structurej governance and management
i) Goveming document
Omagh Forum for Rural Associations is a Company Limited by guarantee. incorporated on 16th April
2002, and r89istered as a charity with the Charity Commission for Northem Ireland on 30th May 2014.
The governing document of the charity is a Memorandum & Article5 of Association which sets out the
objects and power5 of the charitable compary.
ii) Recruitment and appolntmenl of management c(xnmiitee
The directors of the company are also trustees for the purpose5 of charity law. Under the
requirements of the Memorandum and Articles of AssoGiation the management committee is elected
for a year and must have be￿een fNe and fifteen dwectors. We seek to have geographical
represenlation across the rural Omagh districL
iii) Trustees induction and trainTng
An induction pack is available for new directors are taken through the induction pack prior to
himlher joining the management committee. Mary new directo[5 ￿11 already be aware of the work of
the organisation through the regular mail outs to member groups, and one to one support to groups.
Ev) Risk management
The management committee take risk management seriously and have in place a series of policies
and procedures about how the organisation should be managed. Intemal control risks are minimised
by the implementation of procedures for authorisation of all transactlons and projects. Procedures
are in place to ensure compliance with health and safety of staff. volunteers and visilors.
v) Organisational structure
Omagh Forum has a management ￿MmIttee of twelve trustees, eleven of whom are directors of the
company and one is an advlsor with no voting rights. The committee meet monthly with the exception
of August and are responsible for the strategic direction and policy of the tharity.
Day to day responslbility for the provision of services rests with the Ne￿ork Managers who operate on
a job share basis to fill the one role, with a Rural Development Officer and an administrator supporting
this work. The Network Managers have responsibilty for ensuring that the charity deliv8rs the se￿iCe5
specified and that key targets are met particularfy in relation to the operational plan for services being
delivered for the main funder. the Department of Agr￿ulture, Environment and Rural Affairs (DAERA).

The company's objeGlive and principal actlvity is to provlde developmenl support to rural community
groups in the Fermanagh and Omagh district. They do this by:
a) improvlng the efficiency of the administration of charities in rural Omagh and Ferrnanagh In direct
pursuance of their objects, In particular by the provision of advice. management and technlcal support.
tralnlng facilities and setvices to charitable organisations within rural Omagh and Fermanagh,.
b) promoting the benefft of people Ilvlng in socially and economlcally disadvantaged areas of rural
Omagh and Femianagh by developing their capaclty and skllls In Such a way that they are better able
to identify, and help meet, thelr needs and to participate more fully In society., and
Gl advance any othar exclusively charitable purpose as the trusteas may decide in accordance with
the law of charity In Northem Ireland.

Achievements and performance
This report covers the year 1st April 2022 until the 31st March 2023.
Omagh Forum Gonllnued to deliver the South Wesl Rural Community Development Servlce, thi5 year
being Ihe fourth year of working with community and voluntary organisations in the rural areas of
Fermanagh and Omagh. This Is the core work of Omagh Forum, funded by DAERA- the Department
of Agriculture. Environment and Rural Affairs, through the TRPSI Programme (Tackling Rural Poverty
and Isolalion). We also manage the RMCG, Rural Micro Capital Grants Programme, as well as
MMC, Marginallsed Minority Communilies in Rural Border Areas. Having this core work enables us
to deliver other smaller scales programmes such as Hunters Hill and Slieve Divena Wind Farm
Community Benefit Funds and to develop new initiatives, whlch we did this year with Omagh Healthy
Living Netsork. This year saw a hybrid approach to staff working from home and the Offi￿ and a
return to face to face meetlngs with the option for zoom also. In most cases Board meetings took
place as both zoom and face to face.
South West Rural Community Development Servlce
Omagh Forum staff continue to help groups with various capacity building needs under the th8mes of
Community Planning; Isolaled Rural People; Sustainabllity for Rural Villages and MMC - Marginalised
Minorlty Communtties in Rural Border Areas. This lak8S the form mainly of one to one meetings with
group5 in their premises or the office in Omagh or the Hub in Fermanagh House. We also talk by
phone or over zoom. The most common support Is..
Governance issue5 Such as the role of officers on a committee; changes to governing documents,.
changes to organisational structure such as Ghanging from an Unincorporated Association to a Co Ltd
by Guarantee- Succession planning for Officers Charity Commission - helping groups to submit an
Expression of Intent. Registering with Charity CommissSon: Annual Reporting; Reporting a Serlous
Incident Funding - over the year we provlded ten funding 8bulletins packed with infomiation on grants
and other useful support: we can't comp18te an appllcation form for a group. but we have helped many
to talk through an application- identify a funder and review applications Info provlsion
we issue
ebulletins approx. once a fortnight to 1000+ recipients who are group members or organisations
working in the cfv sector. We also regularly post on social media Poverty - this year in particular we
saw the challenges groups faced with cost of living increases and reduclions in fijnding meaning
groups had to dlp into reserves and some even decided to wind up their organisations. We encourage
groups to link into the Fermanagh and Omagh Community Plan and staff are represented on the
Fermanagh and Omagh CVS Forum. Group actlvty We help groups consider how they might
diversify their activities and meet the needs of the community they serve. Omagh Forum staff met the
new DireGlor of Rural Affairs from DAERA in Greenmount Agricultural College on 28th Feb 2023 with
the other.Rural Support Networks. Teresa O'Neill was n8W to the work of the RSN'S and to
community development and was impressed with whal we do.
Rural MIGro Capital Grants Programme
The closing date for claims for the 2022 Scheme was 31st March 2022 and we received a total of 123
claims on time. All but two were pald by 31st May which was very good. Staff met wilh DAERA
personnel in May to give feedback on the process and make suggestions for improvement for nexl
year. This yearfs scheme opened on 6th September 2022 and the deadline for re￿Ipt of applications
was extended until 14th Octob8r due to IT issues. A total of 193 applications were received with
Total Project Costs amounting to £320,783 and the Letter of Off8r value was £240,880. This is a
50¥0 increase on last year and shows Ihe need for ongoing 5UPPOrt, Letter of Offer workshops took
place the week beginning mid December. The scheme highlights where weaknesses exist in terms of
governance and allows us the opportunity lo help groups with issues such as constitutions. accounts-
deeds and so on.

