Principal Activity
The principal activity of the company is the provision of community, caring and educational services
for young children, including those with special needs, and their families in Omagh and the
surrounding areas.

Objectives and activities
Objectives and Aetivitles
The Company's objectives are specifically restricted lo the advancement of education and the
development of Children and young people under the age of 14 Ihereinafter called 'lhe beneficiaries'l
resident in the Omagh area and its environs in particular bul not exclusively Ihereinafter called the
'area of benefil'l through the encouragement of parents and guardianslcarers in the understanding of
the proviso for the needs of such children through community groups wilhoul distinction of age,
gender, sexual orientation, nalionalily, ethnic idenlily, political or religious opinion, by associating the
statutory authorities, community and voluntary organisalions and the inhabitants in a common effort to
advance education and to provide facilities in the interest of social welfare for recreation or other
leisure lime occupation, with the object of improving the conditions of life for the inhabilanls in
particular..
We have referred to the guidance contained in the charity commissions general guidance on public
benefit when reviewing our aims and objectives and in the planning out future activities.
Achievements and perfomian¢e
Review of the Business
Omagh Early Years Centre is a non-profit making with the net surplus of £14, 160 for the year. There
was Capital Expenditure incurred during the year that was not grant aided. The Management
continues lo be engaged in ongoing efficiency savings and is aware of the sustainable use of
resources.
Reserves Policy
The Directors of Omagh Early Years Centre have set 3 reserves policy which requires that reserves
be maintsined at a level which ensures that the company's core activity could continue during a period
of unforeseen difficulty. The directors aspire that the Company should hold in Reserves an amount not
less than £317,000 in an effort lo minimise the risks identified to the company.
Financlal review

The trustees, who are also directors for the purposes of company law, are responsible for preparing
the tmstees, report and the financial statements in accordance with applicable law and United
Kingdom Accounting Standards Iuniled Kingdom Generally Accepted Accounting Praclicel.
Company law requires the charity trustees to prepare financial statements for each year which give a
true and fair view of the slate of affairs of the charitable company and the incoming resources and
application of resources, including the income and expenditure, for that period.
In preparing these financial statements, the Iruslees are required to".
select suitable accounting policies and then apply them consistently.,
observe the methods and principles in the applicable Gharilies SORP.,
make judgments and accounting estimates that are reasonable and prudent.,
prepare the financial statements on the going concern basis unless it is inappropriate lo presume
that the charity will continue in business.
The trustees are responsible for keeping adequate accounting records that are sufficient to show and
explain the charity's transactions and disclose with reasonabSe accuracy at any lime the financial
position of the charity and enable them lo ensure that the financial slalements comply with the
Companies Act 2006. They are also responsible for safeguarding the assets of the charity and hence
for tsking reasonable steps for the prevention and detection of fraud and other irregularities.

responsibilities for the audit of the financial statements section of our report. We are independent of
the charity in accordance with the ethical requirements that are relevant to our audit of the financial
statements in the UK, including the FRC'S Ethical Standard, and we have fulfilled our other ethical
responsibilities in accordance with these requirements. We believe that the audit evidence we have
obtained is sufficient and appropriate lo provide a basis for our opinion.
Conclusions relating to going concern
In auditing the financial slatemenls, we have concluded that the Iruslees, use of the going concern
basis of accounting in the preparation of the financial statements is appropriate.
Based on the work we have performed, we have not identified any material uncertainties relating lo
events or conditions that, individually or collectively, may cast significant doubl on the charity's ability
lo continue as a going concern for a period of at least twelve months from when the financial
statements are aulhorised for issue.

directors for the purposes of company lawl are responsible for the preparation of the financial
statements and for being satisfied that they give a true and fair view. and for such internal control as
the Iruslees determine is necessary lo enable the preparation of financial statements that are free
frorn material rnisst21ement, whether due to fraud or error.
In preparing the financial statements, the trustees are responsible for assessing the charity's ability to
continue as a going concern, disclosing, as applicable, matters related lo going concern and using the
going concern basis of accounting unless the Iruslees either intend to liquidate the charity or to cease
operations, or have no realistic alternative bul to do so.
Auditor's responsibilities for the audit of the financial statements
Our objectives are lo obtain reasonable assurance about whether the financial statements as a whole
are free from material misstatement, whether due lo fraud or error, and lo issue an auditor's report that

