisure time occupation, with the object of improving the conditions of life for the said
inhabitants.
To promote cooperation between local community groups with the object of improving the conditions of life
for the inhabitants in the area of benefit.

Public benefit
Purpose A
The direct beiiefit which flows froin purpose A includes improved educatioii outcoines reduction in poverty,
and to provide faci lities in the iiiterest of social welfare for recreation and leisure time occupation, with the
object of iinproviiig tlie conditions of life of resideiits within Blackie River Area (Beechiiiount ward) and the
wider Greater Belfast area. These bei)efits are evidenced through our progranimes, initiatives and services
being monitoring and evaluated by all participants. The purpose of the charity may lead to the following
harm of personal injury through some of our educational programmes, daycare provision and health
programme but we can deinonstrate that this harm is greatly reduced thorougli our risk manageinent policy
and procedures and tlie benefits to the service users outweigh any of the risks. The charities beneficiaries are
the inhabitaiits of the Beechmount ward, Greater Falls area and the environs of the Greater Belfast Area. The
only private benefit flowing from tlie purpose is the skilling up of staff and the salary which they receive and
tliis is incideiital and necessary to run an organisation which operates to the childcare standards, education

works with local residents to ensure that quality and conditions of housing within the local area are up to
standard. In the past we successfully lobbied for new housing as there was a substantial amount of houses
with outside toilets and environmental issues. We successful got the area vested and new 21st century
housing built. We run a variety of educational classes which both upskills people and also combat social
isolation. We liave successful run a level 5 Childcare rnanagement course which means that there are now 14
local people wlio can iiow manage a day-care setting.

STRATEGIC REPORT
Achievement and performance
Charitable activities
Our charity found itself again like many others in difficult financial times this year due to tlie current Cost of
Living Crisis rising energy costs and increase in salaries due to minimum wage increases. W¢ have been
applying for external funding to alleviate financial pressures in which we were eventually successful in
receiving £20k from Council to help with runniiig costs. While the charity has not yet undertaken any public
fundraising initiatives, we have been successful in s¢¢king and receiving grant fuiiding amounting to
£1,081,855 for this year eliding March 2024. The breakdown of restricted grants funding can be seen on
Note 3 of the accounts.
The funding received assisted the charity in continuing with our aims aiid objectives, offering vital services
in our Coinmunity such as.. providing first class affordable child care, supporting child development.
providiiig support to children with additional needs, promoting Coinmunity led education through lifelong
learniiig, providing cultural and arts programmes, working on tlie regeneration of the area and working with
our cominunity partiiers in the Greater Falls Neighbourhood Partnership Area.
Reserves Policy
The charity's policy is to retain a level of frec reserves, which matches the needs of the organisation both at
the current time and in the foreseeable future. The charity has developed a plan to establish and maintain this
agreed level of free reserves. The charity will continue to monitor compliance with this policy on a regular
basis and the Board will review the appropriateness of the policy annually.
Financial review
Tlie company had net outgoing resources for the year of £105,613 (2023.. net outgoing resources of £54,017),
which reflected the completion of a nuinber of projects during the year. Unrestricted funds decreased by
£85,313, wliile restricted funds decreased by £20,300.

Future plans
The biggest challenge for us is going to be sustaining ourselves through this current cost of living crisis,
inflationary and energy increases. Tlie strategic priority will be sustainability. We aim to continue to
improve our business / finance model and coinmunity development outcoines, to continue to develop a
strong board aiid to inspire and professionalism to our staff.
In terms of sustainability we have:
a) Secured tlie tliird tender and extension for the West Belfast Health & Wellbeing Programme.
b) Sought funding for an extension.
c) Secured planning permission for our car park and are in the process of Vesting the land and securing
fuiiding to renovate it.
d) Working with local asset holders to secure the tenure of additional infrastructure tliat will enable the
organisation to expand our services.
e) We aim to continue to provide first class services to the
D community in tlie fields of cliild-care, education, art and culture, health, youth and older services and have
secured the status of Centre of excellence.
For the strategic priority of infrastructure.. We aim to improve the service available in the Beechmount area
by lobbyiiig for the improved facilities.
a) Examples of this are- The development of St James Farin, The contained lobbying for. tlie Beeclimount
Triaiigle sitc, the car park and the extension to the Blackie River Community Group.
b) Extra provision of alley gates.
c) Working with the Davitts GAC to provide indoor sports provision.
d) Assisting Willowbaiik FC with a new 3G pitch.
e) Establisliment of a Social Supermarket, delivering food vouchers and wraparound support to 270 families.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The cliarity is controlled by its governing document, a deed of trust, and constitutes a limited company,
limited by guarantee, as defined by the Companies Act 2006.
Governance of the Charity
During the period under review the directors met bi-monthly. Trusteesldirectors are appointed by
nomiiiations made in writing by any existing director. At the General Meeting nominated directors are
appointed by election.

