The Trustees are pleased to present thelr Annual Directors Rgport together with the Consolidated Flnancial
statements of the Charity for the Year Ending 315t March 2023: which are also prepared to meet the
requirements for a Directors Report and Accounts for Companies Act purposes.
Chalrperson's Report
Welcome to our annual report for 202212023. Durfng thls p8rlod, we along with countless other organisatlons
began the process of emerging out of the very necessary restrictions Implemented to prevent the spread of
Covid-19 and buill upon the learning we a¢hi8vèd from our 8XP8r18nce of delivering our service In challenging
times. No￿{thstandIng those challenges, we have continued to move forward with our goal of securlng a
suitable base for delivering our services. We were d8llght8d to be offered the opportunity to move to 34
Shaftesbury Squaré and greatly appr8ciate the support of VSB Foundatlon for their gracious offer. Thè
standalon& building has 8nablèd us to furth8r d8velop our servlces in line with our charltable objectiV8s and
has helped us to create a wonderful resource for our Cllents and other key stakeholders.
We work to help unemployed and economically inactive people to believe in th8ms8lves and r8cognise their
own potentlal. Our knowledgeable, prof8sslonal, committed and compasslonate team work together to
support, encourage and enabl8 each person we work with lo believe in themselves and thelr abillty to secure
suslalnable employment and if required, transfer thelr skills to new opportunitles In the ever-¢hanging world of
work.
We are committed to contlnuous Improv8ment and development and always challenge ourselves to provld8
hlgh quality, impartial, one-towone careers information, advice and guidancè that helps build a person's
self-confid8nce, skllls, motivation and their personal capacity for leamlng and work. In Decèmber 2022, we
successfully bld fcr the Belfasl Labour Market Partnership Gateway to Choices Service commlssloned by
Belfast Clty Council. This dynamic new service wlll see us supportlng 1200+ Belfast residents wlth an
employabilitylcarèers Informatlon, 8dvlce 8nd guidance service which supports thern to driv8 th8ir own
pepdonal leaming for work journey wlth the assistance of an impartial Gateway to Choices Advisèr who wlll
help them to choose thelr options from 8 '1ive' choices menu of provision available to them. The Gateway to
Choices Service set up phase was implemented January- March 2023 with the $8rvice scheduled lo launch
In April 2023.
We are dellghted by our r8t8ntlon of quality markslstandards: matrfx. IS09001.'2015, Investors In People and
are curr8ntly working with Belfast City Council lo become a 'Belfast Business Promise, accredited
organisatlon.
Maintaining connections with our service beneficiaries, ne￿OrkS and other key stakèholders during 202212023
has baen central to our organisational business strategy during this period of challenge and change. During
this tlme we have worked within our business plan. driving our strategy and building our capacity to develop
our programmes and services to meel current and future needs.
We believe In soclal value cr8atlon', th15 undèrpins our commitment to partnership working and collaboratlon
that can make a difference to communities and Ilves. In the forthcoming year w8 will support unemployed
adults to gain qualifications and work experience wlthin GEMS Nl preparing them for nèw career
opportunities.
Durlng 202212023 we have continued to work in the partnership delivery of our three main projects: Belfast
Works, CO-MENT and Community Family Support Project. These projects completed at 31st March 2023
following Call 3 of the European Social Fund. Whilst we have been successful in securing funding from the UK

