applicable lo charities pi'eparing their accounts in accoi'dance with the Financial Reporting Siandai'd applicable in the
UK and Republic of Ii'eland (FRS 102) (effective l Januaiy 2019).
OBJECTIVES AND ACTIVITIES

The Centre operates under the auspices of the Diocesan Conslitulion, under reviem,, which slates that the Youth Centre
15 established to pi'ovide, niainlain, and piomote facilities and activities of a social, spii'itual, educational, and
recreational nature Kvith tl)e object of iinproving the conditions of life of the young people in the ai'ea of benefit. The
Centi'e shall exist for the use and benefit of all young people in the locality of Downpali'ick and envii'ons, without
distii)etion of sex, political, religious, 01- oil)ei' opinioi). The Centre is availablc lo all such young people and lo those of
Iheii. invitees, from outside the area of benefit, as shall accept the aims of the Centre and subsci'ibe to the I'ules fiom
lime lo lime in foi'ce Ihei'ein.
Pati'ician Youth Centre is fully committed lo the cai'e, Ivelfare and safety of the childi'en and yoiing people in its care.
The Cei)ti'e cai'ries out this duty through the pi'ovision of a carii)g, supportive, and safe enviioi)ment in ivhich
individiials are valiied for theii. unique talent and abilities and Iheii. social and pei'sonal development al'e niii'tured to its
full potential.
P8trician Youth Centre is a fiill-time voluntary youth piDvision, purpose built and accommodates more than 600
membei's througl)out the year. The Centi'e is the niain youih PlDvision in Doivnpali'ick and the only Centre of ils kind
Ivithin a 25-mile radius. The Youth Centre caters foi. a laige populalioi) spread of young people ivho reside in the town
and in surroLinding areaslvillages. Patrician is in the Ballymote Elecloi'al Wai'd of NeKviy, Moume and Doivn ivhich,
according lo the most recent Multiple Depi'ivation Measures Repoi't is ivithin the lop l O&/0 of most depi'ived siipei. oiitpiil
ai'eas of Norihei'n Ii'eland. The Centi'e has a Pai'isli outreach pi'ovision
Si Colincille's Youth Club at the Ballymole
Spoi'ls and Wellbeing Centre, Glebetoivn Di'ive, Doivnpali'ick, one night iyeekl), for a lei'm time pi'ogi'amme and diii'ing
July foi. summei. piovision. This pi'ovision is also located in an ai'ea of social need atit7cting membeiship from the
Ballyn)ole and sui'rounding electoral wards. The provision delivers a genei'ic youth club provision lo the indigenous
popiilalion.
The Youth Cenli'e offers an extensive pi'ogi'amme of activities throu8h addi'essing the DENI 'Priorities foi. Youth Policy,
(2014) and Youth Seivice 'Model foi. Effective P12clice' document. Progi'amme delivei'y includes Ilie Performing and
Creative Ai'ls, Provision for Sport, Membei. Ti?ining, Award and Peisonal Development Programmes, Local Ti'avel and
Exchange Piogi'ammes, Infoi'mation Technology, Ouidooi. Education, CRED Programme Linkages, Inclusion
Programmes, Aftei. School/Bxlended Schools Programnies, Community Involvement and Development Educ8tion
Programmes. The Centi'e pi'ovides for the youth sei'vice age range of 4-25 yeai's, matching targeted pi'ogramme
interventioi)s to age aiid needs of childi'en and young people.
The Youth Centre is managed by a Voluntaiy Management Committee appoii)led by the Trustees. The Centre is staffed
by full-lime pi'ofessional staff along iviih pai'l-time qualified, Ii'ainee staff and volunteers.
The Centre relies heavily on the input of voluntary work at all levels. All staff conli'ibute voluntary hours to the
opei'ation of the oi'ganisation and delivery of Ihe progi'amme.
All piogi'ammes delivered in the Youth Cenli'e aim lo be self-financing and the Cenli'e continues to actively seek funds
fiom a iwai'iety of funding source5 to maintain sei'vice delivery. The Youth Centre through monitoi'ing and evaluation
processes develop nevv piogi'amme initiatives lo respond lo and target needs base of young people in area.

