Risk Management & Pincipal Risks
The directors have examined the major strategic. busincss and operational risks which the chariiy faces and confirnis that
Sy51ems have been established to enable regular reports lo be produced 50 thai the necessary steps can be taken to lessen
these risks. The principal risk lo the chartty is if its core funding was not renewed or if its Day Opportuniiies contracl wilh
WHSCT was not renewed. The chartty has established a risk managemenl process. which will ensure that the organisation
manage5 and mitigates risk in line with the agreed risk of the organisation. The charity maintains an Issues log and Risk
register which are reviewed regularly and aclcd upon by the Board. Having primary responsibility for risk management, the
Board regularly consider the main strategic, business and operational risks facing the charity. The directors confirm that
effective controls and reporting are in place to lessen these risks.
Objectives and activities
The principal objecE of the charitable company is lo promole the benefit of and the preservation and proleclion of health
among children, young people and adults with disabilities and able bodied people liviiig in the Greater Shantallow area and
its environs in Derry City and lo provide facilities in Ihe interesls of SOLial welfare for recreation und oiher leisure-tiTne
occupation,with the object of irnproving the conditions of life for the beneficiaries and in particular lo:
a) establish a safe and neutral pldy space lo promote inclusive play and recreational oportunilies for the beneficfftarie5 and
b) proN'ide progrdmmes ol cducation and vocaliondl training designed to asstst the beneficiaries to lead io en]ploymenl.

Public Benefit - How our activities deliver public benefit
The primary objeciive of the charity is Lo promote the health and well being of the children. young people and adult.%. botb
the able bodied and also those with di.sabililie% ID the Ciltchmenl area through the use of the facillties in the park and our
wider programme delivery. The achievement of these public benefit objectlves are evidenced through the feedback from
reSident￿￿enefiCIar]eS who use the p(￿k and our wider programrnes. official government Slatislics and regular independent
evaluations of the charity's range of programrne dclivery.
Liberty Consoriium projccts and programme5 deliver public benefit for children, young people and adults living within the
Ballyarnett D&strict Elecioral Area and the wider Derry City & Strabane Districi Council area (DC & SDC). Seeking to
improve the quality ot life for those who utilise our services, we continued to adapt and review our provision, expanding our
progrdmmes and adding value to existing services.
The October 2022 year acLounts include the firsi full year's operations for the Thrift charity shop, which opened in December
2020 and which is located at the Norihside Cenire. As well as providing a much needed service within the local communit>,
the shop also provides volunteering opporlunilies for 26 young people with leaTning disabilities & also employs 7 staff. Our
"Tea in the Park" Social enterprise al Ihe Playlratl sile, added in 2019, also continues to providc work pldceTnent
OPPOTtunilies for young adulis wi(h learning disabilities whenever il operates during the year. We have conlinued lo develop
Ihe Playtrail site. maintaTntng the existing equipment & adding new equ2pmenl lo further enhance activities for park users.
Our Day Opportunities programme & BUD Club have ensured that we have continued lo engage with Ollr young people
during the Covid 19 lockdowns. Whilst il has been challenging in tems of engagement, the Playtrail has remained open
during the lockdowns. with all facilities operating in accordance with (he relevant guid¢lines for public green spaces al the
time. In remaining open, this afforded farnilles Ihe opportunity lo get together in a public. £afe, outdoor gpace with Playtrail
staff also supplying a varieiy of aciiviiy packs 10 park users.
Green Fingers community allotment
Our onsite Green Fingers community allotment scheme also Temained open throughout the various covid lockdowThs and
aftorded 30 plu% families the opportunity lo continue theÉr growing during a period when m¢iny were suffering from poor
mental health and wellbeing. The pandemic h&5 lead 10 acknowlwdgement of the irnportance of green .space and this leaves
rhe Playtrail site in a good place to conlinue to meei ihe needs ot itq local community.