MMC, Marginalised Minority Communities in Rural BorderAreas
Tlernach arranged a series of targeted One to One G0Veman￿ workshops. Thes8 took place in
Blacksessiagh Hall

- Tievemore Pipe Band

All were very well attended.
Specific RMCG workshops took place in Omagh Orange Hall on 21st Sept and Enniskillen Orange
Hall on 22nd SepL This resulted in a significant increase in the number of RMCG appllcations from
the MMCIPUL communty. a total of 81 applications. 17 of which were first lime applicants.
Hunters Hlll and Slieve Divena Wind Farni Community Benefit Funds
Slieve Divena opened for applications on Monday 30 May 2022 and closed on Friday 17 June. The
applications were assessed on Monday 4 July with 13 suGces5ful groups. Clalms were to be
submitted by 30th November. Hunters Hlll closed on Monday 4th July and there were 14 5u¢cessful
group5. Claims were to be submitted by 31 st January 2023.
Omagh Healthy Llvlng Network
We made an application to The National Lottery Community Fund in Feb 2022 and met with others to
help develop the concepl while awaiting a reply. This included various staff from Femianagh and
Omagh District Council, the WHSCT and the Heallhy Living Centre Alliance as as a GP in the
South West Federation. We received the great news of a successful application in December 2022.
The inaugural meeting of the steering group took place on 1st March 2023 with representation from
FODC and WHSCT as well as Omagh Forum dlrectors. Advertising for staff began late March with
the Co-ordinator being the first of four posts to be filled. Transform your Trolley was delivered in Eskra
Community Centre October - November 2022 - in association with SafeFood and the Healthy Living
Centre Alliance. Participants gave very good feedback about the course. Omagh Forum parbcipat8d
in the Smoking Cessation Programme over the month of March 2023 with stands in various outlets
such as Supervalu, Omagh; Omagh Leisure Centre Health Promotion event and Healey Park, Omagh.
We engaged with approximately 300 people and our target was 50. We submitted a tender to the
FODC Winter W811ness programme with the Oak Healthy Living Centre in Li5naskea as a partner.
The aim was lo deliver a series of wellbeing programmes over the District but we were unsuccessful in
thi5. A series of Well Being sessions was developed for those in Omagh Community House and
included aromatherapy massage and stress rnanagement, and was delivered by Fiona Curran. A
stress managemenl programme a150 took place in Cashel Community Centre in November 2022. Staff
were involved in the development of the Integrated Care System (ICS) and Area integrated
Partnership Boards (AIPB'S).
COVID Test Kits
We continued to suppty COVID Lateral Flow Test kils in ihe foyer of Omagh Community House. A
total of 4.710 packs (7 kits in each pack) were distrtbuted until the end of April 2022. This seniice
started on 14th Dec Drop in on Tuesdays and Thursdays 12-2pm in the foyer. Omagh Communty
House and next day collection also available 9am - 4pm, Monday - Friday. We continued to supply
vulnerable groups until Winler 2021 This was administered on behalf of the Departmenl of Health.
Dementia Bus
We helped organise the Dementia Bus to come to Omagh Library on 20th September which had full
attendance.
Members Meeting
Took place on 13th April 2022 via zoom. Topics included Carbon Literacy, Peace Plus and Mental
Health.

