Ob ectives and Artivities (the wording supplied for Charitable Objectrves and Activities were approved by General
Synod in 2015.1
The charitable purpose of the Church of Ireland 15 the advancement of religion.
The prlnclpal function of the Parish of Ballywalter is to SUPPOrt the advancement of the ChristSan religion by
promotingi through the work of Holy Triniiy Par15h Church. Ballywalter and 5t Andrew's Church Balligan, the
whole mission of the Church, pastoral. evangelistic, social and ecumenical. Being open to and en8aBin8 with
society as a whole and offering support for those needing help are fundamental to the prartical delivery of the
benefits of Christianity.
As a result of activity in the pursuit of the advancement of the Christian religion, the Parish of Ballywalter has
custody of property and of records, materials and artefacts of significance to the cultural and religlous heritage
and maintenance of which is undertaken by the select vestry of the Parish of Ballywalter.
Achievements Performance & Public Benefit
l. Achievements and Performance
We have two churches within the Parlsh of Ballywalter namely
(il Holy Trlnfty, Ballywalter built in 1849 and is set in beautiful natural grounds on the East Down coast in the
village of Ballywalter
11} St.AndreWs Balllgan built in 1704 and extensively restored in 2004 Conserving its original design and
appearance. It is set in the countryside approx. 2.5 miles from Ballywalter
The Mlssion Statement of Ballywalter Parish is Yo explore growing deeper together in our love, faith and our
worship to God while sharing his love with our community in Ballywalte
We achieve this through regular public worship in both churches, and community outreach at local, national and
international level
In Holy Trlnlty. Ballywalter all of our church activities gradually resumed thls year. We started slnglng In
church again and In additlon to our mornln8 servl¢e at 11.00am. we have two evenlng servlces per month at
6pm. These are called HTB6 and are services of contemporary worshlp wlth an opportunity to recelve prayer.
For the flrst tlme in 3 years, we held our our Summer Praise service with a brlng your own plcnlc in the church
grounds after the service, and on Advent Sunday evenlng, we had our carol Servi￿ with the Ballywalter Flute
Band welcoming back both congregation and vlsitors to both services.
We also held a special service for the Royal Brltish Legion and community in remembrance of the late Queen
Ellzabeth11.
At our Harvest Festival service Harvest we made a collection for the local food bank.

Choral evensong in St Andrew's Balligan stsrted again in Aprll, on 2rtd and 4 Sundays at 3.30pm
Sunday Club Our Sunday club for children of primary school age children has taken place regularly all year with
increasing numbers of children returning. In August Sunday Club held their first Teddy Bearfs plcnic since Covid.
Children had a picnic, games. stories, and brought their teddies!
Youth for Christ Youth Club. Since October 2019 we have partnered with Youth for Chrlst In hosting a drop-in
club in the Parochial Hall, open to all li to 18 year olds from the village and dlstrict. We kept going throughout
COVID with meetings outside in the 8rounds. Unfortunately our Youth for Christ leader left at the beginning of

October 2022 and YFC has not yet found a replacement. There have been monthly meetings since then but it is
hoped that a new youth worker will be appointed soon.
Our Mothers Union met in May for the first time since covid with breakfast in a local restaurant.
Evening meetings on the second Monday of the month resumed in October. We were delighted to
welcome 5 new members at this meeting.
FundralslngArtivities resumed when we held our 818 Breaklast for Christian Aid in May raising a record £l.010
for the charity. On four Saturday mornings in July and August we held our market stalls which raised £4000 for
church funds. This was the firsttime we were able to hold thÈse events for three years and both were very social
occasions much appreciated by the local community- We also had a very successful Gift Day in October for
church rewiring which raised £7867.
Community Outreach We started a Soup club in November from 12-2pm in the parochial hall. Thi5 was open
to everyone and provided homemade 50up, fresh rolls, coffee and traybake5 free of charge. It continued into
2023 and changed to a toffee morning with home baked scones and traybakes in April and May 2023. It was
very well attended and provided much needed social interaction for those living alone. We also ran an Alpha
course. and a Holy spirit themed day of talks. prayer and contemplation led by Bishop Ken Clarke.
Holy Trinity was represented at the local community meetings to plan the Queen's Jubilee and also gave a
donation (from the Mission Fundl towards the event,
Public Benefit
The charitable purpose of Ballywalter Parish is the advancement of religion. This is achieved through Christian
witness and outreach. supported by our mission statement to explore growin8 deeper together in our love,faith
and our worship to God while sharing His love with our community. It is delivered through the provision of
public worship, and our outreach programme described above. These activities benefit all age 8roups in our
community from children through to our senior citizens, by contributing to the spiritual well-being of the
participants and the reinforcement of Christian value5. They also provide pastoral support and soclal intercourse
for families, individuals and those who live alone.
There is an ecumenical benefit in that many of our events are supported by all sections of the community. In
addition, our HT86 service provides benefit by providinE support for those who are ill or who have family or
friends who are ill. and incorporates an opportunity for individuals to benefit from laying-on of hands and
anointing with oil. It also provide5 an opportunity for individual prayer ministry for illness and spiritual need.
Our international outreach benefits the hungry. the homeless, and those in educational need in other parts of
the world. Our soup club and contributions to the food bank benefit those who are hungry and in need in our
community.
Restrirtions.. The burial of ashe5 lin biogradable containers) in the Garden of Remembrance in Ballywalter is
restricted to parishioners or former parishioners. The Graveyard at st Andrew's Balli8an is closed.
Health and Safety.. We comply with the Church of Ireland Safeguarding Trust Child Protection Policy. In
accordance with the law, we also have a Flre Safety Policy and hold regular trainings for our trustees and
parishioners on Fire Awareness, First Aid, and Hygiene for Food handling.

