nelghbouthood Ihat is resrfient and inclusive. BCDA both generates this development and equips
groups and indivSduals to be adaplive In the face of change.
We achieve thi8 by ading as a resource for action. providing physical space for the autonomous
development ol groups and developmental support for our partner projects. Overall, in the year from
April 2022, BCDA supported 123 groups and prqects. To understand and map the impacts of our
work we organise our engagement at ihree 'bevels". Leve11 (38 in 2022-2023), space for groups lo
plan and deliver., leve12 (44 in 2022-2023), groups porticipate or gain benefil and empowerment from
our projects arrfl prograrnmes., leve13 (41 In 2022-2023), 8CDA acl8 as Ihe pivoi for collaborat￿Tr
betrween groups and organisalions.
The focu8 on group dave￿pment and collaboration is malched by our support for Indivkluals and
families. Our great Advice Team delivered an average 0125 advlce sesslons per week across 11
venues in Soulh 8effast. We supported 1642 individuals and recovered £832,601.00 in benefil
payments foi these chents. This has had a huge impact of the quality of lrfe of these people,
particularly in the currenl economic dirnate where the cosl of Ilving Is increasing. and incomes are
static or decreasing in real terms. There is a real uisis for people that we address. 8CDA Health and
Social Wellbeing Team exceeded Ihe project t8rgels, by impacling on the lives of 1626 people and
families, aged across the life Gycb, throu9h the delivery of soclal heallh and well-being programmes

Financlal review
The nel incomlng resources for 2022123 were £29,032 <2022: £31.719). Total reserves al the year-end
amounted to £612,559.
Reserves poll¢y and golng ¢oncern
Reserves are needed to bridge the Ilrning gap befvieen spending and receiving of Income and lo cover
unplanned temporary shortfalls in income should they arise. Holding adequate reserves Safeguards
the provision of our services in the evenl of unexpected significant financial pressures. The trustees
consider that the ideal level of reserves would be between three lo six rnonths expenditure which for
lh8 year ended 31 Ma￿h 2023 would be between £129,642 and £259.284
Unrestricted reserves freely avallable to spentj. therefore excluding fixed assets, restricted res•p4es
and designated reser4es amounled to £176,280 whlch is within the Ideal Lqrget level. The Irvstees

opportunities for bDlh. The board are also developin9 plans for unrestricted income generation based
on use of exisling organisational assets and pursuing income diversification opportunities.
The aftermath of Ihe pandernlc, the emerglng 'cosl of Ilving" crlsls and the consequent squeeze on
public finances presents a significanl challenge for 8COA going fopward. This, coupled with a marked
reduction in resource income because of reduced use of the building during th8 pandemic. requires
new approaches lo suslalning our work, BCDA will be expanding opportunilies for groups and
individuals to use resources in the building, including the newly renovated space on the top floor= this
will enhance Ihe level of support available to the neighbouthood In terms af spaces to work, meet and
innovate. It will also Gontribule to the building of financial reseNes enabling ihe 8oard lo sustain and
