OBJECTIVES AND ACTIVITIES
Principle activities
The principle activities of the coinpany are the provision of activities for the benefit of children aged 0-3
years aiid tlieir families living in the South Belfast catchment area.
Services and programmes across the year
As 2022-2023 progressed core services aiid prograinmes largely returned to pre Covid 'norinal' with a few
exceptions. However, it was an extreinely challeiiging year for SBSS in that we lost over 20 % of our staff
team to other (mostly better paying) posts, forced retireineiits through il Iiiess and other family circumstaiices.
Some of tliese posts were lield by very experienced aiid ski Iled people. Recruitiiient was oiigoiiig tliroughout
the year witli cliallenges, particiilarly iii Early Years, iii fiiiding suitable iiew recruits. Tlie last posts to be
filled in tliese cycles were Early Years Assistaiils for wliicli we received iio applicatioiis wliatsoever.
Fortuiiately, we had 5 x student placeinents who were just completiiigj tlieir QCF Level 2 who we were able
to eniploy on leinporary contracts with the condition that Ihey started Level 3 training in Septeinber 2022.
Training up aiid Inentoring new staff (includiiig Inandatory training), so we can get back to previoiis levels of
expertise will take several years. In addilion, to gaps in staffingF arisiiig froin recruitmeiit, we also had an
uiiusiially liigh level of. staff sickiiess over Ihe year. There were unavoidable disruptioiis to services or on
occasioiis reduction in Ilie niiinber of cliildreii/sessions per week so tliat we could reinaiii iii ratio. The
reinaiiiiiigi staft. have beeii oiitstandiiig in their willingFiiess to cover gaps and abseiices, Inoving to otlier
progyraiiiineslcoiiiinuii ities often at sliorl notice, iiicreasiiig tlieir liours for teinporary periods etc. Witliout
their g7oodwill and flexibility wliole services aiid pi'ograiniiies would Iiave grouiid to a lialt. SBSS added all
of tlie 2 % uplift it received in Autuinii 2022 to tlie wages, bul tlie reality is their reward has beeii a pay cut in
real lerins.
Aside froin stat'fiiigi tliere were still soine issiies arising froin coming out of a global pandeinic on services
and proL?rainines. Soine faiiiilies reinained reluctaiit to liave visitors iii their hoine which coiitributed to ali
iiicrease in substaiitive teleplioiie support or increased niiinbers attendiiig groups. Weekly l)arent & Toddler
groups and Baby Café drop-in groups becaine, in the Inain, well attended agaiii, and wliere iiuinbers were
deeined to be too higli to allow for a productive experience for all, Iliey were divided iiito two sinaller
sessioiis. A few targiets, SLbcli as Library visits or Antenatal Aqua Yoga ic nd Baby Swiin liad to be abandoiied
or reduced as eitlier a veiiue or service was not avai lable 'post-Covid'. However, liaving coiitrol of a iiuinber
of prein ises in d iffereiit coininuiiities eiiabled LIS to get face to face services up and ruiiiiing proinptly. Tlie
Board of Directors decided to coiitiiiue witli our Early Years staffing capacity Inaiiily being focussed oli tlie
2-3-year age group. We were therefore in the position to offer aliiiost all fainil ies who requested it, a place in
eitlier a Developmeiital Programine for 2-3 Year Old's or a Cliild Developiiient Prograinine in Septeinber
2022. By tl)e Autuinn we liad over 150 cliildreii aged 2-3 years iii tliese prograinines aloiig with a furtlier l O
placed iii a special iieeds progyr<iinme in Solas aiid a fiirther 24 in one of our 3 'Loviiig Lcariiing, prograinines
(fuiided tlii'ough the STEP programine). We coiitiiiued to set targets for all these prograinilles wliich reflect
best practice such as home aiid Ceiitre based I: I review visits, Wellcoillinlbi-lingual screeiiiiig, moiitlily
'Stay to Play, or'come and Play, sessions, tlie introductory 'Ready to Play, workshops for pareiits whose cliild
is entering a prograinme and transition forms and relaled activities for children who are leaving a
programine.
Because of tlie move to focusing on 2-3 year olds within the developimental prograinmes, we realised that a
gap iii services for cliildren in the 1-2 year old age raiige was einergiiig and tlie iiuinbers in tliat age group
participating iii services had fallen. As we moved into 2023 iiew prograinmes were developed such as a 4
week 'Seiisory Prograinme, to target iliis age range and enable children and fainilies to build relationships
before entry to developmental programines.

