external scrutiny report from the Independent examiner for the year ended 31" December

Basls of preparatlon
The financial statements have been prepared In accordance wlth Accountlng and Reportln8
by Charltles: Statements of Recommended Practlce appllcable to charltles preparlng thelr
accounts under sectlon 64(3) of the Charities Act (Northern Ireland12008.
Statute, governance and management
The charlws 8overnln8 document is a constitution. The tharlty is controlled and run by the
trustees who are Ilsted on page l. The treasurer controls the dally transactlons, whlch are
authorised by the committee. The gift aid secretary verlfies and applles to HM Revenue and
Customs for glft ald wlth all monles golng dlrectly Into the charlty accounts. The trustees
are proposed from members of the committee and ratified at the AGM on an annual basis,
with the chairman and vice-chairman restrlcted to a maximum of three consecutive years.
Rlsk management
The trustees have assessed the major rlsks to which this charty may be exposed and remain
satlsfied that systems are In place to mitigate any exposure to such major risks.

or freemasons who are experiencing financial hardship, who are or were subscribin8

At its discretion The Charity Committee, can provide financlal asslstance for other

Achlevement and perfwmance
The statement of flnanclal actlvltles Is fully set out for the year endlng 2022 on pages I to 4
in the financial report.
Total Income for the reportlng perlod was £19,549.24; total expendlture was £11,633.41 of
whlch charitable Income amounted to £19,398.33. Charitable income dispersed to six
masonlc charltles a total payment of £11,351.34. Two of the masonlc charitles we
contrlbute too merged in 2022 and whilst the merger Is a success teethlng issues regardln8
money lod8ements wlth then bank have forced us to delay dlspersal, at thelr request. These
payments will be made as soon as Is practical.
The pandemlc Impacted yet agaln on our ablllty to hold a charltable actlvlty In 2022 for the
benefit of a non-masonic charity. Thankfully at tlme of writlng thls report I can confirm that
this activity has successfully recommenced in 2023.
The flnanclal Impllcatlon of the pandemic lessoned in 2022 with the relaxatlon of
restrictions and their eventual removal. This resulted in a welcome increase in charltable
donations.
The practlcal Impart Improved as well. We were able to meet durlng 2022 but wlth a
reduced attendance, the membershlp taking a more cautious approach as guidelines from
government relaxed the restrlctlons. The trustees met as was necessary to ensure
administration, governance responsibilittes progressed. We continue to work towards
securln8 sufflclent workln8 cap5tal In the governance account maklng us less susceptlble to
the vagaries of yearly donations. The pandemic continued in 2022 to delay our plans but
hopefully 80in8 forward we will be able to realise this ambition.
The annual charltable artlvlty, the breakfast mornlng usually held In Aprll was a casualty of
the pandemic; disappointingly it could not 80 ahead. This Issue has now been resolved with
the resumption of charitsble activity in 2023.
At the end of 2022 financial year we have no funds in deficit.

Reserves Pollcy
We do not hold a reserve In relatlon to charltable fijnds however 8lven process tlmes It wlll
always be the case that some of the monies raised durin8 current year will not be dispersed
untll early In the subsequent year. The reserves pollcy for our non-charftable funds Is: To
maintain a level of funds that will give us a stsble basis from which to cover
expected/unexpected costs of administering this charity over a three-year period.,
Investment Pollcy
All the charivs investment income arises from interest on bank deposits.

The committee will continue to provide for:

Publlc Beneflt ststement
The trustees of the charity remain Steadfast with their alm to maximise the amount of
money donated eath year from:
Masonic Brethren to support fairly and equitably those masonlc charities that can
best met the needs of our objectives.
Masonic brethren to support other charities each year.
We further remaln committed to helpln8 masonlc brethren make best use of both our
Masonlc charltles and govemment benefrts.
The trustees have had regard to the public benefrt guldance Issued by the Charity
Commlsslon for Northern Ireland.
Durlng the year ended 31st December 2022 thls charfty was unable to engage In any
charitable activities in furtherance of its aims for public benefrt; whilst government
restrictions eased durin8 this year the membership took a more cautious approach.
Meetlngs were held with reduced numbers attendln8. We held our AGM In October 2022.
We contributed financial assistance to six Masonic charities.

explanatory notes; as requlred under Sec 64(3) of the Charities Act (Nl) 2￿8. In preparln8
those flnancial statements, the trustees are requlred to:

Make Jud8ements and estlmates that are reasonable and prudent;
State whether applicable UK Accountln8 Standards have been followed subject to
any materlal departures dlsclosed and explalned In the financlal statements; and
Prepare, the financial statements on the 80in8 concern basls, unless it is
inapproprlate to presume that the charity will contlnue in busines5.
The Trustees are responslble for keeping proper accounting records which disclose with
reasonable accuracy at any time the financlal posltlon of the charlty and enable them to
ensure that the financial statements comply WFth the Charities Act (Northern Ireland) 2008.
The Trustees are also respons5ble for safeguardlng the assets of the charbty and hence for
taking reasonable steps for the prevention and detection of fraud and other irregularities.