Site Maintenance
Being led by our annual ROSPA Inspection Report, our rigourous maintenance work has continued across the Playtrail site.
ensuring that we continue to meet appropriate standards for our play equipmeni and ensuring the safety of our visiting public.
Site works undertaken during the October 2022 year included significant expenditure on repairing and replacing park play
equipment as well as further expenditure on improvements to the amphitheatre area. Our annual programrnc of free or
affordable events continues to grow, linking to local group5 and schools, adding significant testivals to our calendar, which
allow our young people to have a platfonn for their voices lo be heard and feel included.
Achievements and performance
Review of Activities and Achievements
During the year the charity continued to receive grant aid from a number of funders including Dfc (formerly DSD), the Big
Lullery and BBC Children in Need wh&ch has allowed it lo continue lo provide the various leisure based projects and play
activities to those people living wtihin Ihe charity's larget geographic area.
Staff
The wages and salaries granis awarded by a vaticiy of funders. including ihe Dfc, the Big Lottery and BBC Children i
Need. have allowed the charity to employ 9 full-time staff during Ihe year.
Thrift Shop
Our Thrifi Charity Shop (Social Enterpribc), located within the Northside shopping mall has celebrated its I st anniversary
and is nor onty providing work experience opportunities for our young people but (ilso providing affordable clothing &
homewares for the Iociil community l￿d reducing WdSte going to landf￿. The October 2022 accoun[& include the vJiious
operating and payroll co%lS for the Thrift %hop together with approxirnalely £81.(M)O in operaiing incorne generated by the
shop. The October 2022 account8 dlso include approximately £125.000 of grant aid received from the Big Lnttery under the
4 year agreement that ig in place with ihern to assist in meeting Ihe payroll and operating cosis of Ihe shop. The Big Lottery
ftujding will be recognised in the cbarity's fjnancial statements over the 4 year period as the relevant payroll and other co$15
are tncurred. Any trading profits generated by the thrift shop project will be reinvested back into the charity.
Extended Schools
During the October 2022 year the charity conlinued with its involvement in the Extended Schools Programme with a number
of local schools. The income for the year includes approximately £5,400 (20?1'.£8,000) gcnerated under the programtne. This
programme will continue into Ihe new financial year.
Comnlunity Health & Wellbeing award
This year the work of Liberty Consortium was acknowledged by both Derry City & Strabane DistriLt Council and the
Ballyarneti Local Growth Partnership when they nomin<lted us for an All-ITeland IPB Pride of Place award. A gala evenl held
in Killarney showcased the best of the community & voluntary sector from across Ireland and following a robust judging
proces.5, we were delighted to be awarded runner up in the Community Health & Wellbeing / City category.
BUD Club
Our BUD Club (Youth Provision) progran]me, which is a 2 year service level agreement with the EA Youth Service and
which siarled in 2021. continues lo engage with Ihe young people that the project was set up to suppL)rl.
HUB & Day Opportunities
Our work al our HUB pr¢mi5es in Northside Village Centre continues io deliver high quality Provision for young adults with
learning disabilities both across our Day Opportunities programmc and our BUD Youth provision.The October 2022
rinancial 5tatementg include over £680,000 of income generaled through our HUB "Day Opportunities" programme which
continue5 to operate from the rented units ac the Northside Centre.
Gardening and Allotments
During the October 2022 ye1￿ we dg¢iin had (t number of gardening projects and the produce was distributed to local
re%idenr.s. thu% encouraging local community growing to build resilience. promote healthy eaEing & physical activity and to
bring people together in a common purpose.

