NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31.12.2025 ACCOUNTING POLICIES

Set out below are the principal accounting policies adopted in the compilation of the receipts and payments account and the statement of assets and liabilities. All items of income and expenditure included within the receipts and payments account have been accounted for on a cash receipts basis. Fixed asset investments - properties, equities (ordinary shares), and RCB/CIT unit trusts - are stated at fair value at each year end date. Investments in unquoted investments are recorded at cost and are assessed annually for impairment.

The parish has retained the church buildings, graveyards, parish centre, rectory, and fixtures and fittings for its own use. The church buildings, graveyards, and fixtures and fittings are deemed to be heritage assets as defined by the Charities SORP (FRS102). They are not included in the statement of assets and liabilities because information on their cost or valuation is not available and cannot be obtained at a cost commensurate with the benefit to the users of the accounts and to the parish.

The Ballyphilip Parish Centre has an insurance value of £795,000 and the rectory and the Margaret Hurst Dwelling (17 Ann Street) have rateable valuations of £87,500 and £77,500 respectively. The valuation of the parish properties is shown as an aggregated figure in the statement of assets and liabilities.

PURPOSE OF FUNDS

The Unrestricted Funds are for managing day-to-day receipts and payments. The General Fund is for routine parish business. The Ardquin, Ballyphilip, Church Hall, Margaret Hurst Dwelling, and Rectory Funds record income from and expenditure on each property. The Rector’s Discretionary Fund provides gifts and comforts for elderly and deserving parishioners and townsfolk and is managed by the rector and church wardens.

The Restricted Funds are monies received for specific purposes. The Building and Contingency Fund is a reserve for programmed maintenance work and unanticipated expenditures on parish properties. The fund’s income is dividends from the RB General Unit Trust (NI) [Sale of glebe lands] and other donations. Monies are transferred to unrestricted funds as required. The Ardquin, Church Hall, Graveyard, Mission, Youth, and St James’s Appeal Funds hold donations, dividend, and endowment income which are received for these purposes. Monies are transferred to unrestricted funds as required.

The Endowment Funds (Investments Fund and Land and Property Fund) hold current valuations of parish investments and properties. CHARITABLE DISBURSEMENTS

TRANSACTIONS WITH THE TRUSTEES

Trustees aged over seventy, like other parishioners of that age, received a small gift at Christmas from the Rector’s Discretionary Fund. No gift was worth more than £10. Trustees who received gifts donated them for redistribution.

The parish paid expenses of £1,292 relating to the maintenance of the rectory, which is occupied by the rector on licence. The expenses - £312 for statutory checks and £980 for grounds maintenance - were shared between the Parish of Greyabbey and Kircubbin (£775) and the Parish of Ballyphilip and Ardquin (£517). The payments were made with the express concurrence and prior authorisation of the trustees, who have examined them and are satisfied of their propriety.

No trustee received any remuneration during the year, other than Elizabeth Browne and Elaine McFeeters (£286 for Rector’s Discretionary Fund purchases) and Rosemarie Armstrong-Woodroffe (£170 for lay reader duties). The expenses were made with the express concurrence and prior authorisation of the trustees, who have examined them and are satisfied with their propriety.

No trustee or a person related to a trustee had any personal interest in any contract or transaction which the charity entered during the year ending 31.12.2025, other than Martin and Raymond Ellison (£12,400 for materials used in repairing the tower of St James’s Church, labour being provided as a freewill offering) and Johnny Reid (£1,860 for maintaining the Ballyphilip churchyard and the rectory grounds). The payments were made with the express concurrence and prior authorisation of the trustees, who have examined them and are satisfied with their propriety.

GOVERNANCE COSTS

Governance costs incurred during the year ending 31.12.2025 were the independent examiner’s fee of £860.
