Spiritual leadership is the highest forni of authority. The men and women who lead niust liav¢ a personal heart for God
in order lo be able to discern the will of God and lead the Iniiiistry effeetively. Regardless of the skill of a leader, if he or
she lacks a heart for God, the work will be eroded at its very foundation.
The Importaiice of tlie Spiritual Welfare of our Woi'kers
It is vital that we al'e never satisfied lo simply leach our staff the methods of how to reach children and how lo train
others lo do so, but we niust purposefully invest in the spiritual lives of our staff. When CEF staff al'e men and wonien
who al'e pi'imarily di'iveii by passion foi. God and His gloiy arid have a clea). call fi'oin the Loi'd, the work will pi'osper. If
we keep oui. focus on God and on His calling, then we will be sustained in limes of challenge.
The Importaiice of Prayer as Our Foundation
It is iiot the work we do, the meetiiigs we hold or the decisions we Inake Ilial briiig the greatest advances in the work,. il is
che titne spent befoi'e the throne of God it) pi'ayei-, in the name of our Loi'd Jesus Clii'ist, that brings power, labourers and
resources into the ministry.
The Iniportance of Evangelising Children
Thei'e is no limit to tl)e nuinb¢i' of orgaiiisations that do many good things that are important to boys aiid gil'ls in need.
We al'e thaiikful for theni and believe that God uses them to help hui'ting children. CEF, howevei., has been Called by
God to make it our highest pi'ioi-ity to present the Gospel so children may be saved and discipled in God's Word. We
must keep lo our call.
The Impoi'taiice of a Clear and Biblieal Presentation of the Gospel
Th¢ fact that a yoiing child can compreheiid the siinple message of salvation and become a cliild of God is the
foundational principle of CEF. Everything else that we do is based upoii this fact. The good iiews of Jesus Christ is the
power of God llnlo salvation. We must preseiit it cleai'ly and accurately.

Leadershlp - continues to outline the guidelines for CEF ministry and encoui'ages all field woi-kers to opei'ate within
these stnictures. The emphasis is placed upon each ai'ea workei. building a ministiy which involves local volunleei's and
enhances local cl)ui'cli outreach Co childi'en Ilii'ough ¢nvisioning, training, and equipping. The ciiri'enl leadership structure
is linder review by tlie Board of Tnistees and various Styles are being debated and thougl)t through. The Boai-d of
Trustees have identified aiid announced who will siicceed the cuftrent Directors wheii Iliey r¢lii-e fi'om their position.
We have been encouraged through extraoi'dinary ministries being tried oi. conducted by sonie of our on-field workers.
Examples of this are the Lego themed cliibs foi. which nationally we puicliased a large quantity of Lego n)alerial. This
material has been widely iised and enjoyed by i)iany children throughout Ii'eland. It is an amazing attractant, and our
on-field workers often present a talk with a Ilienie connected to the Lego task.
The "Crossfii'e Not Ashamed, outreach l)as been well enjoyed by iiumei'ous children. Several large screen televisions,
gaming consoles and gaines are used for this ministry, and upon invitation they are ti'anspoi'ted to various destiIiations,
(youth clubs, church clubs, community gi'oups, unifoi'tned Christian ethos oi'ganisatiot)s, schools) whei'e young people
and parents can be instructed it) the safe use of this highly populai. iiiediiim. Of coiirse, the young people get to play the
games also.
On-line Ininistry was developed diii'ing the paiidemic and is still available for contiiiiied use. We have received oral
reports diat on-line Inalerial has enabled cliildi'eIi to be l'eached in areas whei'e we have no full-liine workerls.