Shared Prosperity Fund {UKSPFI.for the new Belfast Works Connect project, unfortunately we were
unsuccessful in our application to take foNard our project to support young people aged 16-24 who are nol in
education, employment or training. Whilst we are very disappointed given the success of our ESF CO-MENT
projèct, wé ar8 movlng forward to Id8ntlfy other funding sourcés to support this groundbreaklng work.
During Ihis year we completed our Erasmus+ prolects whlch sadly, due to the UK 6xlt from Ihe European
Union. r8pres8nt our final participatlon In th8 Erasmus+ programme after 20 years of active involvèmént in
Erasmus and its prédecessor pragrammas. We are however taking forward our aim of establlshing a GEMS
Company and charity in Ireland.
GEMS Nl Board continues lo support thè Chief Executive, Senior Management Team and all our staff to strfv8
for continuous irnprovem8nl and the ongoing development of innovalive approaches designed lo help people
exp8rf8nclng labour market dl8advantag8 lo move from long-term unemployment, economic inactlvlty and
worklessness Into sustainable employment. In this financial year we had 3 cor8 aims to ensure Ihat we
continued lo deliver a high quality, responsive service to those facing disadvantage in the labour market Ih88e
were:
1. Establish GEMS Ireland as a Company and seek charltabl8 status.
2. Merge wlth Farranshane Community Trust bringing Farranshane into GEMS NI.
3. Identlfy and $8cure flt for purpose premises for GEMS NI.
We are sllll working to set up a GEMS charitable Company in Ireland sUPPOrted by thr88 new Trustees who
are based In and work In Ireland. Our work in this area has been stalled by funding challenges including
potential redundancies as we rnoved from ESF fundlng to UKSPF. We hope to have thls new charitsble
company In place on or before June 2024.
The merger vllh F8rranshane Communlty Trust was completed on 18th April 2023 and we ar8 currentty
working to develop new services for the area served.
We have moved to 34 Shaftesbury Square and are currenuy exploring opportunltl8s for a longer term
rel8tionshlp wlth the VSB Trust and continued development of the premises,
I commend the dedlcation of the GEMS Nl Board who have given thelr commltment and expertlse thus
ensuring the govemanca and accountsblllly of the charlty Is central to its purpose and values. Thls, and the
Board's Steadfast support to the Chief Executive and Senior Management Team and staff of the organisatlon
has contrlbuted to the many posltlvé rÉ8ults for the year.
During thls year we have added three Ireland-based Trustees who all have a wealth of experfence and
8xp8rtIs8 thal VAII h&lp GEMS Nl to consolldat8 and bulld upon its charitsble aims.
I commend the Chlef Executlve for her stratagic vislon and leadership in a Challenging timé for GEMS Nl and
all organisalions working to support people to access sustainable employm8nt. She and our Senlor
Management Team have supported our highly comrnltted. compassionate and productive staff team to
continue to deliver service excellence regardless of the precarious funding circumstances we and olhers
currently operate wlhin.
NO￿￿thstandIng all thg challenges before us we have delivered a strong and unrelenting offer to those
experience labour market dlsadvantag8, consolidatsd our relationships with partners and other k8y
stakeholders. successfully tendered for new business and achieved a m¢)dest Surplus for the period.
I do not doubt the￿ wlll be new challenges before us, and I do not doubt that we wll meel and overcome
thes8 challenges In the 202312024 year befor8 US.

obllgalions under company law, the Charity Commlssion for Northern Ireland guidance on publlc benefit,
and infomi them of the content of the Memorandum and Articles of Association, the committee and
declslon-making processes. the business plan and recent financlal performance of the charty. Durlng the
induction process they meet other trustees, and key employees. Twstees are Èncouraged to attend
appropriate training events such as those provided by C03 and NICVA and where these wlll facllitats the
underLgklng of their role.
Organlsatlon
The board of trustees, which Can have up to 15 m8mbers, administers the charlty. Th8 board normally
meets bi-monthly and there are sub-comrnitte8s coverlng finance {which normally meets monthly) and
Human Resourceslstsffing whlch meets as required. A Chief Executive Is appointsd by the trustees to
manage the day-t¢>day operations of the charity. To facilitate eff8ctive operations. the Chief Executive has
delegated authority. within terms of delegation approved by the trustees, for operational matters Including
finance, employment and programme development.
Related Parties and Co-operatlon wlth other organisation$
None of our trustees receive remuneration or any other benefit from their work for the charity. Any
connection be￿een a trustée or senior manager of the charity with a suppller or sub-contrador must be
disclosed to the full board of trustees in the same way as any other contractual relationship with a related
party. In the current year no such related party Iransactions were reported.

