Objectlves and activities
The principal activity of the company is to work wlth parents and children to promDt8 the physitsl. int811eclual and
social development of pre-school chlldren - partlculady Ihose who are dl&&lvantsged - lo ensure they are ready
to flourlsh when they get to school.
Coleraine Sure Start Partnership is one of thirty éight Sure StaTts oporaling in Northem Iroland. fund8d by thè
Department of Educallon. to m861 th8 needs of childrèn and families in their èarly yèars. All Sur8 Starts hav& a
number of core aims, however each works In an autonomous way to respond to the local need8 of the
communily in which they are based. These overarching aims are:

Sure Start supports families Ilvlng In the top 25% destgnated areas of doprlvatlon. Col8ralne Sure Start SUPPDrts
families anlenalally and with children up to the age of four, In the wards of 8allysally, Cross Glebe. Central,
Churchland and Royal Pgrtrush as well a5 the housing eslates of Windy Hall and Miubum.
The main seNtces dellvered by Sure Start are:
-Good quality play, leaming and childcare exFerlences for chlldren (both gmup and home based)
-Spe8ch language and communicatlon support
-Prfmary and community h&allh care and advice
-support for all children in the community recognising Iheir different needs
-Family support includ5ng befrlending. social support and parenting information, both group and home based
-outreach and home vlslting sepAces. to make contact as early as possible in a child's lrfe and draw famllies into
using other services.
At the core of Coleraine Surè Start Parlnership is a collaborative approach and a number of organisations work
together to ensure that needs are met in ihe local community. These include Causeway and Mid-ulster Women's
Ald. Focus on Family. Harpu¢s Hill Childr8n and Famity Centrè. Libraries Nl, Norlh8rn Health and Social Care
Trust, West Bann Development and local earfy years seilings such as Ballysally Nursery, Culraith Comer Nursery
and Kylemore Nursery.

Achievement5 and performance
Durlng 2022-23. our services relumed lo nomial and as alway3. we followed our annual Business P￿n in order
to meet the lafgets There were no real concerns noted for Ihis period by the Norlhèrn Childcare Partnership and
D8partmenl of Education. as most of our targets were met. Where targels are unmel, there will be reasons for
this eg stsff sickness. Ouring 2021. we were granted addlfional fvnding under a programme of expansion
increasing our catchment to include the Ailantic Ward and whilst this funding has been eamiarked as temporary.
il was secure in 2022-23 and will ￿ntinue until Marth 2D24.
We continue to deliver a range of services across the age range that meet the needs of famllles wlthln our
catchment area and wlthln our three Sure Start aims. This includes a focus on anlanatal and postnatal seivlces
SLJch as Baby Massage, Baby Yoga. and Incredible Babies. We dèliver a wde range of ptay sessions across
Coleraine, Portrush and Portstewart, bolh in communty venues and In famlll&s' hornas. Groups lo support
parents includ8 the Breastle8ding Support Group and the Women's GrDUP. We also offer a rangè of family
5UPPOrt sBrviGes to parents and Ihose affected by domestic violence.
We also offer a number of parenting programme5 such as the Family Link5 Pareinting Programme, Solihull 8nd
Incredlble Years School Readiness. For all our services we cary oul a number of evaluation melhods whlch help
us measure the impact of our work on parents and thildron, and this Includ8$ vèrbal feedback, case studlgs and
pr8 and post scoring.
Financial revlew
The results for Ihe year are set oul on pagé 10. The company relumed nel Income for the year of £770 (2022
£91,544), Al 31st Mar¢h 2023 the lolal funds of the charity amounted lo £44,89012022 £44,120> Comprtslng
restricted income lunds of £42.127 {2022 £36.234) and unrestrlcted designated funds of £2,76312022 £7,886).
Taxatlon
The company is a charity (Charity No. NIC100572> and is recognised as such by HM Revenue and Customs for
laxallon purposes. As a result there ts no Ilabllily to laxatlon on any of its income.
Reserves pollcy
Each year the Departmenl of Education which provides our fundlng expecls the organisation lo spend our full
allocation of the budget. Any cash held al 1he end of the r8porfing perfod is faclored in io fulur8 funding
calculations.
Rlsks
The trustees are aware of their ￿spOnS71 Jilttses and have systems and procBdures in place in order lo manage
risks to Ihe organisaiion. This includes regulaT Board rneetings at whiGh AGhiovem?nts. Flnance and Stsffing aro
discussed and reviewed. Team and Management meetings aGf055 the staff ieams and ongoing liaison with our
fundor. The organisatlon has pollaes and procedures in place to ensure that Governance. Operational. Finance.
External and Leglslalive risks are managed. For our sector Ihis includes areas such as Fraud, Dai8 Protection.
Confidentiality, Safeguarding and HR are delivered in line with good practsce. 18glslation arKI competency.
Furthermore, regular reports both operational and strategic are completed and submitled to our funders for
monitoring purposes in relation to good Govemance and accountability of pubtic fvnds.
Plans for the future
Coleraine Sure Start Partnership will continue lo carry out services a5 detailed in ¢)ur Business Plan. In the
forthcoming year we plan to continue to review our govemance arrangements to ensure besl practÉce and
aGcounlabllity.

Structure, governanGe and management
The charity 15 a company limited by 9uaTrntee. The Gornpany was established under a Memorandum of
Association which established the objecls and power5 of the CDmpany and is govemed by ils Articles of
Associatlon. The liabillty of ils members is limited in thai evèry member of the ccffj)any undertakes to contributè
an amount not exceedin9 £1 in the event of the company being wound up.
The makeup of Ihe Board of Dlrectors follows the Department of Education Guidefines with representatives from
Educaiion. Health, Communilylvolunlary and Slatulory organisalions on our 8o8rd. Because of partn@rshlp
approach and kno￿ellge of the Ioc81 community. new Board members and trustees are approached by existing
Boerd members to Join. usually because they have experiencelskllls needs on the management gTOUP, or
because the org8nisation they represent falls within one of the above organisations.