Natioilal Office
The national office is the central and vital hub of CEF n)inislry in li'eland with a small staff
perforn)ing an exceptioiial amount of work lo siipport those in dii'ect ministiy, and othei's, with all they require to
maintain the iiiinisliy God has led them into. The office building is the focal point for nuinerous aiid vai-ious nieetings. It
also pi'ovides us with a visual representation lo tlie Christian aiid general piiblic. It serves as a honie for two othei.
departnienls, safeguarding and multimedia.
We l)ave I'cdesigned the resoui'ce depai'lment of the buildiiig to enable oui. Inaterial to be pi'esenled in a modern and
casily accessible fashioii. This has been well received by the public who use our I'esources to reach the young people
with the Gospel. A 'w¢lconie' area has been cl'eated whei'e visitoi's can i'elax and pei￿Se the IT]alerial on display.
The national office also comprises oui. finan¢¢ office. Oiie meinbei. has returned from Inaternity Icave on a part-time
basis, bul we al-e pleased lo report the eniployee who covei'ed the matei'nity leave is reinainiiig with us on a permaiient
basis. Their hours will b¢ divided between the finance office aiid assisting the o￿lce Manager.
Ai'ea Ministry - Historically CEF have divided Northern Ireland into 5evei.al areas, wilh the local authoi'ity boiindaries
being used for general ￿}IdelIneS. This Ineans we have 15 local ai'eas iii Noi-theni li'elaiid where cui'renily tliere are four
areas witlioiit a woi'ket-, buc we are encouraged by the local con)miCtees continuiiig lo oversee the ministry, one with
assistance fi'oin & woi'kei. who is currently our Safeguai'ding appointee.
The four ai'eas in Northern Ireland wliich have active local coinmittees but no full-lime worker al'e, East Belfast,
Mid-Anti'im, Mid-ulsler, and Fernianagh. We seek lo make the need for full-time workei'ls known to the Chi'islian public
while prayiiig God will supply i)ew pei'sonnel for these gaps.
Genei'ally, iii the Republic of Ireland we follow the county guidelines regarding geographical ai'eas, but we are prepared
to make exceptions for larg¢ cities. At present we liave woi'kers in N & S Dublin. We also have two fainilies based in
Co. Cork, one as the area workei's aiid one responsible for promoting the ministry in the lowei. half of the Republic of
Ireland. The areas occupied at pi'¢sent al-e listed below.

Local Comillfittees - CEF Irelaiid is founded on voluiiteei. assistance and all area woi'kerls are encouraged to forin and
establish a volunteer local conimillee. This coininitlee is responsible for the local area work, and they meet Inoi)thly
along with the workerls lo oversee tlie niinislry.
The Leadership teain seek lo visit all local comnllttees twice ailliually and this proves to be very Iielpful in consolidating
i-elalioi)ships. Representatives fi'om the local cominitte¢s at'e asked to atleiid a ￿11 members Inecting in May and the
AGM in Novejnber.
Misslonary Deputation - This eiisures all those serving within the ii)ission in the Republic of Ii'eland and abi-oad can
present theii. niinislry to the Christian public. Each of those on deputation is allocated two areas and tE]e local committee
appoint a represeiitative to seek and organise i)ieetiiigs foi- the worker to pr¢sent their mtnistry iii their allocated period.
We have appointed one of out. woi'kers to oversee this vital aspect of niinistry.
Leadership seeks lo maintain contact with those woi'king outside Ilie island of Ii'eland, to encourage, support and provide
pastoral care for Iliem. There are sev¢i'al workers iii Eiii'ope who benefit fi-oin pl'ayer and fiiiaijcial siipport tl)t'ough
believers in Ii-eland. Many of these woi'kei's aSso participate in the deputation prograIi]nie ovcrse¢n by CEF of Ireland,
usually on a thi'ee-year cycle.
Inter-mission Pai'tnerships -
We al'e contii)uing to meet with oth¢i' niission ageiicies and seek to host round lable discussions over coffee and scones.
Tlll'ough this we seek to g21.ner resoui'ces aiid wliere possible share mission exhibition opporttinities and fellowship. Tliis
has enabled us lo foi'm stroiig i'elalionships with a few organisalions and open discussion with others. We also invite
other organisations lo represent theinselves and share in public conferences we conduct.
Children's Ministry Leadership Course
The CMLC in Seaview Canip and Conference Centre in Autumn 2022 was a blessiiig to all who attended and to the
mission in Ireland and fui'tlier afield. We have two new woi-kers in traiiiing as a result of Iliis ¢ouiEe. We al'e plai]ning
and looking forward to aiiother course in Aiitun)n 2024.