Risk management
The priiiciples of good governance are embedded within all aspects of Blackie River Conimunity Group
Limited operations with management and staff being keenly aware of the Boards responsibility of ensuring
that the organisation protects itself from financial exposure and reputational dainage, A close working
relatioiiship is maintained between the Board and Inanagement to ensure that operationally staff are aware of
the standards required of them by the Board and the Board are always in a position to provide guidance and
support to Inanagement iii the discharge of their duties. This two way relatioiiship is the key feature of
Blackie River Community Group Limited governance arrangements and is a key strength in the company.
A coiiscientious approach to ensuring that contractual project requirements are achieved has been maintained
at all tiines both in the accounting period being reported on and since Blackie River Community Group
Limited establisliineiit. Very tight financial controls on expenditure and all financial cominitments are
maintained at all times and project staff have been trained and have become experienced in budgetary
controls.ln both these areas ie Project delivery and financial controls inanagement all staff have established
close working relationships witli funding organisations to ensure all mandatory standards are consistently
achieved. Board representatives also actively engage with funding bodies.
The Board. management and staff are fully aware that the nature of the work in which Blackie River
Community Group Liinited is involved can bring with it a high level of scrutiny to ensure that all activities
are fully compliaiit with funding requirements and,therefore, beyond reproach.The Board of Blackie River
Community Group Liinited is, therefore, greatly reassured of the company's compliance with the highest of
standards of governance on the basis that all monitoring and evaluation of project delivery demonstrates
achieveinent of all funders objectives and that funders, audits and vouching of financial expenditure and the
statutory audit confirni coinpliance with both probity and regularity in tlie use of monies received.

at any time the financial position of the charitable company and to enable them to ensure that the financial
stateinents comply with the Cornpanies Act 2006. They are also responsible for safeguarding the assets of
the charitable coinpany and hence for taking reasonable steps for tlie prevention and detection of fraud and
other irregularities.
In so far as the trustees are aware-

We liave audited the financial statements of Blackie River Community Groups (the 'charitable company,) for
the year ended 31 March 2024 which coinprise the Statement of Financial Activities, the Statement of
Financial Position, the Statement of Cash Flows and notes to the financial statements, including a summary
of significant accounting policies. The financial reporting framework that has been applied in their
preparation is applicable law and United Kingdom Accounting Standards (United Kingdom Generally
Accepted Accounting Practice), including Financial Reporting Standard 102 'The Financial Reporting
Standard applicable in the UK and Republic of Ireland,.
In our opiiiion the financial statements..
give a true and fair view of the state of the charitable company's affairs as at 31 Marcli 2024 and of its

We conducted our audit in accordance with International Standards on Auditing (UK) (ISAS (UK)) and
applicable law. Our responsibilities under those standards are furtlier described in the Auditors,
responsibilities for the audit of the financial statements section of our report. We are independent of the
charitable company in accordance with the ethical requirements that are relevant to our audit of the financial
stateinents in the UK. including the FRC'S Ethical Standard, and we have fulfilled our other ethical
responsibilities in accordance with these requirements. We believe that the audit evidence we have obtained
is sufficient and appropriate to provide a basis for our opinion.
Conclusions relating to going concern
In auditing tlie financial statements, we have concluded that the trustees, use of the going concern basis of
accounting in the preparation of the financial statements is appropriate.
Based on th¢ work we have performed, we have not identified any Inaterial uncertainties relating to events or
conditioiis that. individually or collectively, may cast significant doubt on the charitabl¢ company's ability to
continue as a going concern for a period of at least twelve rnonths from when the financial statements are
autlioris¢d for issue.

