The trustees present the annual report and statements of Receipts and Payments and Assets and Liabili�es for the All-Saints Parish Church for the year ended 31[st ] December 2023 

**Objec�ves and Ac�vi�es:** The charitable purpose of the Church of Ireland is the advancement of religion. 

The principal func�on of the All-Saints Parish Church Tullylish is to support the advancement of the Chris�an religion by promo�ng, through the work of the All-Saints Parish Church Tullylish the whole mission of the Church, pastoral, evangelis�c, social and ecumenical. Being open to and engaging with society as a whole and offering support for those needing help are fundamental to the prac�cal delivery of the benefits of Chris�anity. 

As a result of ac�vity in the pursuit of the advancement of the Chris�an religion, the All-Saints Parish Church Tullylish custody of property and of records, materials and artefacts of significance to the cultural and religious heritage and maintenance of which is undertaken by the select vestry of the All-Saints Parish Church Tullylish. 

## **Achievements, Performance & Public Benefit** 

With the recovery from the Co-Vid 19 pandemic, it has con�nued to be a year of difficulty and change for the parish. The Rector unfortunately took ill in late Dec 2021 and was unable to fulfil any du�es during the year 2023 and subsequently re�red in March 2023. The various groups within the parish have resumed during the year with reduced numbers as some people were s�ll reluctant to come out a�er the pandemic 

The Select Vestry met each month under the chairmanship of the Rural Dean the Very Rev. Canon Geoff Wilson and normal business was transacted.  Sunday Services were reasonably well a�ended and each service was conducted by the Rev. Robert Smyth on appointment by the Bishop to cover the Rector's absence.  The Bishop appointed the Rev Roobert C Smyth as minister-in Charge and he was installed on 6[th] Octob3er 2023 

We have con�nually reviewed our child protec�on procedures within the Guidelines of the Diocesan requirements 

T _h_ e Parish has given careful considera�on to the Charity Commission for Northern Ireland’s guidance on public benefit to ensure that the ac�ves entered into during the year have helped to achieve the Parish’s objec�ves and ac�vi�es, as well as providing public benefit”. 

## **Financial Review** 

The Parish is in a reasonable financial posi�on with con�nued support from the congrega�on to both General opera�ng account and the Property & Maintenance account. However, with declining numbers and an aging congrega�on the trustees are aware that income from weekly stewardship offerings is declining and greater use is being made of transfers from Property and Maintenance account. Plans are in place to look at possible fund-raising ac�vi�es. 

## **Going Concern** 

“The trustees con�nually review the church finances at each vestry mee�ng and have reviewed the budgets for the year ahead and are sa�sfied that there are adequate funds with the change in accounts status and investment reserves to ensure that the Parish can con�nue its ac�vi�es and the financial statements for the year ended 2023 can be signed off as a going concern”.

## **Structure, Governance and Management** 

## _**Governing Document and Cons�tu�on of the Charity**_ 

Chapter III of the Cons�tu�on of the Church of Ireland governs Parishes and Parochial Organisa�on. The Select Vestry members are the Charity Trustees 

## _**Recruitment and Appointment of Select Vestry (Trustees)**_ 

All members of the Church of Ireland who are over the age of 18 and are either resident within the parish or live elsewhere but have been accustomed members of the congrega�on for at least three months, may register as members of the general vestry of the parish, allowing them to a�end and vote at mee�ngs of the general vestry and to stand for elec�on to the select vestry.  Mee�ngs of the general vestry are held at least once a year. The Select Vestry is elected as part of this General Vestry mee�ng. The Select Vestry will hold their posi�ons for a period of one year. Select Vestry members may be re-elected annually and there is no limit on the number of terms which may be served. 

## **Pay and remunera�on** 

**T** he Incumbent of the Parish is paid directly by the Parish, and receives the full s�pend in accordance with Diocesan recommended statement issued each November with figures approved by the General Synod of the Church of Ireland and also receives the Locomotory and expenses of office as recommended by the General Synod. 

## _**Organisa�onal Structure**_ 

The select vestry is responsible for the day-to-day management of the parish. The select vestry consists of the member of the clergy serving in the parish, any curate assistant (“the curate”), the churchwardens, the glebe wardens and generally not more than twelve other members of the general vestry elected at the General Vestry. 

The select vestry was chaired by the very Rev. Canon Geoff Wilson in the absence of the incumbent of the parish. Select vestry members are responsible for making decisions on ma�ers of general concern and importance to the parish including deciding how parish funds are to be applied. 

The select vestry meets at �mes fixed by the members or by the diocesan synod. Special mee�ngs may be convened at any �me by the chairperson or the churchwardens. 

## _**Compliance with Public Benefit**_ 

The Parish has given careful considera�on to the Charity Commission for Northern Ireland’s guidance on public benefit to ensure that the ac�ves entered into during the year have helped to achieve the Parish’s objec�ves and ac�vi�es, as well as providing public benefit. 

## **Statement of Trustees' Responsibili�es** 

The trustees are responsible for preparing the Trustees’ Report and the statement of receipts and payments and statement of assets and liabili�es in accordance with applicable law and regula�ons. 

The law applicable to chari�es in Northern Ireland with Income of less than £250,000 requires the trustees to prepare a statement of receipts and payments and a statement of assets and liabili�es for each financial year. 

The trustees are responsible for keeping accoun�ng records that are sufficient to show and explain the Parish’s transac�ons and disclose with reasonable accuracy at any �me the assets and liabili�es of the Parish. They are also responsible for safeguarding the assets of the Parish and hence for taking reasonable steps for the preven�on and detec�on of fraud and other irregulari�es.