I. DIRECT MITrIISTRY:
Good News Clubs
Traditionally these al'e a col'e n)inistry of CEF and conducted it) the auttiinnlwinter months, Good News Clubs are held
weekly on average for one hour iii liom¢s, chui'ches, schools aiid community cents'es and they remaiii one of our most
effective nieihods of evangelisiiig and discipl ing children, thus seeking lo ￿[flI our ainis ai)d objectives.
Since the foundatioii of CEF in Ii'eland in 1950 tliis ministry has been conslai)I but witli a vastly changed society fron)
when these clubs coininenced, thei'e l)as been a steady inove fi'om hoine-based to coinmunity centres, schools, and
churches. It is also very Iioticeable that the avei'age age of those attendiiig club is deci'easing at an alarming l'ate.
We eiicourage our workei's lo envision chuich leaders of the beiiefit of this minisliy and exhort thein through their local
church to become actively involved iii i'egiilar niinistiy lo childi'eii outside of tl)eii' noi-lnal congi-egation. Tliis would
enable the church to take oil Ilie responsibility of discipliiig children who atteiid and conseqiiently build relationships
witli fainilies in their area and benefit their church.
Volunteers are vit21 lo maintaining Good News Clubs aiid it is essential for all local worket's to recruit, ciicourage and
befrieiid those who step up lo the challenge of l'eaching cliildi-en Ihroiigh a Good News Club. We al-e thankful foi. 211 the
voluiileei's who commit to makii)g themselves available to eiiable the childreii lo be evangelised 211d discipled on a
i-egulai. basis. Often, we al'e infoi'med of adults who first becanie followers of the Loi'd Jesiis Christ wliile atteiiding a
Good News Club. We find that parei)ts who pi'evioiisly allended a Good News Cliib are Inoi'e anienable to Ilieir childi'en
attending a club, even if Iliey as pareiils are i)ol believers in Jesus Christ Iheniselves.

These ¢oiirses al'e coiiducled in olli. two camplconfereiice centt-es, Seaview in Kilkcel Co. Down and Oceanview in
Rossnowlagh Co. Donegal. A fui'thei. coui'se for junioi- leaders is lield in a church hall in Kilkeel, Co. Down.
The national 'Reti'eal' camp in Atlilone, Republic of Ireland is for older leei)ag¢i's and those in tlieii. early twenties. This
is iiow 'fixed' on the calendar and one of the blessings is it provides a venue foi- young C￿.1$t581)S lo fellowship together
and eiicourage one another in their day-to-day walk with God. This is a blessing especially to those who do not have
many Christian friends of their own age. This yeai. again there wei'e ovei. l 00 young people in attendanc¢.
Diie to demand and our centt'e beii)g available oiir Youth Cl)allenge leader was able to coi)duct an exti'a Teens Camp in
Seaview, Co. Down. 200 young people attended these two weeks of 'Teen Camp,
A Inajor encoui-agement to all of us in leadership has been seeing our new woi'ker, who joined the Youth Challenge team
last year, develop in th¢ir gifting and being a blessing to the yowig people and Ilie team leader. This worker along wid)
sevei'al otli¢r full-time workers grew up Ihi'ough the Youth Challenge progi'amme. This dcinoiistrates the value of tliis
ministry.
Cainps
This summei. we had 36 camps conducted throughout Ii'elaiid by CEF, two of which weie non-residential. We know this
to be one of our most effective ministries and one which campei's and leaders alike look forward to. This ministi'y
enables young people to not only l)eai' the Gospel being taught, but lo see it niodelled and lived out in the lives of the
leadei's. We desci-ibe tliis as 'Proclaination' and 'Demonstration'.
We are Iliankful foi. each and every volunteci. who sacL'ificially gives up a week. or Inore, of their liolidays to assist in Ilie
canips. The camps simply could not opei'ate will)out these individiials, aiid we liusl they will i-eturn annually as the years
progress, as experieiiced leadei's al'e essential to the smooth ruiining of 8 camp and deinonsirating to new leadei's the
commitment and work ethÉc i'equired.
School Classes and Asselnblies
We are thankful foi. niany Principals who al'e willing and indeed desii'ous to have CEF local workers back in school
teachii)g tl)e cliildi'en iii Iheii. care.
Local schools were contacted as usual pi'ior to Chrisln)as 2022 and offei'ed the child friendly calendar our Mulliinedia
Departnieiit aniiually produce. This calendai. is produced in English and Ii'ish laiiguage and is completely designed
in-house with 60,000 beiiig fi'eely distributed. We trnsl this will help build and cenient In]st￿l i'elationships with school
principals.
5-Day Clubs
These clubs, conducted in cl)e summei. months aiid iii Ilie opel) air, i'¢inain one of oui. col'e ministi'ies enabling childi'en
fi'oni all backgi'ouiids lo heal- the Gospel of Jesiis Clu'ist. The clubs ai'c often conducted in local housing areas where
thei'e appeal's to be little contact with the Gospel. Local workei-s endeavoui. to sei)d teams back lo the same areas eacli
sun]niei- as tliis builds i'elalionships with children aiid pai'ents. Tliis ci'eates an eleinent of li￿st wilhiIi the cominuiiity, and
often assures acceptance enabling die team to shal'e Iljc Gospel message.
This pi'ogranime is dependent upoii volunteers niany of whoni corne tkn'ougli the li'aining weeks we conduct, but it is also
ainazing to see Iiow Inany volunteet's i'etw'n aniiually to assist in this foi'in of oiili-each. Some of the leanis fall iiiider the
name of Chi'istian Youth ii) Action {CYIA) and Inany even speiid the week in a I'esideiiliaS envii'onnient. Other teains al'e

