**Purposes:** To alleviate hardship and for the advancement of the education of and care for young people and in particular those who are disadvantaged, those who are at risk of becoming offenders and those who may be in physical and emotional danger by the provision of facilities for recreation and other leisure time occupation, challenging adventurous experiences and other activities for such young people in the interest of their social welfare.
