Membership is open to generic community development organisations in the catchment area that
represent a150 the wider interests of the community/area on the cluster. The member groups of
the Cluster are: 8allymena North Partnership, Dunclug Partnership and Doury Road Development
Group.

The Trusteess present their Annual Report with the Financial Statement5 of the Association for the period ended 31 Narch 2018.
The trustees have adopted the provisions of the Statetnent of RecomTnended Prartice for Charities (SORP), aco)unting and
reporting under UK Generally Accepted Accounting Prdrtitr in preparing the Financial Statements.
In setting our objectives and planning for the year the trustees hève given careful considerntion to the
Charity Commisgon NI'5 guidan￿ on publlc benefit to ensure that the activities have helped to achieve the
charity's purpose and provlde a benefit to the beneflciaries. The followlng report reflects the work of
North Ballyrnena Community auster during the period 1st April 2017 to 315t March 2018.

The North Ballymena Communlty Cluster encourages and promtes working together of the residents,
community groups, local authorities and statutory bodies ¥ththln the North Ballyrnena area in order to..

Public benefits
The benefits that flow from purpose..
1.1 Increased local knowl(¥lge, h￿SS to information and education and the opportunity t(> utilise a local community hub.
Maintain a community office in Ballymena North Centre where indivlduals and group5 can meet, undertake one-tIFone or group
trèlnlng or host meeting5 themselves.
Provide support from a cofflrnunity development facilitator on communlty development matters and signposting to other
organlsations as dlfferent areas of expertise are required.
Maintain a website on behalf of the cluster and ivs groups and either directly or indirettiy support their Facebook pages. Regular
eekly pDstlng in relation to engagement, training, funding and networking opportunitles and utilise l(Kal community novce
tx)ards.
1.2 Reduce soclal isolation, improved community infrastruthjres and improved community Ilfe for local people accessing proJeLts
and event5.
Delivered a monthly seniors luncheon club, Forever Young, with an average attendance of 35-40 per month. In excess of 400
seniors attended. Activitles included..
The provision of a meal and in addition educational talks, reminlscence WO￿<, brain fit sesslons, muslcal sessions, workshop5 to
itllprove physlcal activity and trips out to both recreatlonal and educational venues.
These events bring together local *nbrsi providing opportunities for social interactSon and help to reduce scrial isolatlon,. they
provide them with Information on other serVi￿g available to them and encourage them to improve both thelr physical and mental
health. Our project has made a greèt differen￿ to the older people in the North Ballymena area as they had a rllonthly event to
look forward to and they really appreciated the chance to get out and meet up whilst enjoying a speakerlactivlty and a warTn
meal. Some attend￿5 say they wouldn't be Dut In the month if it wasnt for the Fo￿ver Young sesslon. The senior communith'es
from the three estates In the area mix well together now and there is always laughter and fun at the events. Before the
estab115htnent ol this monthly club, these older people had limited opportunitie5 to sociali* together.
Produced and delivered a Schools Fun Challenge Day engaglng with four local primary schools in the North BallYn￿na area. One
of the few events that bring5 Staiidard and 5￿cial need5 schools together targeting P7 children this event provides an
engagement opportunity for children who are apprtsaching a tTh)ve to secondary education and allows for them lo build upon the
interaction process that takes places between the schools as part of the shared education programme. It also brings a range of
partnEf5 such as the Police Service for Northern Ireland, Council Good Relations, Active Community coach￿ into direct contact
with local children and encourages the development of positive relationships between young people and 5UPPOrt agencies.

community and voluntary sector in the area to the wider community.
Community Cluster Awards - with more than 100 attendees, sharSng information Btx)ut communlty group work across the whole
of BalWmena, encouraging nehvorking and p3rtnershSp working.
These events provided an opportunity for Ictal groups to engage with each other, to raise awareness of the work being
undertaken with the wider public, to start the netWOr￿n9 and partnership prO￿5S to allow for reduction In duplication of Se￿￿￿5
and maximisation of output locally.