Pay Policy for Senior Staff
The Board of Directors, who are the charlty's trustees. and the senior management team comprise the key
management personnel of tha charity in charg8 o* dlr8ctlng. controlling, running and cparatlng the charity on
a day to day basis. All the directors give their tlme freely and no director received remuneration in thé year.
Thè pay of senior staff is reviewed annually and normally increasèd In accordance wlth average èarnings. In
view of the natur8 of the chadty, the dlrectors benchmark against pay levels In organisations of a similar size
run on a voluntary basis. The remuneration b6nch mark Is thè mldpoinl of the range paid for $Smllar rolas
adjusted for the weighting of up to 300h for any additional responslblllties.

The trustees have a Rlsk Management Strategy whlch comprlses of:

This process has Identlfled that financlal sustalnability remalns a key financial rlsk for the charlty. A key
element in the management of flnanclal risk is the regular review of available liquld funds to settle the debts
as they fall due., regular liaison with the bank and actlve management of debtors and credltors balanc8s to
ensure sufflclent working capltal by GEMS NI.
We also retaln focus on non-financial risk arising from flre, health and safety of cllenls, staff and vlsilors.
Thes8 rlsks are managed by ensuring accredltatlon Is up to date, having robust policies and procedures In
place and regular awareness-raising for staff worklng in operational areas. Staff have recelved training In tha
safeguardlng of chlldren and adults at risk and sulclde awareness.

The Belfasl Works project Is an employability programme for people who are un8mploy8d or

CFSP is managed by the Upper Springfield Developmènt Trust (USDT). a leading communty development
organisation located in W8St Belfast, and is delivered in partnership with four addillonal Belfast based
community value organlsatlons: GEMS Nl, East Belfast Mission, Ashton Communlty Trust and Impact
Training. CFSP compliments other services USDT, and partners provide induding Surestart. Skills for Life
& WorklApps21, heallhlwellbelng, community development, neighbourhood renewal and good relations
services.
CFSP obJectives include:
To engage and support 200 partlclpants (parentslchlldrenfyoung people) betsveen 2022-23 to address
health, social and finanGial Issues and to reduce barriers lo education l training and employment.
To move a minimum of 104h of all Indlviduals Into employment and a further 200A into 8ducation or further
trainlng.
Recruitment wlll b8 the responsibility of the five partners across the city, {all of whom have unique Ilnks wlthln
the local community). CFSP will engage with ils target groups in a Suppo￿'Ve/1nC1uslve manner (flexible and

Led by GEMS Nl with partners NBWISP, Greater Village Regeneration Trust. Short Strand Community
Forum, South Belfasl Community Resources and Time Ireland. the C(>MENT Model supports NEET Young
people with complex personal, Social and emotional issues into employment, further education and or
training, by accommodating their individual needslbarrlers In their learning, life, leisure and work 'zones'
starting with Ihelr worldvlew. Our alm is to identify, access and engage young people whose needs have not
been met by mainstream Vocational Education and Training {VET) programmes including those who have
dropped out from Further Education or have been 'churn8d' be￿On dlfferent VET providers before dropping
out, or have had a short experience of Iow-5killedllow pald employment. These young people may be
considered °NEET" each wlll bring their own personal story requiring customised asslstance trj improve
thelr employability.

Huddersfield, Time As50ciales Extem (UK), Antsres and Eulab {Italyl Polytechnic University of Bucharest
(Romania) Desincoop, Portugal and Bek88 Publlc Labour Mark6t Agency (Hungaryl. The project developed
and 18stsd an approach to worklng with NEET-experienced young people using a game as part of a toolkit
of support that helps them design their employability pathway.

Housing. In the CIVIC project the 'Housing' relates to a community-based stralegy used to enable the
transltlon from support to Inclusion. GEMS Nl's role was to contribute on employment inclusion as part
of the transition process.

Rosorves Pollcy
The policy of the charlty Is to establlsh and maintsln sufflclent levels of reserves which ensure GEMS NS'8
core actlvltles could continue during a perlod of unforeseen dlfflculty and or meet contractual obligatlons
should the organlsatlon have to close. Tha asplratlon of the Directors Is to have in place reserves
equivalént to 3 months of the organisation's unrestricted exp8nditur8.
To make a Judgement on the amount of r8s8rve, the truslees have considered thè rlsks In respect of
expenditure, unrestrlcled income, and where approprlate, reslricted income and where funds can only be
realised by the disposal of a fixed asset.