Omagh Place Shaping
FODG and FOCP employed consultants to look at what Omagh Town Centre might look like in the
future. we participated in meetings which began in April 2023.
Other networking
Omagh Forum took th8 July Board of Directors meeting to Cashel, Co Fennanagh. Thanks to Louise
and Pauline for hosting us. We also vistled the busy Belleek Men's Shed where we spoke lo group
members and saw some of the handiwork they were carrying out. We also travelled south of the
border to Kiltyclogher to visit the Heritage Centre. A good practice visit to Garvagh took place In March
2023 where members of the Seskinore Rural Community group were able to meet and view the
eX￿lIent work carried out by Garvagh People's ForesL This visit was financed by the Department of
Foreign Affairs and was open to groups who previously took part In the Sharing Rural Spaces
programme
Charity Commission
Mary T Conway sits on the Charity Commission Stakeholder Engagement group which facilitates
regular meetings be￿een community. voluntary sector rep5 and the Deputy Chlef Ccmmissioner and
Charity Commission Staff. Discussions are detailed and varied and we have been able to bring many
messages from local groups to the ear of the Commissioners. Stsff attended the Charity Commission
event on the Charities Act and new questions on OLqR (online registration) and AMR (annual
monitoring return) 27th April 2022.
Awards for All
We wer8 successful with an application to Awards for All in Feb 2021. We spent the last of the
funding thi5 financial year with a Managing Sleep workshop In Loughmacrory in June 2022.
Financial review
Prfnclpal Fundlng Sources
The main source of funds for the charity is by way of tender inGome from DAERA. The charity has
always sought and secured funding from other sources to assist with ongoing expenditure by way of
local authority grants and pieces of work from the health authority. They currently manage two
community wind farm grant schemes with a Small management fee and generate addltional income
through tendered pieces of work and sponsorship as it sees fil.
Reserves Pollcy and Going Concern
The trustees have examined the charity's requirements for reserves in light of the main risk to the
charity, namely the availabilty of funding from third partie5. and agreed that the unrestricted funds not
committed should be be￿een 3 to 6 months of the charity's annual expenditure. The res&￿eS are
needed to bridge the gap be￿een the receiving and spending of income and to cover unplanned
emergency spending.
Funding from DAERA is guaranteed untli October 2023 and other sources of funding a￿ believed to
continue. The trustees therefore conclude that based on this secured funding Gombined with reserves
already held, the accounts shoukl be prepared on a going concem basis.

These financial statements have been prepared in compliance with FRS 102. 'The FinancAal
Reporting Standard applicable in the UK and the Republic of Ireland,, the Slatement of
Recommended Practice applicable to charities preparing their accounts in accordan￿ with th8
Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities
SORP (FRS 102)) and the Chariknes Act (Northern Ireland) 2008.

The financial ststements have been prepared on the historical cost basis.
Going concem
Funding from the Department of Agr￿Ulture. Environment and Rural Affairs. despite having been
approved for a further iwo years. it isn't guaranteed. However, through other sources of fijnding
and current reserves already held. the Irustees condude that the accounts should be prepared
on a going concern basis.
Disclosure exemptlons
The antity satisfies the criteria of being a qualifying entity as defined in FRS 102. As such.
advantage has been taken of the disclosure exemption available under paragraph 1.12 of FRS
102 which allows no cash flow siatement to ￿ presented for the Company.
Judgements and key sources of e5timatlon uncertalnty
The preparation of the financial statements requires management to make judgements,
estimates and assumptions that affect the arrrf)unts reported. These estimates and judgements
are continually reviewed and a￿ based on experience and other factors, including expectations
of future events that are believed to be reasonable under the circumstances.
Fund accounting
Unrestricied funds are available for use at the discretion of the trustee5 to fijrther any of the
charity's purposes.
Restrided funds are subjected to restrictions on Iheir expendtture declared by the donor or
