The objects of the Association is to iylieve povety, si¢kness and the aged and to piDmote the benefit

inhabitants in a cominon effoit to advance education, and to provide faoillties in the inteiESt$ of social

Total income foi. tlie yeai. was £367,869 (2022,. £288,162). Donations and legacies income amounted
to £367,268 (2022: £285,880), investment income ainounted to £601 (2022: £332) and othei, incoine
amounted to £Nil (2022: £1,950).
Total ¢xpenditure for the year ainountcd to £360, 135 (2022: £316,288). Project managem¢nt costs
amounted to £79,733 (2022: £86,193) aiid tli¢ costs of cliaritabl¢ activities amounted to £280,402
(2022: £230,095).
The net income for the yeai, was £7,734 (2022.. net expenditure of £28,126).
2023 was a biisy yeai. at WPCA. We started the year by distributing money to local families throiigh
the Belfast City Council Hai'dship Fund, working alongside East Belfast Community Development
Agency and other local community groups to ensure that viilnei'able families i'eceived the suppoit
pi'ovided by the Council to help with die Cost of Living Crisis. We wei'e also able to support oui. CAP
¢li¢iits living on tight oi, sometim¢s d¢fi¢it budgets with help towai'ds gas and electt'ic costs, thanks to
die aiiiazing suppoi't fi'oiii local cl)uirlies to oui. Chi'istinas appeal. It was gi'eat to see so many people
on]ing ihrough our doors, especially aftci. a quiet couple of yeai's dui'ing Covid. Staff wei'e able to
pi'ovide support and link people in wRtI) our programmes wheir appropi'iate. Oui. work in oui. Kids,
Yoiilh, Moving Foiwai'd, Fainily Support, CAP and Oiiti'each projects continiied and we were
encoui'aged with gl'owing numbers attending all oui. programm¢sl
We welcomed 4 students fi'ojn Tayloi. Univei'sity An Illinois, USA. Kaelyiin, Bi'iana, Jude and Tommy
joiiied us as pait of thcii. t¢i'm at Sti'anmillis University College and theii. placeineiit witli us saw them

The Cost of Living Ci'isis was a majoi. concern for tlie commiinlty aroiind LIS in early 2023, wlth
community wide sti'ategies allning to pj'ovide warm spaces for people to come to, Iielping them to save
on energy ¢osts at hoine, biit also to bulld cominunity aftei. the isolation of Covid. We joined with
other ¢oininunity groups and churches to launch th¢ East Belfast Anti-Povety Alliance and also took

In the Autumn w¢ enjoyed a visit from the Permanent Secretary of the Department for Communities,
Colum Boyle, along witli a team of officials, wlio fund our family suppoit proj¢Gt. It was gi'eat to be
able to show th¢ni ai'ouiid aiid to have the oppoitunity to sliai'e witli tlieIn the woi'k we arc doing and
for some of our service iisers to have the oppoitunity to share tlieir inspirational stories. We also
enjoyed a visit from the Halifax Fuiid who support our Hobby Club, They were impressed to see the
group in ￿11 swing and to hear how it has benefitted the community.
In the I'un up to Chi'istmas, we held our Christmas Tree Festival with trees decorated by 23 local
biisin¢ssos, 8 local ¢oinmunity groups, 2 local Roman Catholic congregations, 3 local schools and 24
groups fi'om within Willowfield Parish Church and WPCA. We wei'e delighted to welcome sevei'al
MLAS, an MP and soiiie of oui. local Belfast City Coujicilloys to tl)e f¢stival. Tlie local coinmunity
tui'ned out in foire and enjoyed music from Nettlefield PA'iinary Soliool choir and from Festival Brass.
This was a really succes8ful event, both in terms of welcoming in tlie communlty ai)d in lei'ms of
fundraising. The joy on people's faces as tl)ey looked at all the different trees and enjoyed tl)e
atmosphere made it really woitliwl)ile.
Throughoiit the yeai. we have benefitted fi'oin collaborating and partn¢Ying wÉtli oth¢i' local
organisations. Our involvement in local forums and network gi'oups is a real strength, k¢eping us

and IEsoiirces, and offer complementaiy seivices to best support each othei. and the local community.
Staff and Volunteers
We are blessed to have a great staff team who have, as always. given their all in the last year. It is
sucli a privilege to see the dedication shown by staff and tlie heart they liav¢ foi, our community. We
are so gi'atefiil to them and to our volunteers who give so selflessly of tlieir time and energy to support
oui. work. The enthusiasm, energy and positive attitudcs shown by staff and volunteei's enables us to
work togelli¢J' as a teain to meet th¢ challengcs we see in the community around us.
Tn Maroh, we said goodbye to our Job Club Manager, Eunice Newell and her husband Geoi'ge, one of
oiir Triistees. Eiinice and Geoi'ge Iiave been heavily involved with WPCA sin¢¢ the beglnning aiid we
took time to celebi'ate their hard woi'k and dedication over the years. We also saw our Moving
Folwai'd Co-ordinator, David Jai'dine, leave us in June aftei. suffering witlj ill healtli for a couple of
years. David has woi'kcd witli WPCA foi, many ye81's, first as a youth workoi., th¢n pioneering the
Moviiig Foi'ward project. David was able to join us towai'ds th¢ ¢nd of th¢ yeai. to celebi'ate his time
witli us aIid we pl'ay for liis coiitinued i'ccovci'y. Our finaiicial adinÉiiisti'atoi', St¢wait Quinn, accepted
the position as a youth work¢i' in Maghei'alin Parisli Church in August. Sliannon Smillie, one of oiii.
pai't-tiine project woi'keis moved to full-tiine employiment in tlie Thrther education sectoi. in
Septembei.. David, Shaiinon and Stewait will be greatly missed.
In November, we welcomed Linda Campbell as a CAP Debt Coach. Slie bi'ings a fresh entliusiasm
and en¢rgy to oui. work with p¢opl¢ in debt and allows us to ¢xpaiid oui. oapacity in this area.

to tlie operations and finances of the Charity, and are satisfied that systems are in place to mitigate an
exposui'e to major risks. Where appropriate, systems or procedures have been established to mitigate
th¢ risks the Charity faces, Internal control i'isks are miniinised by the implementation of procedures
for authoi'isation of all transactions and projects. Procedures are in place to ensure compliance with
Iiealth and safety of staff, volunteers, clients and visitors. These procedures are periodically reviewed
at least annually to ensure that they continu¢ to meet the needs of the charity.

accounts consid¢rs if there are any major risks to the future and to ensure that the company is a going
concern and able to continue its work to benefit local residents in the Willowfield area of inner east
Belfast.

I have cxamined your charity accounts as i'equii'ed under section 65 of the Charities Act and my