Public benefit

of staff members and I'ecoi'ds of acliievements; othei. qualilalive data fi'om pai'enls, teachers, and community
I'epi'esentatives. quantitative data from piogi'amme and piojecl evaluations; data fi'om other soui'ces includii)g other
sei'vice providers both statuloiy and i)on-slatutoiy. The beneficiai'ies of this piii'pose are childi'en and young people as
defined by Govei'nmenl policy in Norihei'n Ireland living in Doivnpatrick. A private benefit could be gained by a
Ti'ustee who has a child who makes use of the facilities and activities of the centi'e. The child of the Triistee applies to
be parl of the youth centi'e and is given access in Ilie same ivay as othei- bei)efieiaries. This benefit is incidental and
necessai'y lo ensure the benefit is piovided to oui. beneficiaries. Volunteei's may gain an inci'eased Sense of ivell-being
thi'ougli theii. involvement in the centre; however, this benefit is incidental and necessary lo ensure benefit is Piovided
to beneficiaries. Staff tnay gain opporlunilies lo be involved in educatioi)al oi. reci'eational activities. The benefit is
also incidei)lal and necessary foi. the woi'k of the oi'gaiiisalion lo lake place.
ACHIEVEMEf+4T AND PERFORMANCE
Charitable activities
The Youth Centi'e conliniied to I'ecover from the pandemic and delivery began to normalize foi. children and young
people. The Cenlit delivered youth sei'vices fulfilling the requii'ements of EA specificatioiis introduced, Ivoi'king in yet
anoihei. very challenging envii'ontnent dealing with further statiitoi'y tunding cuts. Alongside ivhich, the cost-of-ljiwing
crisis was inipacting many families, visibly present in lack of resoiii'ces and need foi. pi'actical iiitei'venlions. In
I'esponse, Ive continued feeding childi'en and young people al every session, healtliy snacks and hot suppei's ivhich ivere
hiigely ivelconied, providing much needed sustenance foi. many) supporting pai'licipalion and ivellbeing. Delivering
cookeiy and miiii chef sessions wei'e also well I'eceived and ivorking in pai'lnetship with our Ti'ust Dieticians enabled us
to launch a sloiv cookei. programme providing resoui'ces as well as skills to oui. young people and theii. families. During
the yeai. oui. Pei'forming Ai'ls I'etui'ned lo full live Productions, and we showcased two, a Musical and Theatre
Extravaganza for Qui. local schools and community. Our summei. programme was a gi'eat success also, delivei'ing over
an eight-iveek period pioviding activities foi. most of ihe holiday period. Work with schools and oihei. pai'lners
developed over the year also. The Cenli'e engaged all age 12nges in a variety of programnie intei'venlions and despite
lack of I'esoui-ces managed to relain our outreach service al Si Colmcille's.
Promoting inclusion remained a key aspect of Nvork during the year hence the Centre maiiitained contact i¥iih agencies
lo ensui'e ongoing SLlPPOI't and inclusion of needs-based niembership. For example, oui. ASD pi'ogi'amtne continued foi.
e.xisting and new niembership and aftei. sehool activity progi'ammes were maintained. The Centre continued to engage
in outreach work 01) sti'eels in I'esponse to needs and lo suppoi'l recruitmenl. Developing member volunteers ivas also a
focus.
The Youth Centre woi'ked to agi'eed specification with the Education Authoi'ily, part of Kvhich included quartei'ly
'Moderalion Visits, iii the organisalion. Dui'ing these visits by an exlei'nal EA Officei., staff deliveiy was observed,
Inembei's spoken iviih, and evidence collected I'elaling to ongoing woi'k and response lo agi'eed tai'gels. Modei-alion
reports compiled dui'ing the pei'iod commended the hi8h standai'd of work and pi'actice being delivei-ed and were gi'aded
'011151aiidii)g' throughout the year.
FINANCIAL REVIEW

associated revenue and funding genei'aled from fund-l'aising activities, as well as applications to chai'itable tru51s.

funding I'esei'ves. These resei'ves al'e to be I'elained in ol'der to meet precautionary financial requii'emenls.

The Cenli'e is managed and monitored lo minimise I'isk. The Centre adhei'es closely lo all health and safety regulations
including both building risk and activity risk and ensui'es that the building (a pai'ish piyipei'ty) mee15 all Eiiropean
Regulations in I'elalion lo same thi'ough having an 'Entei'lainmenl's Licence in place.
Child Pi'oleclion &
Safeguarding procediire5 al'e adhei'ed lo I'igidly, in relation lo the operation of the Cenli'e, as well as progi'amme
delivery. The cenlre has in place a fil'e risk assessment certificate in line with 2010 legislation and has a numbei. of staff
team Ii'ained as fire wai'dei)s. This assessment is I'eviewed annually and staff undei'go Ii'aining on an ongoing basis.
Programmes such as Outdoor Education and the Aivard Programme, which ii'ould be I'egarded as being of high i-isk, are
only deliiwered by appi'opriately qualified staff at designated localioi)s. Out of Centi'e activities and events at outside
locations, as well as Ii'avel and exchange pi'ogi'amnies, are undei'laken with all necessary piDcedures in place e.g. staff
ratios, suitable accommodation, Ii'ansport etc. Building and Activity Risk Assessments are I'eviewed annually.
The Centre adopted updated Safeguai'ding Procediii'es for'children, Yoiing People and Adults at Ri5k' in Febi'uary 2020