What became clear as services started to return to more normality was the increasing number of children
about whom there are developinental concerns such as speech and laiiguage, sensory processing, ASD and
attachment issues. With capacity we were able to offer smaller groups (4 to 6 children) in soine afternoon
programmes for these children. The Urban Villages 'A Place for Me, project's 'Play and Discover, group
began to grow a waitiiig list but fuiiding criteria Ineant it was only accessible to fainilies living in the Inner
coniinuiiities. In respoiise soine Play aiid Discover programines were organised in Oiiter Soutli during the
year to help Ineet these deinands bul for capacity reasons it was not alway5 possible to have the regular input
of oiir SLT, wlio along with the Special Needs FSW (funded by Urban Villages) were key to delivering a
quality service for these children and their parents.
Tlie SLT also rolled out the 'Bui Iding Blocks of Coininunication, traiiiing and resources for Faini ly SLlPPOrt
Workers so ihey could provide support wliere iiidividual iieeds had beeii ideiitified. Tliese prograinines
proinote developineiit aiid support pareiit Child interaction by providing iiiforination, strategies, and siipport
for parents wlii le they are waiting for appoiiitinents fol lowing referrals to Coininuiiity Speech aiid Laiiguage
or CDC or waitiiig for ASD referrals to be placed at 2yrs 9intlis. Children presenting with the higliest needs
were referred into Solas for specialist support however for soine pareiits il was too early in tlieir jouriiey to
have these discussioiis aiid these cliildren have beeii placed witli in our owi) Prograinines. Referrals liave also
been placed for play therapy for children and adiilt counselliiig services witliiii tlie coinimllllity sector for
pareiits. The iiuinber of oiiward referrals lo special isl services ii)cludiii&i ASD assessiiieiil service, CDC,
CSLT, Educatioiial Psychology coiitiiiued lo iiicrease and ofteii due lo the loiig) wailing lisls P2( reiits faced
loiig waits for support. Witliiii Sure Start tliis lias requ ired a sigjniticant ainount of planiiiiig aiid siipporl to
ensure these faiiiilies are receiving the Inost appropriate support. It also meant tlie SLT liad to prioritise
Specialist work, Ineaning less support was available for Targeted and Uiiiversal services.
An arisiiig area of iieed we had not ai)ticipaled/set targets for, was the iiiimber of asyliiin-seekiiig fain il ies,
cliildreii aiid pre&yn1c Ilt woineii l iVillgF jii 'coiiliiigpeiicy accoiiiinodatioii, (forinerly hotels) witliiii our calcliineiit
area. Wlii le tliere are faini lies coiniiig and goiiigy tli is bui It to an average of 50 addilional children regyistered
with SBSS aiid families with high levels of need that SBSS supported. SBSS staff contributed to tlie
establ ishinent of, and theii attended on a fortn iglitly basis Fainily Help cl in ics for these fainilies, Soine of tlie
childreii were placed in 2-3 year prograinines aiid parents began to come out of the contii)gency
accoinmodation to attend activities in local coininunities.
In regard to Fainily Support the rising cost of living, poor mental healtli, and additioiial needs preseijted as
the maiii reason for I:1 family support within the local cominuiiities and for tlie Cliinese and Roma
coininunities. While the family support teain liave built stroiig relationships with their local coininunity
groiips to explore various types of siipport and funding for fainilies tliis becoine Inore difficult to access as
tlie iiuinbers requiriiig support began to biiild iiito the wiiiter. Fainilies were regularly sigiiposted to food
Baiiks aiid Fainily Siipporl Hubs for food/voucliers, gas arid electric top ups and school uiiiforins. In tlie
Early Years settings slaff made sure tliere was extra food for tlie Cliildren by providiTig a 'breakfast' wheii
tliey arrived as well as a substantial 'snack' before tlie children went liome. Likewise, we lipped the quantity
of food available at parent aiid child groups, baby cafes etc.
SBSS Ltd was successfiil in a bid to DE'S Fair Start for tlie Hopelsperaiita project for the Roina coiniiiunity.
Tlie Hope Project enabled us to provide early interveiitioii aiid siipport services for Roma fainilies from
pregnaiicy to 6 years oldlend of Pl. The funding started iii Septeinber 2022, aiid allowed us to einploy a
full-lime Co-ordiiiator/FSW worker who is responsible for deliveriiig botli Sure Start eleineiits (0-3) and
early education (4-6) support for the Roma cominuiiity. This brought a lot of stability as well as developineiit
to this work which was particularly important given the Cost of Living crisis and the contii)ued outworking's
of Brexit, with more and more of these families moving into total destitution.

While the Continuation of core DE funding was by far the most iinportaiit resource in delivering services and
programmes for fainilies the 'added value, of other funding has beei) vital in enabling us to respond to
eirergiiig iieeds, grow our services, innovate and pilot, provide more 'out of hours, services and retain some
skilled and coinmitted staff.
Quality improvement initiatives within the SBSS
The family support and early years teams contiiiued to work together to produce evidence for localised
planning and evaluation to ensure effective service delivery. Online programme evaluation forms were
developed to inforin fiiture service delivery within individual areas and ihe wider Sure Start areas. Tlie
fainily siipport leain willi iii the Inner and Outer areas contiiiued to provide support across geograpliical areas
depeiiding 01) skill set 2( nd capacity along with joiiit services for pareiits (ind cliildren e.g., 'Coine Sing wilh
Me,, S iiigiiiLy t.or Healili aiid P1( reiiling Piizzle. Weekly al locatioii ineetings also provided a soiirce of support
along witli biweekly ineetings between family support and early years teains. Within the Periiiatal Teain it
was decided to follow up tlie initial telephone coiitact willi an email providing the relevant iiiforinalion to
ensure tliat aiitenatal parents are fully aware of service delivery and at whal stage of their pregnaiicy they
sliould expect to receive iliis. Early Years teains coinpleted exit questioiinaires with pai'eiits of cliildren
leaviiig tlie prograiniiies as part of the evaluatioii process to ei)able iinproveineiits to service del ivery within
clii Idreii's LFroup progFrainines. For childreii joiii iiig prog7rainines eiilry qLlCStioiiiiaires were coinpleted to lielp

SBSS has worked with the SPPG at the Departinent of Health to develop the core Siire Start services witliiii
an Outcoines Frainework. All activities and services tliat are coiiiinissioned tlirough tlie core DE fiiiiding are
recorded 011 a Sure Start Prograinines inforinalion systein. Iii addition, SBSS as a Liinited Coinpany lias
obtaiiied funding for programmes aiid activities that add valu¢ or are coinplemeiitary to tlie core DE funded
services and respoiid to needs that could not be met within the restrictions of the core aiiiiual budget. These
accouiits provide a clear record of the funding received, expenditure and activities that derive froin the core
DE funding and other funding sources.