Thls pollcy will be reviewed by the trustses annually at its strategy meeting and bl-monlhly as part of the

informs their approval of the stralegy document and annual operaling budget.
Going Concern
The trustees have considered the position of the charfty and are of the opinion that there is sufficlent
contrarted income for the medium lerm to secure the Immedlate future of the charty. The Charfty Is

The Charity's strateglc direction Is Informed by a number of k8y Issues and challenges that are befor8 it
and other charitles Sn Northem Ireland that deliver servlces wlthin the context of European funding.
We remaln acutely aware of the need to ensure the sustalnabllity of our seNlces. If our current delivery
model is concluded or replaced to a suppliar Inc8nllve delivery model, this could place our seNlce
beneficiaries (many of whom have complex needs that are not adequately met by the mainstream services
avallablé) at certain disadvantage.
We will focus our work wlth other like-minded organisations to d8v8lop service delivery models (Including
those with the capaclty to 'scale up,) that we can bring to government and local govemmenl as solution$
to address, for example, economic inaclivity and worklessness or youth unèmployment, through an
approach that Is underpinned by ensuring the dignlty and value of each servlce benefi¢iary is paramount
wlthin the offer they receive.
Notwilhstandlng many of our current prts3rammes are delSvered within a partn8rshlp approach, we wlll
continue to explore the efflcacy of formalislng relationships with other organisations. Thls approach is

The financial statements have been prepared in accordance with Accounting and Reporting by Charities:
Statement of Recommended Praclice applicable to charities preparing their accounls in accordance with
the Financial Reporting Standard applicable in the UK and Republic of Ireland {FRS 102) (effective 1
January 2019) - (Charities SORP (FRS 102)), the Financial Reporting Standard appllcable In the UK and
Republlc of I￿land IFRS 102) and the Companies Act 2006. The charlty meets the d8finltlon of a public
benefit entily under FRS 102. Assets and1Sablllties are intially recognlsed at hlstorfcal cost or
transaction value unless otherwise stated In the relevant accounting policy notelsl .
b) Preperation of th8 accounts on a going concem basis
The trustees have consldered the po8ltlon of the charity and are of the opinion that there Is sufficlent
contracted income for the medium term to secure the immediate future of the charity. The Charity is
dellvering UKSPF programmes {fundlng perlod 202312025) and Belfast City Council programmes
(funding period 202312025) and will generate further funding from additional contr8Ct8 for services.
On this basls the assessment of the trustees 18 that the charlty is a going concem.
c) Fund Accounting
General funds are unrestrlcted funds whlch are available for us8 at th8 discretion of the Trustees in
furtherance of the gèneral obl8ctlv8s of the Charity and which have not been deslgnated for other
purposes.
Restricted funds ar8 funds whlch ar8 to be used In accordance wlth specific restricuons Imposed by
donors or which have been ralsed by the Charity for particular purposes. The cost of ralslng and
administerlng such funds are charged agalnst the specific fund. The alm and usa ol r6strfct8d funds is set

criteria for restriction have been discharged or no longer apply.

11 Financial Instruments
The trust only has financial assets and financlal liabilities of a klnd that qualify as baslc flnancial
instruments. Basic financial instruments are initially recognised at transaction value and subsequently
measured at their settlement value with Ihe exception of bank loans which ara subsequently measured
at the carying valu8 plus accrued interest less repayments. The financing charge to expenditure is at
a Constant rate calculated usln9 the eff8Ctlve int8rest method,
m) Pensions
Th8 company operates a defined contribution pension scheme. Contributions are charged in the
ststement of financial actlvltles as they become payable In accordance Wlth the rules of the scheme.
n) Finance and operaling leases
Rentals applicable to operating18ases are Charged to the SOFA over the period in which the cost is
incurred in equal amounts. Assets purchased under finance leases are ¢apitalised at their fair value at
the inception of th8 contracts and depreciated over their estimated useful Iiv8s. Obligations under such
agreements are included in creditors. The difference bel￿een the capitalised cost and th& total
obliagation under the lease r9pr8S8nts the finance charges. Flnanc8 charges are allocated over the
period of the lease in proportlon to the capital amount outstanding.