The extent to which our procedures are capable of detecting irregularities, including fraud is detailed below..
Irregularities, including fraud, are instances of non-compliance with laws and regulations. We design
procedures in line witli our responsibilities, outlined above, to detect 171aterial misstatenients in respect of
irregularities, includiiig fraud. In particular, we looked at where Inanagement made subjective judgeinents,
for exainple iii respect of accounting estimates that involved making assumptions and considering future
eveiits that are inlierently uncertain. We also considered potential financial or other pressLires, opportunity
and motivations for fraud. As part of this discussion, we identified the internal controls established to
mitigate risks related to fraud or non-complianc¢ with laws and regulations and how manag¢inent monitor
these processes. Appropriate procedures included the review and testing of manual journals and key
estimates and judgeinents Inade by Inanagement for risk of fraud.
Based on our under4taiiding of the company and industry, we identified the principal risks of
non-compliance with laws and regulations as those that have a direct impact on the deterinination of material
amounts and disclosures in the financial statements.
We evaluated Inanageinent's incentives and opportunities for fraudulent Inanipulation of the financial
statements and identified the greatest potential for fraud. We communicated the identified laws and
regulations throughout the audit team and remained alert to any indications of non-compliance throughout

ACCOUNTING POLICIES
Basis of preparing the financi21 statements
Blackie River Community Groups Limited is constituted as a company limited by guarantee
incorporated in Northern Ireland (N1035799). In the event of the charity being would up, the liability
iii respect of the guarantee is liinited to £1 per Inember of the charity.
The charity constitutes a public benefit entity as defined by FRS 102. The financial statements have
been prepared in accordance with Accounting and Reporting by Charities.. Statement of
Recommended Practice applicable to charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland issued in 2019 the
Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102),
the Cliarities Act (Nortllei'n Irelaiid) 2013, the Compaiiies Act 2006 and UK Generally Accepted
Practice.
The financial statements are prepared on a going concern basis under the historical cost convention.

which is the functional currency of the Cliarity.
The significant accounting policies applied in the preparation of these financial stateinents are set out
below. These policies have been consistently applied to all years presented unless otherwise stated.
(b) Funds
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the general
objectives of the charity aiid which have not beeii designated for other purposes.
Desigiiated funds comprise unrestricted funds that have been set aside by the trustees for particular
purposes. The aim and use of each designated fund is set out in the notes to the financial statements.
Restricted funds are funds which are to bc used in accordance with specific restrictions imposed by
donors or whicli have beeii raised by the charity for particular purposes. The cost of raising and
administering such funds are charged against the specific fund. The aim and use of each restricted
fund is set out in the notes to the financial statements.
Furtlier explaiiation of the nature and purpose of each fund is included iii the notes to the financial
statements.
(e) Income recognition
All incoining resources are included in the Statement of Financial Activities (SOFA) wheii the cliarity
is legally entitled to the incoIne after any perforinanc¢ conditions have been met, the amount can be
measured reliably and it is probable tliat the income will be received.
For donations to be recogni5cd the charity will have beeii notified of the amounts and the settlement
date in writing. If there are conditions attached to the donation and this requires a level of
performance before entitleinent can be obtained then income is deferred until those conditions are
fully m¢t or the fulfilinent of those conditions is within th¢ control of the charity and it is probable
that they will be fulfilled.Voluntary incoine is received by way of grants, donations and gifts and is
included in full in the Statement of Financial Activities (SOFA) when receivable. Incoine received
from collections is recognised when received.

