Borough Council and the continued support of their member organisations, without

The public benefii is the provision of a Community building with a n￿1n ball,
computer suite and meeting room space. The benefit is for all within Doagh and its
surrounding area regardl￿ of dis&bility/agelsociaVeconomi¢ ¢ircumkns and this
leads to increased knowledge and understanding to all in the area through a shared
space to support and develop the work of community ￿0UpS. provide r¢¢reational and
health fa¢ilitie8, to receive training and retraining.

During the year the Trustees are happy to report the Hall saw an incre&8ed foot fall
with over 17,000 people using the hall and its fa¢iliti¢s throughout th¢ y¢ar.
It is hoped that this increased activity will continue into the forthcomxng year and the
Trustees continue to work hard to promote the I￿11 ￿ a community spaLY.

Th¢ Trustees are responsible for the preparntion of Financial Ststements for ea¢h
fina￿la1 period which give a true and fair view of th¢ surplus or defi¢it arising in the
period and of the assets and liabilities of the Charlty ￿ at the end of the fiDancial
period.
Th¢ Financial Statements are to be prepared on a going ¢on¢ern basis unless it is
inappropriate to assume that the Charity will continu¢ in operation for at least 12
months following the period end date.
Th¢ Trust¢e8 are responsible for the n￿intenance of proper a¢¢ounting records which
disclose with reasonable ac¢ura¢y the fu￿ncial position of the Cbarity at any given
time. Th¢y are responsible for safeguarding the as8ets of the Clwity and for taking all
n¢¢essary steps for the prevention or detection of fraud and other irregularities.

1.1 BasLY ofpreparathn
As the totsl income of the &8sociation is less than £250,000 the trustees have elected
in accordance with the provisions in The Charities (Accounts and Reports Regulations
(Northern Ireland) 2015 to prepare its a¢LX)unts on a receipts and payments basis.
1.2 Fund aecountlng
tn¢omin8 r¢80ur¢¢s that may be applied for the Association's general purposes are
treat&1 &8 'UDre*ri¢ted' in¢omiDg resour¢e$ and are credited to the 'unrestrACted
funds.. Funding for putposes designated for a specific purp)se by Council is ¢redited
to 'designated fi￿d5'. Where a donation or grant is required lo be used for a specified
putpose, the amount concerned is treated as a 'restrict¢d' inwmin8 r&Sou￿¢ and is
credited to the appropriate 'restricteAa fund,.

All incoming resour¢es are in¢luded in the slalement of fU￿nCIal activities when the
¢lwity r¢¢¢ives the income and the amount can be quantified WAth re&8onabl¢
8rxuracy. The following Specific policie8 are applied to particular ¢ategories of

Expenditure is recognised on an accrual basis as a liability is incurred. Expenditure
includes any VAT that cannot be fully re¢over&l, and is reported ￿ part of the
cxpcnditure to which it relates.

I report on the financial statements of the Torrens Memorial Hall Association for the
year ended 3 1st D¢cember 2018.
Respective responsibilities of trustees and independent examiner
Torrens Memorial Hall Association's trustees are responsible for the preparation of
the financial ststements in accordance with the tenns of the Charities Act (Northern
Ireland) 2008.
TorTens Memorial Hall Association's twstees consider that an audit is not required
under section 65(2} (audit) of the Charities Act INorthern Ireland) 2008 for the year
and that an independent examination under section 64(1) of the Charities Act
(Northern Ireland) 2008 is required.
It is my responsibility to:
examine the accounts
to state whether particular matters have come to my attention.
Basis of independent ¢xamin¢r'5 report
My examination was carried out under Section 65 of the Charities Act (Northern
Ireland) 2008. An examination includes a review of the accounting records kept by
the Charity and a Comparison of the financial statements presented with those records.
It atso includes consideration of any unusual items or disclosures in the fmancial
statements. and seeking explanations from the tnlstees concerning any such
matters. The procedures do not provide all the evidence that would be Tequired in an
audit, and consequently I do not express an audit opinion on the view given by the
rm8nciai statements.