Community Fridge
We have also received funding to establish a Community Fridge, to be located at the Playtrail site. which opened before
Christmas 2022. A Community Fridge is a space thal brings people iogether to eai, connect, learn new skills and reduce food
waste. It is a site where local people can share food, this includes surplus from supermarkets, local food businesses,
producers, households and garden5. We believe that this will be a greut asset within the local community and we have already
started engagement with our local Tesco & Sainsbury stores. This will only add to the community engagement that takes
place within the Playtrail site, adding to our offering and addre55ing identified need within the local community.
Financial review
Financial results
The charity's lolal incoTnc for ihe October 2022 yeat wa5 £1,311,763 (2021.'£1,205,657) and expenditure was £1,094,179
(2021-£901.804) resulting in a nel income of £217.584 12021.. £303,8.53) for the year. The OLtober 2022 figures include a
further transfer of £200.000 to the unrestricled developTnent reserve, which has a balanLe ol £ 1.000,000 aflcr Ihe iran5fer.
Wage5 and Salaries
The employment costs for the Oclober 2022 year were £719,123 (2021-£592,664). Grant aid to assist wtih meeting wages
costs continued to be received frorn a number of funders, including the D¢partmeni for Cotnmunities (Dfc), Ihe Big Lollery
and BBC Childrcn in Need.
Fundraising
In order to assist Wtth meeting unfunded operating costs the chLrity usually engages in a range of fundr£iising events kmd
ventures. However, despite Covid re%lrictions being eased durtng the year, there wer¢ no bpecifi¢ fundiai¥ing cvcn15 iubd no
fundrai%iDg income generated during the past 3 financial years. However the chI￿11Y does plan to resume ils fundraising
operdtions at some point.
Reserves Policy
It is the policy of the chartty to mainiain liquid funds at a level Ihai would enable it lo Opera￿ for a reaqonable period should
funding be reduced. The charity's aim is to build up the unrestricted re.%erve4 to provide for future co81% and conlingencies
thal would arise in the event that funding wxs reduced or slopped so as to allow for Ihe orderly winding up of the Ch￿itV.
There are two unresrricted reserves, the unrestricted income fund and the unrestricted Development fund. All unrestricted
funds generated by the charity are credited lo the Unrestricled income Fund General Reserve, with any transfers lo the
Development fvnd being made from the unrestricted income fund. As at .? l October ?0?2 the chariiy has totd] unrc5tricted
reserves of £1.254,0?5 (?021'.£1,004,921) inclusive of the net unrestricted surplus of £949,104 gcnerated in the October
2022 year. A further transfcr of £200.000 was made from the unrestricted incon]c fund to the developmenE fund. bringing that
reserve up to a balance of £l.000,000.

Staff levels are governed by the amount of grant aid obiatned lo assi51 with covering payroll costs and the amount of
unrestricted income generated through the various activities undertaken by the charity. Addiliondl staff are only employed
when Sufficient restricted and unrestricted fijnding has been secured lo cover related sa]arie5.
Going Concern
The Dfc funding lo the charity has curr¢J]ily been renewed unlil the end of March 2023 and the Big Loiiery Funding for the
Ihrifi shop runs for 4 years up lo 2024. Furthermore the WHSCT coniracled Day Opportunities prograrnme for adulis with
learning dtsabilities continued lo generate significant po£ittve cashflows for ihe charity in the October 2022 year and that is
cxpecled to continue in (hc coming ye￿. As such Ihere are currently no issue5 with regards to the going Loncern Sta￿5 of the
harity.
Liberty Consortium Enteryrises CIC
Due Co the fact it didn't generate any irading surpluses in the I<￿t three financial Ye<￿5, there hdve been no donations from
Liberty Consortium Enterprie.4 CIC during Ihat period. The CIC 14 a trading eompany owned by Liberiy Con%ortium, which
was %et up in April 2013 and who%e Memorandurn & Articles of Assoctation require that any profits that it generates get
donaied to Liberty Consortium to assist ￿'1[h n]eeting unfunded co8t8.