Basis of preparing the financial statements
Donated facilities and donated professional services are recognised in income at their fair value when
their ecoiiomic benefit is probable, it can b¢ measured reliably and the charity lias control over the
item. Fair value is determined on the basis of the value of the gift to the charity. For example the
ainouiit the cliarity woiild be willing to pay in the open market for such facilities and services. A
corresponding amount is recognised in expenditure.
No amount is included in the financial statements for volunteer time in line with the SORP (FRS 102).
Further detail is given in the Trustees, Annual Report.
For legacies, entitlement is the earlier of the charity being notified of an impending distribution or the
legacy being received. At this point income is recognised. On occasion legacies will be notified to the
charity however it is not possible to measure the amount expected to be distributcd. On these
occasions, the legacy is treated as a contingent asset and disclosed.

The charity receives government grants which are detailed within the iiotes to these financial

has entitleinent after any perforinancc conditions have been met. it is probable that the income will be
received and tlie amount cali be measured reliably. If entitlement is iiot met tlien these amounts are
deferred.
(D) Expenditiure recognition
All expenditure is accounted for on an accruals basis, inclusive of VAT which cannot be recovered
and has been classified linder headings that aggregate all costs related to the category. Expenditure is
recognised where there is a legal or constructive obligation to make payments to third parties, it is
probable that the s¢ttlement will be required and the amount of the obligation can be measured
reliably. It is categorised under the following headings:
Costs of raising funds includes the costs associated with attracting voluntary incoines-
Expenditure on cliaritable activities includes thos¢ costs incurred by the charity in the delivery of its
activities and services for its b¢ii¢ficiaries. It includes both costs that can be allocated directly to such
activities and tliose costs of an indirect nature necessary to support them. and
Other expenditure represents those items not falling into the categories above.
Irrecoverable VAT is charged as an expense against the activity for which expenditure arose.
Grants payable to third parties are within the charitable objectives. Where unconditional grants ar¢
offered, this is accrucd as soon as the recipient is notified of the grant. as this gives rise to a
reasoiiable expectation tliat the recipient will receive the grants. Where grants are conditional relating
to performance tlien the grant Is only accrued when any unfulfilled conditions are outside of the
control of the charity.

Basis of preparing the financial statements
Support costs are those that assist the work of the charity but do not directly represent charitable
activities and include office costs, governance costs, administrative payroll costs. They are incurred
directly in support of expenditure on the objects of the charity and include project management
arried out at Headquarters. Where support costs cannot be directly attributed to particular headings
they have been allocated to cost of raising funds and expenditure on charitable activitie5 on a basis
consistent with use of the i'esources. Premises overheads have been allocated on an insert detail basis
and other overheads have been allocated on a basis consistent with the use of resources.
Fund-raising costs are those incurred in seeking voluntary contributions and do not include the costs
of disseIninating iiiforination in support of the charitable activities.
{fj Tangible fixed assets
Tangible fixed assets are stated at cost less accumulated depreciation and accumulated impairment
losses. Cost includes costs directly attributable to Inakiiig the asset capable of operatiiig as intended.
Depreciation is provided on all tangible fixed assets, at rates calculated to write off the cost, less
estiinated residual value, of each asset on a systematic basis over its expected useful life as follows:

(g) Financial Instruments
A financial asset or a financial liability is recognised only when the charity becomes a party to the
contractual provision of the instrument.
Basic financial instruments are initially recognised at the amounts receivable or payable including any
related transaction costs.
Current assets and current liabilities are subsequently measured at the cash or other consideration
expected to be paid or relived and not discounted.
Debt instrumeiits are subsequently measured at amortised cost.
Where investments in shares are publicly traded or their fair value can otherwise be measured
reliably, the investment is subsequently measured at fair value with changes in fair value r¢cognised
in income and expenditure. All other such investments arc subsequently measured at cost less
impairment.
Other financial instruments, including d¢rivatives, are initially recognised at fair value, unless
payment for an asset is deferred beyond normal business terms or financed at a rate of interest that is
not a market rate, in which case the asset is measured at the present value of the future payments
discounted at a market rate of interest for a similar debt instrument.
Other financial instruments are subseqiiently measured at fair value with any changes recognised in
the statement of financial activities, with the exception of hedging instruments in a designed hedging
rclatioiiship.

