**Purposes:** To relieve and advance the education of the mentally handicapped by the establishment and maintenance in accordance with the Principles referred to in the Schedule hereto (hereinafter called "Principles") of Villages for mentally handicapped persons from school leaving age upwards at which such persons will as workers in a sheltered occupation become skilled in agriculture and in various light industries of a productive nature and enjoy the benefits of a private family life in all its aspects.