The HUB & Day Opportunities Programme
Our Day Opportunities continues to grow and its location at the HUB, in Norihside VTllage Cenlre, has ensured that the
young people pariicipating on the programme are at the cenlrc of their community, allowing them to interact with traders,
security staff. local residLnt.% and other cnmmunily groups based within the centre. Thc programme now operates 5 days pcr
week. offering approximately 200 placcs tor young people. The activities are varied and the young people are afforded thc
opportuniiy to participate in a hosi of programmes both locally and within the wider City & Dislrict area. This included
partnership work with Walerside Theaire, Eden Arts Cenlre, Void, Ihe Nerve Ccntre and much more. Having access to our
own minibus has also ensured the young people have becn oul and about. upcning up muLh more by way of programme
delivery and linked in a¢iivilie5 across the City & Dislrict. The O¢lubcr ?0?? tinancial statements include income ot
appr()ximately £680,000 (2021 .'£631 ,000) generated from Day Opp()rlunities programme.
Caplt&l Expenditure
The lolal Lapilal expendilure during the O¥lc)ber 21122 year amounted lo £13.585 (2021-£36,986) and ihe accounts also
include £3,500 (2021 '. £3.073} of finanLial 4155isI(Ince in conneciion with the year's Lapilal expenditure.
Covid 19 Pandernic & Post Balance Sheet Events
) The Covid pdndemiL has not had any significani adverse effect on ihe charity's operations (Ind as such Ihere has been no
need io make 4iny addilional pruvisions or WTile down5 in the Ociober 2022 dLcouni4 due to the pandeniic. The Lhdrity has
previously availed ol. the UK governments Coronavirus Job Reienlion SLheme granl aid for a number of employees and the
October 2022 accounts include CJRS income of £0 (20?1:£111,346).

The principal accounting policies are summarised below. The accounting policies have been applied consistently
throughout the year and the preceding year.
Basis of accounting
The financial statements are prepared under thc historical cost convention and in accordance with Accounting and
Reporting by Charities.. Statcment of Recommcnded Practice applicable lo ch4Wities preparing their accounts in
accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)
(effeciive l January ?015) (Ch<wilies SORP (FRS I O?)), the Financial Reporting Standard applicable in the UK
and Republic of Ireland (FRS 102) and the Companies Acl 2006.

categories of. income:
Donations and legacies income is received by wa5, of grants, donation5 and gifts and is included in full tn the
statement of f￿anCIal activities when re¢eivable. Gran15 where entitlement is not conditional on the delivery of a
specific performance by the charity, ￿e recognised when the charity becomes ullcondilionally entitled to the
grxnt.
Donated services and facilities are included at the value lo the charity where this can be quaniitIed. The value of
services provided by volunteers has not been inclllded.
Gifts donated for resale are included as incoming resources within activities for generating funds when they are
sold.
Grants, including grants for the purchase of fixed asscts, are recognised in full in the statement of financial
activities in the year in which they are receivable.
1.4. Expenditure
Expenditure is recognised on an accNal basis as a liability is incu￿ed. Expenditure includes any VAT which
¢annoi be fully recovered, and is repuned as parl ol the expenditure to which it relates.
Costs of generaung funds comprise the costs associated with attraciing voluntary incorne and Ihe costs of trading
for fundraising purposes.
Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services
for ils beneficiaries. It includes both costs that can be allocated directly lo such activities and those costs of an
indirect nature necessary to support them.
Fundraising costs are ihose inL'urred in seeking voluntary contributions and do not include the costs of
disseminating information in support of the charitable activities.
Support costs are those costs incurred directly in support of expenditure on Ihe objectts of the charity and include
project management.

£2,815 from Bailey Thomas. In addiiion the charity received a Donalion of £33,020 to cover Ihe cost of
purchasiiig a new minibus for use in Ihe charity's activities. The capital grants and capital donalion meant that all
asset addition5 during the year were fully funded.
13) During the year ended 31 October 2019 the charity received capital grants lotalling £36,108 from a varieiy
of funders, including £ 12.909 from DM Thomas Foundulion, £6,633 troni Percy Bilivn and £2,157 Iruiii the Big
Lottery to assist with nieeling total as5el iiddilion costs ot £40.177.
14) During the year ended 31 October 2020 the charity received £6,010 of capital grants from a variety of
funders to assist wilh ftxed asset purchÉise%, including £1,197 from the Big lottery. £1.577 trom Children In
Need, £1.576 from the Rank Foundation kuid £1,067 from the Arts Council for NI.
15) During the ye¢ir ended 31 October 2021 the charily received £3,073 of capital grants, including £998 from
Dfc, £1,621 from BBC CIN and £454 frotn oiher tunder.4.