Basis of preparing the financial statements
Financial assets that are measured at cost or amortised cost are reviewed for objective evidence of
impairtnent at the end of Cach reporting date. if there is objective evidence of impairment an
impairment loss is recognised under the appropriate heading in the statement of financial activities in
which the initial gain is recognised.
For all equity instruinents regardless of significance, and other financial assets that are individually
significant, these are assessed individually for impairment. Other financial assets are either assessed
individually or grouped on the basis of similar credit risk characteristics.
Any reversals of iinpairinent are recognised iinmediately, to the extent that tlie reversal does not resu It
in a carrying aiiioiint of the financial asset that exceeds what tlie carrying amount would have been
liad tlie iinpairinent not previously been recognised.
(h) Impairment
Assets not measured at fair value are reviewed for any indication that the asset may be impaired at
eacli balaiice sheet date. If such indication exists, the recoverable amount of the asset, or the asset's
cash generating unit, is estimated and compared to the carryiiig ainount. Where the carrying ainount
exceeds its recoverable ainount, an iinpairment loss is r¢¢ognised in profit or loss unless the asset is
carried at a revalued amount where the impairment loss is a revaluation decrease.
(i) Provisions
Provisions are recognised when the charity has an obligation at the balance sheet dat¢ as a result of a
past ev¢iit, it is probable that an outflow of economic beiiefits will be required in settlement and the
amount can be reliably estimated.
(i) Leases
Assets acquired under finance leases are capitalised and depreciat¢d over the shortcr of the lease term
and the expected useful life of the asset. Minimum lease payments are apportioned betwe¢ii the
finance cliarge and the r¢duction of the outstanding lease liability using the effective interest method.
The related obligations, net of future finance charges, are included in creditors.
Rentals payable and receivable under operating leases are charged to the SOFA on a straight line basis
over the period of the lease.
(k) Tax
No provision is required for taxation as the company is defined as a charity for taxation purposes.
The charity is a registered charity and so such is entitled to certain tax exemptions on income and
profits from iT]vestments and surpliises on any trading activities carried on in furtherance of the
charity's priinary objectives, if tliese profits ￿]d surpluses are applied solely for charitable purposes.

Basis of preparing the financial statements
The financial statements have been prepared on a going concern basis as the trustees believe that no
material uncertainties exist. The triistees have considered the level of funds held and the expected
level of income and expenditiire for 12 months from authorising these financial statements. The
budgeted income and expenditure is sufficient with the level of reserves for the charity to be able to
continue as a goTng concern.
(m) Accounting estimates and areas of judgement
The preparatioii of the financial stateinents requires manageinent to Inake judgements, estimates and
assuinptioiis tliat affect the amounts reported. These estimates and judgements are continually
reviewed and are based on experience and other factors, including expectations of future events that
are believed to be reasonable under tlie cir¢uinstances.
The items in the financial statements where these judgements and estimates have been Inade include-

Taxation
The charity is exempt from corporation tax on tts charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the
triistees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity.
Restrictions arise when spe¢ifIed by the donor or when funds are raised for particular restricted
purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the finaiicial
statements.
Pension costs and other post-retirement benefits
The charitable company operates a defined contribution pension scheine. Contributions payable to
the charitable company's pension scheme are cliarged to the Statement of Financial Activities in the
period to which they relate.

There were no related party transactioiis for the year ended 31 March 2024.
17. POST BALANCE SHEET EVENTS
There were no events after the reporting period therefore no material issues need disclosed.
18. COMPANY CHARGE
A Company Charge was created on 19th September 2000 between Dept of Social and Churchill
House. Tlie Charge consisted of premises comprised in a debenture, Land and Premises at
Beechmount Pass Belfast, coinprised in a lease made 18th September 2000 between NIHE and
Blackie River Coinmunity Groups.
19. WINDING UP
Every meinber of the Company undertakes to contribute to the assets of the Company, in the event of
tlie same being wound up while it is a member, or within one year after it ceases to be a member, for
payment of the debts and liabilities of the Company contracted before it ceases to be a member, and of
the costs, charges and expenses of windiiig up, and for the adjustment of the rights of the contributor's
among themselves, sucli amount as may be required not exceeding one pound.

The Company is Limited by Guarantee and has no Share Capital
