## **TRUSTEES ANNUAL REPORT FOR THE YEAR ENDED 31 DECEMBER 2022** 

The trustees present the annual report and accounts for Christ Church Primacy for the year ended 31 December 2022. 

## **OBJECTIVES AND ACTIVITIES** 

The charitable purpose of Christ Church Primacy (Church of Ireland) is to advance the Christian faith, in alignment with the constitution of the Church of Ireland, and under the authority of the Bishop of Down and Dromore. 

The principal function of Christ Church Primacy (Church of Ireland) is to support the advancement of the Christian religion by promoting, through the work of Christ Church Primacy parish, the whole mission of the Church, pastoral, evangelistic, social and ecumenical. Being open to and engaging with society as a whole and offering support for those needing help are funadamental to the practical delivery of the benefits of Christianity. 

## **ACHIEVEMENTS, PERFORMANCE AND PUBLIC BENEFIT** 

## **Community Engagement/ Evangelism** 

CCP was pleased to welcome George Newell and Glynis Matchett from New Wine Ireland/Willowfield, to deliver Evangelism training. 15 people attended these sessions and subsequently went to meet people on the doors. People were happy to talk to us and encouragingly we did have some new faces out at church, Sunday School and Tots@Primacy. 

Our free Community Fun Day on the 3rd September, was hugely successful, helped by the rain, no one was in a hurry to leave. Lots of local families attended, with plenty of intentional community building going on. 

In the Autumn, the Church ran a 7 week Marriage Course aimed at giving couples tools to strengthen their marriages and provide a safe platform for open discussion with their partner. Feedback was encouraging. 

Hospitality forms an important part of CCP’s values, and to celebrate the Platinum Jubilee of Queen Elizabeth ll, a picnic was held following church. 120 people attended, including some from Tots@Primacy group, in addition to other visitors. In December an Afternoon Tea event was organized for ladies, in need of blessing. We saw ladies attend who are carers, CAP clients and those who normally have limited outings. It was a wonderful event. 

This year we were able to hold the Christmas Fayre and Father Christmas even flew in for the event. 

CAP continues to be a central ministry to those  beyond our immediate locality. Many members of CCP pray faithfully or accompany the Debt Centre manager on visits as befrienders. 

‘Monday Madness’ ran for 6 consecutive Monday evenings through June into July, for children between the ages of 3-11years. 60 children attended from the local neighborhood, a small percentage of whom already attend G.B., B.B. and C.E. 

We continue to support the ongoing work of Storehouse, Good News for Everyone, and the Earl Haig Fund. 

Freezer Food Ministry exists to support people for a limited period of time with meals. This has

profoundly and positively impacted those who have suffered illness or a reversal of financial security. 

## **Ecumenical Relationships.** 

As Christ Church Primacy (COI) is co-owned by Primacy Methodist, we continue to word harmoniously and closely with the local Methodist circuit. In addition to this we have an established partnership with Bangor West Presbyterian in relation to our ongoing CAP work. In 2023 the hope is to build relationships with all churches within the designated post codes of the Peninsula and increase awareness of the services that CAP can offer. 

## **Health and Safety** 

The Church has now formed a robust Health and Safety Committee. This group are doing an excellent job in maintaining the building according to safety regulations, ensuring ongoing training in First Aid and Fire Safety, accurate recording of safety checks, reports etc. 

Christ Church Primacy is compliant with all the policies and procedures as laid down in the Church of Ireland Safeguarding Policy. A triennial inspection of the Church’s documentation and communication systems was carried out by the Church of Ireland Development Officer. 

## **FINANCIAL REVIEW** 

## **Going Concern** 

The trustees have reviewed the budgets for the year ahead and are satisfied that there are adequate funds in place to ensure that the parish can continue its activities for a period of at least 12 months from the date of approval of these accounts and the financial statements for the year ended December 2022 can therefore be signed off as going concern. 

## **STRUCTURE, GOVERNANCE AND MANAGEMENT** 

## **Governing Document and Constitution of the Charity** 

Chapter III of the Constitution of the Church of Ireland governs Parishes and Parochial Organisation. The Select Vestry members are the Charity Trustees. 

## **Recruitment and Appointment of Select Vestry (Trustees)** 

All members of the Church of Ireland who are over the age of 18 and are either resident within the parish or live elsewhere but have been accustomed members of the congregation for at least three months, may register as members of the general vestry of the parish, allowing them to attend and vote at meetings of the general vestry and to stand for election to the select vestry.  Meetings of the general vestry are held at least once a year. The Select Vestry is elected as part of this General Vestry meeting. The Select Vestry will hold their positions for a period of one year. Select Vestry members may be re-elected annually and there is no limit on the number of terms which may be served. 

## **Pay and remuneration** 

The salary, tax, National Insurance and NEST contributions of the full-time lay Community Paster, Denise Wilson, and CAP Centre Manager, Ashleen Johnston were paid by the parish. Gross salaries were in accordance with figures approved by the General Synod of the Church of Ireland. 

## **Organisational Structure** 

The select Vestry is responsible for the day to day management of the parish. The Chair of the Select Vestry is either the member of clergy serving in the parish, or, as is now the case, the Area Dean, Revd Simon Doogan.  Others serving on the Select Vestry include the

Churchwardens, the Glebe-wardens and generally not more than twelve other members of the General Vestry elected at the General Vestry meeting. 

The Select Vestry members are responsible for making decisions on matters of general concern and importance to the parish including deciding how parish funds are to be applied. 

The Select Vestry meets at times fixed by the members or by the Diocesan Synod. Special meetings may be convened by the chairperson or the churchwardens. 

## **Compliance with Public Benefit** 

The trustees of Christ Church Primacy have given careful consideration to the Charity Commission for Northern Ireland’s guidance on public benefit to ensure that parish activities entered into during the year have helped them to achieve the parish’s objectives as well as providing public benefit. The services and activities we provide benefit all age groups in our community by contributing to the spiritual well-being of the participants and the reinforcement of Christian values. They also provide pastoral support and connection to the church for families, individuals and those who live alone. 

## **Statement of Trustees' Responsibilities** 

The trustees are responsible for preparing the Trustees’ Report and the statement of receipts and payments and statement of assets and liabilities in accordance with applicable law and regulations. 

The law applicable to charities in Northern Ireland with Income of less than £250,000 requires the trustees to prepare a statement of receipts and payments and a statement of assets and liabilities for each financial year. 

The trustees are responsible for keeping accounting records that are sufficient to show and explain the Parish’s transactions and disclose with reasonable accuracy at any time the assets and liabilities of the Parish. They are also responsible for safeguarding the assets of the Parish and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.
