Sure Start projecls work with parents and children to promote the physical, intellectual, social and emotional development of children Particularly those who are disadvantaged to make sure they are ready to make the most of opportunities when th ey get to school, The G-old Community Partnership Sure Start Initiative has been in operation since February 2001. structurep governance and management The organisation is a charitable company limited by guarantee. The company was established under a Memorandum ofAssociation, which established the objects and powers of the charitable company, and is governed under its Articles of Association. Te appointment of trustees is In accordance with the charity's Articles of Association, whereby the trustees of the charity shall comprise of no more than one person from each of the organisationslagencieslbodies represented. The trustees can also 8ppolnt representatives from other organisations as trustees if the organisalion supports the objects of the charity and hav8 an interest in Ihe area of benefit, providing that a resolutlon for such an appoinlment is approved by not less than 75 per cent of the trustees holding office at that time. However, activllies continue to benefit of the Inhabitants of Gortalowry, Oldtown, Killymoon, Ardboe, Dunamora, Pomeroy and Magh8ra wards. In August 2021 additional fundlng was providad to roll out services in an additlona1 ward -Town Parks East, Magherafelt. During 2022-2023 G-old Community Partnership had an Increase in reglstratlons with 1404 children and 1396 parents r8gist8red. SeTViC8 Uptake by families was 640/ts, an overall decrease of 3 /0 on the previous year however uptake by antenatal parents was 820/0. Staff vacancies and recruitment difficulties dld significantly impact on service delivery in particular the availabllity of SLT and crèche-based activitles for families. The Surestart Developmental Programmes for 2-3-Year-Olds were delivered to 97 children across 6 sites, 1.8,, 2 programmes in both Ardboe Resource Centre and Cookstown Primary School, 1 programme In St Joseph's, Killeenan, St Mary's, Dunamor8, Rowantree Cenlre, Pomeroy and The LuraGh Centre, Maghera. As with every year some programmes were oversubscribed with a waiting list in place. Stsff worked flexibly across all sites to ensure programmes kept open, but it wa5 necessary in NovlDec to close each programrne for a week to Cope with staff shortage. These sessions were subsequently made up later in the year. Gold Communlty Partnership 81ong wlth the other Surestart projects in the North8rn Trust area suGces5fully achieved UNICEF Baby Friendly Stage 3 Gold Award for promotion of Breast Feedlng. The implementation of the new Sureslart Go database has had significant teething problems and it has been extremely time consuming for admin staff lo upload data however the developer is working to resolve these issues for projects. Staff shortage in admin and finance due to staff vacancy and sick leave added to workload pressures. Inspections of all registered sites were carried out by NHSCT Early Years Social Work team in January and February 2023 with a very posltlve outcome. Practical support for parents through Barnard05 Crisis Fund wlth dellvery of food hampers, food vouchers, fuel stamps etc. Support was aSso avallable from other charltable organisations Including Baby Basics, Antioch and Llbety Churches, SVP and HALO. The past year dld se8 5 new staff join the Service ,5 exlstlng staff tak8 up new posts, SLT return from a car88r br8ak and thera were 3 reslgnations, In additlon, 3 staff wer8 on long term sick leave and ther8 are 4 vacant posts which need to be recrulted. It has been another very slressful year for the staff team and slnc8re appreciatlon Is 8Xtended to all who worked wlth commitment and passion to support families. Recrultment d8lays and vacant posts tog8lh8r with long term sick leave and r8signatlons created significlant underspend in salaries. However, approval was given by DE to use underspend for significant repairs to the deteriorating external faGade at st Marys, Dunamore. Absence of confimiation of budget for 23124 means planning actlvlties for the year ahead is very difficult. Gold Community Partnership Manag8ment committee continues to support staff and provide effective oversight of the programme delivery and accountability for use of funds. Changes in membership due to resignations and matemity leave has not impacted on the function of the committee. Despite the challenge5 Outlined Gold Community Partnership has offered Substantial support to families throughout the past year and signposted to other agencies for additional support.

In preparing these financial statements, the trustees are required to: select suitable accountlng policies and then apply them consistently., make judgements and accounting estimates that are reasonable and prudent., prepare the financial statements on the going concern basis unless it Is inappropriate lo presume that the company will continue in buslness. The trustees are responslble for keeplng adequate accounting records that are sufflclent to show and explaln the ompany's transactions and disclose wlth reasonable accuracy at any tlme the financial positlon of the company and eftable th8m to ensure that the financlal stat@m8nts comply wlth the Companies Act 2006. They are also responsible for safeguarding the assets of the company and henc8 for tsking reasonablo steps for th8 prevention and det8ction of fraud and other irregularities. statement of disclosure to audltor So far as each person who was a director at the date of approving thi5 report is aware, there is no relevant audit information of which the company'5 auditor 15 unaware. Additionally, the directors individually have taken all the necessary steps that they ought to have taken a5 directors in order to make themselves aware of all relevant audit information and to establish that the company's auditor is aware of that information.