Restricted Funding for Revenue Expenditure
l ) The funding from Children in Need is provided to assist with meeting the wages Costs.

other project costs.

General commitments
The charity has entered into 2 mulli year lease agreemenls relating lo the various uni15 in the Norihside Village
Centre from which the chdrily currently operates. The leases run for periods up to 2027, with Ihe charity having a
break option upon giving 6 month.s notice in both 2025 dnd 2026. The charily is Lurrenily Committed to paylng
rental cosls of approximately £50,000 under the le&se agreements. The £18,000 rental cosl relating lo the thrift
shop unit is a cost that is ￿nded under the 4 year grant aid provided by the Big Lottery.

Transactions with trustees
l) The direciors (trustees) are all voluntary and do not receive any remuneration or expenses in connection with
their role on the board.

Related party transactions
l ) There have been no transaciions with Ardnashee School & College during the last four years and no balances
exist between the two organiations. Dr M Dobbins. who re57gned as a director of the charity on 17 November
2020, is employed by the Departmenl of Education and is the principal of Ardnashee school.
2) The 2022 income includes £9,033 (2021-£5,596) from Greater Shantallow Area Partnership IGSAP) in
connection with the provision of the play facilities lo participants of Ihe Extended Schoo15 Programme and
various other services. Trade debtors at 31 O¢lober 2022 tnclude £270 (2021..£670) owed by GSAP. The Playtrail
facilities are made available to GSAP on the same ternis as all other users. Mr Darren Kirby, a director of the
harity, is an employee of GSAP, alihough he has no involvement in Ihe GSAP Exlended Schoo15 prograinme.
3) There has been no donation contributions generated by Liberly Consortium Enterprises CIC, a trading
company owned by ihe charily, during the pasl 4 years ended 31 OcÈober 2022. The conslilulion of the CIC
requires that a]15urpluses genera￿d by it are donated to Ihe charity. A5 at 31 October 2021 Ihe charity's debtors
include £1,135 owed by the CIC.
4) The 2022 income includes £125,126 {2021..£127,790) of grant aid frorn th¢ Big Lottery Fund. As at 31
(ktober 2022 creditors due within one year include grants in advance of £16,681 (2021.'£21,147) froJn the Big
Lottery Fund. Dr Michael Dobbins, a now fonner director of tbe charity, was a member of the Northern Ireland
conunittee for the Big Loltery Fund during ihe 2021 year but resigned from that po4ition during that year. Liberty
Consortium applicaiion% for funding to the BAE tAittery Fund are deaIi with by the Big Lotlery Fund in accordance
wilh their nornjal procedutes for &s,sessing appltcations. In accordance wilh the norn￿1 operating practices of the
Big Loitery NI COTnmitlee, Dr Dobhins excluded him8elf from any meetings where funding applications by
Liberty Consoriium were being considered by the Big Lottery.
5) The 2022 year income includes £21,299 {2021-.£29.648) of grant aid from BBC Children in Need. A5 at 31
October 2022 creditors due within one year include £0 (2021:£21.299) of grants received in advance from BBC
Childrcn in Need. Mr Mark Roberts, a member of the management staff ot Liberty Consorlium, was a member of
the BBC Children in Need local AppeaRs Advisory Committee in Northern Treland. although he resigned from that
role in 2021. Liberty Con50rtium applications fi)r funding to BBC Children in Need are dealt with in accordance
with their norn)al procedures for assessing application5. In accordance with the nonnal operating praciices of
BBC Children in Need local Appeals Advisory Committee, Mr Roberts excluded hiTnself from any Appeals
Advtsory Committee meetings where funding application5 by Liberty Consortium were being considered.
6) The 2022 year income inLlude5 costs of £190 invoiced by the Nerve Centre. As ai 31 October 2022 Ihere are
no outstanding balances beiween the two organisalions. Mr John Peto, a director of Ihe charily, is also the
Director of Education al the Nerve Centre. All transactions between the Iwo organi5alions occur under nonnal
operating terms.