Influen￿ on policy makln9 and the building of relationships btheen the cornmullity and statutory bodles and local authoritles.
Provided facllitated 5UPPOrt around best practice and good governance at each gmup meeting. Encouraged and supported
local volunteers to join tralning programmes that enabled them to build their COnflden￿ and self esteem to allow them to engage
in higher level COTnmunity and statutory meetings.
Invited representstives from all statutory bodies, local authorities and outside agencles to attend locally based meetings to
develop relationships of trust with local residents and support the growth of social capital for the a￿a.
Whllst we are content that we are delivering against the key objectives of our organisation there Is still much work to be (k)ne to
encourage engagement, Increase volunteering, to encourago collaboration and partnership working.
We will continue in our efforts tts work with other group5 to rninimlse duplication of community services and increase the impact
that we can all have collectively in our area of work.

The trtJ5tees feel that it is ne￿Sary to hold an amount In unrestricted funds to enable them to cover expenditure for a period of
nine months to enable the company to continue at its cUr￿nt level of èctiwty

The Association plans to continue the actlvities as oudined above.
Their aims are as follows '.
Community Cluster in order to strengthen the voluntary and comrnunity sector withln the deflned area,. ensuring that Cluster
needs are Servi￿d through an operational Offi￿ providing advlce and support to local groups In the area including those of
emerging groups.
To improve information, networklng and funding advice to ènd among group5 in the North Ballymena Area by Improvillg
information flow on ￿IeVènt community based 50aal, economic, community and physical infrastrutture i￿UeS,. networkingi
sharing and collaborative opportunittes for all and funding advice to the area in order to improve the quality of life for those who
live within the North Ballymena Cluster area
To improve comtllunity Servi￿ by developing and supporting services In the auster area which address communlty
needs, helping to build better cotnmunity relations and supwrt community cohesion

The Board has condurted a re￿eW of major ri4(s to which the charity is exposed and systems have been established to minimlse

COMMUNITY CLUSTER
I report on the accounts for the year ended 31 March2018, which are set out on pages 6 to 12.
Respective responsibilities of charity trustees and examiner
As the charity's trustees, you are responsible for the preparation of the accounts in accordance with the
Charities Act (Northern Ireland) 2008.
It is my responsibility to..
Examine the accounts under settion 65 of the Charities Act
Follow the procedures laid down in the general directlons given by the Commission under Settion
65(9)(b) of the Charities Act
State whether particular matters have come to our attention.
Basis of independent examiner's report
I have examined your charity accounts as required under Section 65 of the Charities Act and my examination
was carried out in accordance with the general directions given by the Charity Commission for Northern
Ireland under Section 65 (9)(b) of the Charities Act. My examination included a review of the accounting
records kept by the charity and a comparison of the accounts presented with those records. It also included
consideration of any unLJsual items or disclosures in the accounts, and seeking explanations from you as
charity trustees concerning any such matters.
My role is to state whether any material matters have come to my attention giving me cause to believe:
l. The accounting records were not kept in accordance with Section 63 of the Charities Art.
2. That the accounts do not accord with those accounting records.
3. That the accounts do not comply with the accounting requirements of the Charities Act.
4. That there is further information needed for a proper understanding of the accounts to be reached.

Accounting Policies
Basis of preparation
The financial statements have been prepared under the historical cost convention and in accordan￿ with
the Statement of Recommended Practice for Charities (SORP).
Fund accounting policy
Unrestritted income funds are general funds that are available for use at the trustees. discretion in
furtherance of the objectives of the company.
Restricted funds are those donated for use in a particular area or for specific purposes, the use of which is
restricted to that area or purpose.
Incoming resources
Grants that provide core funding or are for specific projects are released to the income and expenditure
account as the related expenditure is incurred.
DonatlDns comprise amounts receivable during the year.
Resources expended
Liabilities are recognlsed as soon as there is a legal or constructive obligation committing the company to
the expenditure. All expenditure is accounted for on an accruals basis.
Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities.
Support costs represents overhead costs altribulable lo the furtherance of the objects of the charity.
Management and administration inGludes all other expenditure not directly allocated above.