The Parish has given careful consideration to the Charity Commission for Northern Ireland's 8uidance on public
benefit to ensure that the activities entered into during the year have helped to achieve the Parish's objectives
and activities, as well as providing public benefit.

Financial Review
Our firiances in 2022 started to recover from the COVID restrictions and Free Will Offerings were still improving
due to a continuing increase in church membership. plate collections were still lower because gummer visitor
numbers had not really returned to normal. We had a very successful Gift Day in October to raise funds for
church rewiring and we were able resume our fundraising activities. We were particularly pleased to resume our
Big Breakfast for Christian Aid. We also received £1500 from the Diocese in recognition of the difficulties during
the COVID19 restrictions. We closed our account with the Ulster bank and transferred the funds into our general
account with Santander. AÉ these w8re mostly restricted funds raised for specific purposes. they have been
designated a5 restricted in this account.
As a result. all of our unrestritted, designated and restricted funds remained solvent and no cash transfers were
required.
Our fixed assets, ie church buildings, halls and vicarage, are kept in good repalr by a dedicated team of
parishioners with the necessary expertise, thus expenditure in this area was for materials only. We also have a
team of volunteers who clean the churches and the minor hall.
The parochial hall is currently looked after by a dedicated volunteer. Our organist at St Andrew's Balli8an is
retired and is 5elf-employed. Holy Trinlty currently does not have an organist and we have prerecorded musical
accompaniment for the hymns and worship songs.

The trustees have reviewed the budgets for the year ahead and are satisfied that there are adequate funds in
place to ensure that the Parish can continue its activities and the financlal statements for the year ended

31 December 2022 can be signed off as a going concern.

Chapter111 of the Constitution of the Church of Ireland governs Parishes and Parochlal Organisation. The Select
Vestry members are the Charity Trustees

All members of the Church of Ireland who are over the age of 18, either resident within the parish or living
elsewhere but have been accustomed members of the congregation for at least three months. and pay a
traceable free will offering to the parish, may register as members of the general vestry of the parish. allowing
them to attend and vote at meetinBS of the general vestry and to Stand for election to the select vestry.
Meetings of the general vestry are held once a year. The Select Vestry is elected a5 part of thi5 General Vestry
meeting. The select Vestry will hold their position5 for a period of one year. Select Vestry members may be re-
elected annually and there Ss no limit on the number ofterms which may be served.
and remuneration
The stipend of the Incumbent is paid directly by the Parish. The stipend is in accordance with figures approved
by the General Synod of the Church of Iroland for Group E parishe5. In 2022 this was £32,223 per annum less
national insurance, income tax and employee's pension. The office allowance of £800 per annum also followed
approved guidelines.
The locomotory allowance paid was a reimbursement of monthly mileage a5 submitted by the Vicar and
calculated at 45p per mile. For 2022 total cost for the year was £787.73.

anisational Structure
The selert vestry is responsible for the day to day management of the parish. The select vestry consists of the
member of the clergy serving in the parish, the churchwardens, and generally not more than twelve other
member5 of the Eeneral vestry elected at the General Vestry.
Ballywalter Parish is a patronage and
consequently does not have glebe wardens or parochial nominators.
The selett vestry is chaired by the incumbent or. in her absence, by the Area Dean. Select vestry members are
responsible for making decisions on matters of general concern and importance to the parish includinE deciding
how parish funds are to be applied.
The Select Vestry meets at times fixed by the members or by the diocesan synod. Special meetings may be
convened at any time by the chairperson or the churchwardens. In 2022, the Select Vestry met face to face in
the church which had spaceto allow government restrictions to.be applied. They met nine times durin8 the year
and the average attendance was 90Y..

The trustees are responsible for preparing theTrustees' Report and the statement of receipts and payment5 and
Statement of assets and liabilities in accordance with appllcable law and regulations. The law applicable to
ch3rities in Northern Ireland with Income of les5 than £250,000 requires the trustees to prepare a statement of
receipts and payments and a statement of assets and liabilities for each financial year.
The trustees are responsible for keeping accounting records that are sufficient to show and explain the Parish's
transactions and disclose with reasonable accuracy at any time the assets and liabilities of the Parish. They are
also responsible for safeguarding the assets of the Parish and hence for taking reasonable steps for the
prevention and detection of fraud and other irregularities.