The clubs al'e veiy siinplistic in Iheii- pi-ogi'ainme, soine gan)eslactivities, singing, leaching a Bible verse aiid lessoii,
followed by a quiz. God still blesses Iliese outreaches and youi)g people who may have never l)eai'd a clear pi'eseiilation
of the Gospel are able lo hear, and for this we Iliank God. It is encoui'aging to these teains lo see the joy expressed by the
childi'eii when the teaill arrives and to receive thanks fi'om pareiits foi. taking the tinie with their childi'en.
One of our workers souglit to encourage atteiJdaiic¢ through developing spoj'ls activity-based clubs. They were
encoui'aged by the inlei-est and pai'ticipalion of the children and plan to offer tlie same type of club lo local scliools
diiring 11)e academic year.
Oiie of the 'newer' difficulties encountered has beeii seeking permission from managejnent conimitlees of estates to
coiiduc¢ the cliib on a green space. Sometimes this can be overcome if a local i'esident is willing to gi'ant pet-liiission for
the cliib lo be held 011 tlieii. premises, e.g. garden or garage if raining.
Holiday Bible Clubs {HBC)

conducting Holiday Bible Clubs We, as a mission, al'e passionate about l'eaching the children but we also seek to pai'lnei.
with the local churcli as tliey reach iiilo their comniuiiilies. We s¢¢k lo i'esource, train, and equip Ilie local chui'ch to
reach the uni'eachcd children on theii. own doorstep.
Ofteii our workei's will conduct a cliib for the chui'ch, especially if the church is liinited iii I'esoiirces and Inanpower. We
have received verbal thanks from soine smaller churches wKth an eldei'ly congi'egation who have been encouraged to see
Iheii- preinises used lo reach the children of the ai'ea. Othei- cliui'ches with greater resoui'ces desire to see theii. own
members d¢velop their gifts, aiid so they may request HBC material froin us to conduel their owti club. This frees up oui.
workers to probe iiito other areas of their region to seek venues for HBCS for cliildren living Ihei'e.

This sutJMnei' teains of young people went to Scotland, Macedoiiia, Moldova, Poland, and Jainaica to woi'k aloiigside
other CEF niinistries. Tl)ei'¢ they helped with camp ministry for teens aiid childreii, Holiday Bible Clubs, 5-Day Clubs,
and woi'ked alongside local cliurches. This helped lo develop existing woi-k and establish new ones. Throu￿ this inany
children heard the gospel foi. tlie first lime, and tlie young people were blessed and encouraged in Iheii. own faith.
Republic of Ireland Repoi't
School's miiiistry progran)me consists of direct classi'ooin leaching oil a weekly basis. We have tlie pt-ivilege of teaching
in 16 118 classes weekly. At special liines of the yeai-, we have acce55 into soine extra schools. Dui'iiig the ealendai. year
we can conduct GNCS, 5DCs, HBCS and SUTnmei' camps.
As part of our summer ministry, I have been leading the Slimmer Outreach Training Course in Oceaiiview camp centre,
Rossnowlagli for many ye21's, leaching, planning tlie progi'ammc and contacting inaiiy young people. It is a joy to teach
these young people and challenge them lo become involved in theii. owii local areas. This suminei. we had young people
fi'om several different counties, Donegal, West Meath, Louth, Down, Cavan, Limei'ick, Dublin, Wicklow, Wexford,
Kerry,
and Coi'k.
We seek lo share the vision of CEF with sevei'al churcl)es in dilTei'ent counties ai)d it has been encoui'aging lo see some
churches ordei'ing different Inatei'ials and othei's seekiiig lo nin iiew cliildi'en's clubs.

Tlie National Office team continues to pi'ovide the central adininisti'ation requii'ed foi. Ilie efficient li￿nIng of the
organisation. Tliis includes, but it not limited to.. design, priiiting aiid collatiiig of niatei-ial for proinotioi), U'aining, and
evangelising. receiviiig, pi'ocessing, and ackniowledging financial gifts. pi'ocessing payroll; pi'oviding HR, insui'ance,
data prolectioi), IT and logistical support to local woi'kers, conimittees and volunteers. and interaction with Inenibers of

The income of the Chai'ity is considered stable and the risks associated with any significant reduction iii income is
