ObJective3 and Activities
The principal function of St MiGhael's Parish Churth 13 to supwt the advancement of
Christian religion by promoting through the work of the Parish the whc4e mission of ￿ Church,
pastoral, evangelistic, social and ecurrEnical. Bein9 open to and engaging with society as
whole arKI offering support those needing help are fundamental to the practical delivery of
the benefrts of Christianty.
As a result of activrty in pursuit of the advancement of the Christian religion, St Michael's
Parish Church Belfast has vjstody of property and records, materials and artefacts of
signthcance to the cultural and religious heritage arKI maintenance of which is undertaken by
the Select Vesty of St Michael's Parish Church 8effa$t

St Michad'3 Parish Church achieves its purposes through varyiNJ activitbes includiTrJ public
worship. prayer, provision of pastoral eare. rn1￿10n and outreach, parish groups and Special
Public Worship

provide an opportunty where wide raNJe of people may encounter and worship God.
St Mithael's Parish Church has weekty services on Sunday comprising of a mix of Hdy
Communion, Famity Service. Baptism and MomirKJ Prayer. Spea'al services are held leadirrfJ
up to Easter and Christinas our Carol Service attracts &4ditional visitors. We value the
involvement arNJ leadership of many people, indudirvJ musicians and Y(xrth Leaders. We pray
regularty for our communty and those n n￿1.
Pastoral Work
seek to offer eare to parishior*rs of all ages and to support people at signif￿ant points in
their lives. Clergy and our pastoral team visit vulnerable and older people who are in care
homes, assisted housing or those less able to atterKJ church to provide pastoral and spiritual
3UPPOrt. Visits are made to parishioners in hospital arKI in preparation for bapb.sms and
weddings. We also condud fvnerals f(x church members as well as for the lo(xl communty.
Parish Groups
A rarKJe of other activitEs are provided by St Michael's Church elther by the church directly or
through various church organisati¢)ns e.g. Christian Endeavour. Youth Group; Badminton Club;
Prayer & Bible Study: Drama club; After schools dub; m￿thty Prayer Breakfas( M￿th
Men's BreakfasL

Local Communlty
We are involved in the local communty throLMJh a member of the Parish serving on the Board
of Governors of Malvem Primary School and encourage the work of tTr￿ school by helping to
maintsin standards and practices. In addition the staff of the Parish lead assemblies. St
Michael's Church in conjunction with The United of St Stephen and St Luke
collectively known as COILS (Chur(* of Ireland Lower Shankill) operate jointty in l)oth
Parishes to provide social outreach army support to the people of the lower Shankill.
Social Outreach
The Parish has undertaken to engage with the wider society, particulaty those wtK> are
vulnerable or disadvantaged, through Social outreach activities.

Methodist Church. supporting people in need in the Shankill area.
• an after school club for Malvern Primary children.

Public Benefft
The Trustees have given careful consideration to the Charity ComMi￿10n for Northem
IrelarKI's guidance on public benefft to ensure that the actNities entered into during the year
have helped to achieve the Parish's objectives arKI activities. as well as providing public
benefrt. Regular worship, outreach into the community and beyorKI. fundraising efforts arKI
pastoral care. particularty for sick and elderly help us meet our public benefit resF)onsibll￿'es.
Our church hall is used regularly by other outside organisaticms. A(xYss to Church properties
is restricted for public safety to named key holders and St Michael's Parish Mit￿ateS any
potential harm from the activibes thr￿gh the implementation of the Church of IrelarKI
Safeguarding Trust Policy.
Financial Review
Finances are managed by the Honorary Treasurer who distributes and presents a financial
report to the trustees at our monthly Select Vestry Meetings. The parish operated three
accounts - a General Account. a 8uildiThJ and Reserve account and a dedicated Funding
Account for COILS and we also hokl shares in Santander. The Parish's incOff￿ shows
proceeds from Frethvill Offering (envelopes). Gift Aid and subscnptions from church
originations. towards the use of the church halls. Restricted income towards specific prciects
and monies received by the pariqh to be forwarded to missionary and chantabla g￿ti8$. Wa
also receive a rental incomes from properties at 5 Sunningdale Park and 17 Weslway Park
Belfast both of which the pansh owns. The Pafish Treasurer wrth the pemiission of the
Trustees administers an account of behaff of COILS.
Following all these transactions the ACc￿nts at end of the year were as follows:

The trustees have revIev￿d the budgets for the year ahead arKJ are satisfied that there are
adequate furKls in Pla￿ to ensure th* the pansh can continue its activrtEs and the financial
statements for the year ended 2023 can be signed off as a gcmng concem