The charity is a public benefit entity and a private company limited by guarantee, registered in
Northern Ireland and a registered charity in Northern Ireland. The address of the registefftd office
is Old General Hospitsl, Woodside Avenue, Co. Tyrone, BT79 7BP.
Statement of compliance
These financial statements have been prepared in compliance with FRS 102, 'The Financial
Reporting Standard applicable in the UK and the Republic of Ireland,, the Slalement of
Recommended Practice applicable to charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 Icharities
SORP IFRS 10211 and the Companies Act 2006.
Accountlng policies
Basis of preparation
The financial statements have been prepared on the historical cost basis, as modified by the
revaluation of certain financial assets and liabilities and investment properties measured at fair
value through income or expenditure.
The financial statements are prepared in steTling, which is the functional currency of the entity.
Going concern
There are no material uncertainties about the charity's ability lo continue.
Fund accounting
Unrestricted funds are available for use al the discretion of the trustees lo further any of the
charity's purposes.
Designated funds are unrestricted funds earmarked by the tmstees for particular future project or
commitment.
Reslricled funds are subjected lo restrictions on their expenditure declared by the donor or
through the terms of an appeal, and fall into one of two sub-classes.. restricted income funds or
endowment funds.

Incoming resources
All incoming resources are included in the statement of financial activities when enlillemenl has
passed lo the charity., it is probable that the economic benefits associated with the transaction
will f5ow to the charity and the amount can be reliably measured. The following specific policies
are applied lo particular Categories of incorne.
income from donations or grants is recognised when there is evidence of entitlement lo the
gift, receipt is probable and ils amount can be measured reliably.
legacy income is recognised when receipt is probable and entitlement is established.
income from donated goods is measured at the fair value of the goods unless this is
impoctical lo measure reliably, in which case the value 15 derived from the cost to the donor
or the eslimaled resale value. Donated facilities and Services are recognised in the
accounts when received if the value can be reliably measured. No amounts are included for
the contribution ol general volunteers.
income from contracts for the supply of services is recognised with the delivery of the
contracted service. This is classified as unreslricled funds unless there is a conlraclual
requirement lor il lo be spent on a particular purpose and returned if unspent, in which case
il May be regarded as restricted.
Resources expended
Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any
VAT which cannot be fully recovered, and is classified Ljnder headings of the statement of
financial activities to which it relates..

Impairment of fixed assets
A review for indicators of impairment is carried out al each reporting date, with the recoverable
amount being estimated where such indicators exist. Where the carrying value exceeds the
recoveffible amount, the asset is impaired accordingly. Prior impairments are also reviewed for
possible reversal at each reporting date.
For the purposes of impairment testing, when it is not possible to estimate the recoverable
amount of an individual asset, an estimate is made of the recoverable amount of the
cash-generating unil lo which the asset belongs. The cash-generating unit is the smallest
identifiable group of assets that includes the asset and generates cash inflows that largely
independent of the cash inflows from other assets or groups of assets.
For impairment testing of goodwill, the goodwill acquired in a business combination is, from the
acquisition dale, allocated to each of the cash-generaling units that are expected lo benefit from
the synergies of the combination, irrespective of whether other assets or liabilities of the charity
are assigned to those units.
Financial instruments
A financial asset or a financial liability is recognised only when the charity becomes a party lo the
contractual provisions of the instrument.
Basic financial instruments are initially recognised al the amount receivable or payable including
any related transaction costs.
CUr￿n1 assets and current liabilities are subsequently measured at the cash or other
consideration Èxpected lo be paid or received and not discounted.

Where investments in shares are publicly traded or their fair value can otherwise be measured

Other financial instruments are subsequently measured at fair value, with any changes
recognised in the slalement of financial activities, with the exeeption of hedging instruments In a
designated hedging relationship.
Financi81 assets that are measured at cost or amortised cost are reviewed lor objective evidence
of impairment al the end of each reporting dale. If there is objective evidence of impairment. an
impairment loss is recognised under the appropriate heading in the statement of financial
activities in which the initial gain was recognised.
For all equity instruments regardless of significance, and other financial assets that are
individually significant, these are assessed individually for impairment. Other financial assets are
either assessed individually or grouped on the basis of similar credit risk characlerislics.
Any reversals of impairrnent are recognised immediately, lo the extent that the reversal does not
result in a carrying amount of the financial asset that exceeds what the carrying amount would
have been had the impairment not previously been recognised.
Defined contribution plans
Contributions lo defined contribution plans are recognised as an expense in the period in which
the related service is provided. Prepaid contributions are recognised as an asset to the extent
that the prepayment will lead to a reduction in future payments or a cash refund.
When contributions are not expected lo be settled wholly within 12 months of the end of the
reporting dale in which the employees render the related service, the liability is measured on a
discounted present value basis. The unwinding of the discount is recognised as an expense in
the period in which it arises.
Limited by guarantee
The company is limited by guarantee, the members being ￿quIred to pay not more than £5 in the
event of a winding up.