Chapter111 of the Constitulion of the Churdi of Ireland govems Parishes and Parochial
OrganiSati(￿. Select Vestry members are the Chanty Trustees.
Recruitrn•nt and Appointment of Select Vgstry trrustees)
All members of the Church of Ireland who are over age of 18 and are either resident within
the parish or live elsewhere but have been accustomed members of the cororegation for at
least three months, may register as members of the General Vesty of the Parish. allowing
them to attend and vote at rrwting of the General Vestry and to stand for election to the Select
Vestry. Meetings of the General Vesty are held at least once a year. The Select Vestry is
elected as part of the General Vestry meetsng. The Select Vestry will hold their positions for a
period of one year. Select Vestry members may be re*lethd annualty and there is no limit on
the number of terms, which may be served.
Pay and Remuneration
The Parish Clergy and Development Officer also works with a ne￿hb￿ring Parish namety The
United Parishes of St Stephen & St Luke. The COI Diocese of Connor pays the Salaries of
these employees and St Michael's pay the Diocese half of the totsl salary. The ottr￿r half being
paKI by St Stephen's & St Luke's Parish Church. This arrangement was agreed by both
parishes to Simplrfy Salar￿ and wages and also National Insurance and PAYE.
Organisational Structure
The Select Vesty is responsibbe for the day-t(Hlay management of the parish. The Select
Vesty consists of the member of the clergy serving in the parish. any curate assistsnt, and the
churchwardens the glebe wardens and 9eneralty not more than twelve other member3 of ttr
General Vestry elected at the Select Vesty.
The Select Vesty is chaired by the inuJmbent or other member of the clefgy officiatirvJ in the
parish including deadirKJ how parish funds are to be appliad.
The Select Vesty meets at times fixed by the members. Speeial meetings may be convened at
any time by the chairperson or churchwardens. In 2023 the Select Vestry met eight during the
year and the average attendance was 87%.

Statement of Trustees, Rosponsibilities
The trustees are responsible for preparirKJ the Trustees. Report arKI the statement of receipts
and payments and statement of assets and liabilrties in accordance with applicable law arKI
regulati￿$.
The law applicable to tharities in NOrtI￿rn Ireland with inccffie of less than £250,000 requires
the trustees to prepare a state￿￿nt of receipts and payments and a 5taterrEnt of assets arKI
liabilrties for each financaal year.

and liabilities of the Parish. They are also responsible for safeguarding the assets of the Par￿h
and hertt for takn"rKJ reasonable steps for the prevention and detecti¢￿ of fraud and other
irregularities.
GOV•rnan￿ Costs
No Governan￿ costs where incurred during the year. The Independent Examiner provided
services to the parish at no cost.

The principle accountirrfJ poliues adopted, judgements and key sources of esbmation
uncertainty in preparation of the financial statements are as follows:
a) Gon•ral inforniation and basis of preparation
St Michael's Parish Church, Belfast is a charlty and is part of the registered charity,
Belfast.. St. MichaeVSt,MichaeVConnorlChurch Of Ireland which reg￿tered wrth T
Charrty Commission for Northern Ireland on the 18UI March 2015. The nature of the
chanty's operations and prinGipal aGt￿rt￿ are the advancement of rel￿10n.
Belfast St. MichaeVSt.MichaeUConrK)rlChurch or Ireland. a charitable trust is constrtuted
urKJer a trust deed dated 18m March 2015.
Belfast: St. MichaeVSt.MichaeVConnorlChurch Of Ireland constitutes a public benefft entity as
defined by FRS 102.
The financial statements have been prepared in accordance with Accounting and
Reporting by Charities: Statement of RecommerKled Pracb"ce applicable to charities
preparing their accounts in accordance with the Financial Reporting Standard applicable in the
UK and Republbc of Ireland (FRS 102), the Charities Act (Northern Ireland) 2008. The
Charities (Accounts arKI Reports) Regulations (Northem Ireland) 2015 and the UK Generally
Accepted Practic£ as it applies from 1 January 2015.
The financial stster￿nts have been prepared on the goiro coneem basis. The financial
statements a￿ presented in sterling, which is the functional currency of the charty.
b) Basis of Financlal stat•m•nts
As the totsl income of the congregation is les3 than e250.000 the Trustees have
elocted in accordance with the provisions in the Charities Accounts and Report Regulations
(Northem Ireland) 2015 to prepare its accounts on a receipts and payments bas4S.
c) Preparation of accounts on a going concern basis
The Parish generalty meets its day to day working capital requirement from its annual
incc(ne. The Trustees have obtained and reviewed cash flow forecasts tor the
c(Kning year and based on these are satsfied that the Parish has reeourses to
provide a ￿asonable expectation that it (3n continue to meet its financial obligations
as they fall due for the foreseeable future. Therefore these financial statements have
been prepared on a going concem basis.

the accounts and to the parish.
The Church Hall is attached to the Church building. As a result this buildirMJ is not
recognised in the parish balance Str￿l
The Rectory a￿$ Curate property are recognised at its original cost. No Depreciation
has been provided on the properties as the current estimated residual value is not
less than its carrying value and the remainirKJ useful life currenty exceeds 50 years.
e) Funds
Funds are classified as either restricted fUr￿s. unrestricted furKls or dedicated, defined
as follows.
Restricted funds are funds subject to specific requirements as to their use which may
be declared by the donor or with their authorty or created through legal,. processes,
but stsll wrthin the wider objects of the Parish.
Unrestricted furKts are expendable at the discretion of the trustees in furtherance of
the objects of the charity. If parts of the unrestricted funds are eamarked at the
discretion of the trustees for a particular purpose, they are deS￿nated as a separate
fund. This designation has an administrative purpose only and does not legally
restrict the trL￿, discretion to appty the fvnd.
Dedicated funds are exclusNely allocated to or intended for a particular purpose.

Estimat8s and judgmonts made in the process of preparing the financial ststements
are continually evaluated and are based on historical experience and other factors,
